This is gradually materialising. The Fund focuses on <em>prevention <\/em>acting as a catalyst for integrated approaches across peace, humanitarian, development, human rights and security. Working with a wide range of UN and other partners the PBF is expanding its efforts to pilot new approaches based on systematic analysis of conflict risks such as exclusion. Many aspects of the new approach taken by the fund speak to WFP\u2019s broad range of activities and operational footprint, including a focus on mitigating the further escalation of conflict, especially at local level\u2019 and \u2018supporting enabling environments for mediation\u2019.<\/p>\n<p>The PBF has four focus areas including dialogue and peaceful coexistence, which supports conflict prevention efforts, and re-establishment of basic services, both of which could serve as important entry points for WFP. Furthermore, the fund has three priority windows for which WFP is well placed to offer support. Firstly, cross border and regional approaches that help address wider regional trends through multi-country programming, e.g. on issues like transhumance, migration, violent extremism and dealing with conflict drivers exacerbated by climate change. Secondly it will support facilitating transitions providing predictable financing well before and after a mission closes as currently seen in the Sudan context. Thirdly and most relevant is the emphasis on fostering inclusion through women and youth empowerment under the \u2018leave no one behind\u2019 drive of the 2030 Agenda. This supports programming that leads to inclusion of the most marginalized, in both socio economic as well as political processes.<\/p>\n<p>More than 10 years later the PBF has been re-configured and serves as the key pooled fund to support social cohesion, conflict resolution, traction of peace agreements and citizen- state trust. Combined with a robust monitoring and evaluation system, donors are steadily increasing their contributions, seeing the PBF as a vehicle to operationalize one domain of the triple nexus based on the common understanding that there is no peace without development and no development, without peace. As such, and increasingly aligning with broader UN Reform goals, the Fund supports the delivery of \u2018Collective Outcomes\u2019 at country level building on foundations of common analysis and joint\/co- designed interventions amongst AFPs and NGOs under the leadership of the RC\/HC and Country Team.<\/p>\n<p>ROLE OF THE CONSULTANT<\/p>\n<p>Under the guidance of the Team Lead for Peace and Integration in the Emergencies and Transition Unit (PRO-P), and in support of both PRO-P and the Global Network Against Food Crises (GNAFC), the Senior Peace and Conflict Advisor (Peacebuilding Fund) will be responsible for strengthening the ability of Country Offices and Regional Bureaus to engage with and increase food security programming for peace outcomes. This will be achieved through a combination of advisory technical support, capacity building, partnership development and knowledge management, and will be demand driven.<\/p>\n<p>The Senior Peace and Conflict Advisor (Peacebuilding Fund) will be responsible for creating a corporate system\/process\/guidance within WFP to access PBF funds. The consultant will be specifically responsible for:<\/p>\n<p>Advisory Technical Support on peace building fund proposals \u2013 Responsible for supporting the country offices and regional bureaus, including advisory support to Regional and Deputy Regional Directors and Country and Deputy Country Directors, in designing, implementing, monitoring and evaluating Peacebuilding Fund proposals and the pre work required to position WFP within the Country Team.<\/p>\n<p>Capacity Strengthening \u2013 Leads the capacity building of WFP staff on the Peacebuilding Fund, including through the design of dedicated webinars.<\/p>\n<p>Knowledge Management and tools development \u2013 Develops library of past and present WFP PBF funding proposals. Leads the documentation, learning, and monitoring and evaluation from country level engagement with the peacebuilding fund proposals in an effort to establish lessons learned and to develop best practices that can be brought to scale in other WFP contexts. Updates and designs Peacebuilding Fund guidance and tools to be disseminated to country offices and regional bureaus.<\/p>\n<p>Support the development of the HDP Nexus Repository with relevant examples from PBF projects and joint programmes that include WFP and reflect peace outcomes. Support the WFP conflict sensitivity\/HDP nexus\/contribution to peace community of practice where appropriate.<\/p>\n<p>Partnership Development \u2013Support engagement of WFP in relevant inter-agency discussions and actively support the development of partnerships with traditional and non-traditional partners (peacebuilding actors) around the issue of peacebuilding and conflict-sensitivity. This includes supporting the integration of food security programming into relevant multi-stakeholder collective outcomes and joined-up or joint programming that promotes a nexus approach and contributes to peace outcomes, including through the facilitation and utilization of country level analysis.<\/p>\n<p>Any other duties as required.<\/p>\n<p>DELIVERABLES<\/p>\n<p>By the end of this consultancy:<\/p>\n<p>\u2022        Strengthened WFP\u2019s  engagement   and     participation in Peacebuilding Fund proposals, including through strengthened capacity to write and implement Peace building Fund proposals at the CO and RB levels.<\/p>\n<p>\u2022        Relevant guidance and tools to support organizational access to PBF and related peace programming is developed and\/or updated.<\/p>\n<p>\u2022        Where possible, peace and nexus outcomes are reflected in the country strategic plans of WFP.<\/p>\n<p>\u2022        Partnership development in the domain of peacebuilding and conflict sensitivity is supported.<\/p>\n<p>QUALIFICATIONS AND EXPERIENCED REQUIRED<\/p>\n<p>Education: Advanced academic degree in international relations, development studies, conflict studies, or another relevant discipline.<\/p>\n<p>Experience:<\/p>\n<p><em>Essential<\/em><\/p>\n<p>Over fifteen (15) years of professional experience providing technical support to integrate better peacebuilding and conflict sensitivity practice into programmes.<\/p>\n<p>Widespread experience in integrating p e a c e b u i l d i n g into both humanitarian and development programming.<\/p>\n<p>Solid knowledge of peacebuilding programme design, including the articulation of theories of change.<\/p>\n<p>Experience in drafting peacebuilding proposals, including articulating results frameworks.
