ORGANIZATIONAL CONTEXT<\/h2>\n

The hunger crisis in Afghanistan is unfolding rapidly, with over half the country\u2019s population of 40 million now facing acute food insecurity\u2014the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 per cent of the population who rely on agriculture for livelihood.<\/p>\n

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled-up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month-on-month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.<\/p>\n

JOB PURPOSE<\/h2>\n

The Finance Associate reports to the International Finance Officer in charge of Disbursement, Treasury Management and Accountability, under the overall supervision of the Head of Finance in WFP Afghanistan. At this level, the job holder is expected to take responsibility for the completion of Disbursement, Treasury Management and Accountability processes and processes requiring some interpretation of standard guidelines\/practices to recommend a course of action to staff under his\/her direct supervision and at various levels and allocate tasks to other support staff.<\/p>\n

Coordinate and provide financial support services involving the recording and interpretation of financial information to ensure the efficient functioning of the support services and inform decision-making. <\/p>\n

KEY ACCOUNTABILITIES (not all-inclusive)<\/h2>\n

Under the overall guidance and direct supervision of the Finance Officer, Finance Associate will be responsible for:<\/p>\n

1. Provide procedural and technical support to staff within the areas of finance to ensure compliance with WFP financial policies, rules and regulations.
2. Support the development and implementation of financial policies and procedures, and assist in the setup and implementation of proper accounting procedures, systems and cash
3. Monitor the daily cash position in order to optimise the use of surplus cash.
4. Monitor the centralised registry system in order to process all payments to internal and external Clients in a timely manner and in accordance with WFP standards.
5. Coordinate with other teams in order to ensure that all financial services are being performed efficiently and in line with the needs of the wider team.
6. Monitor account balances and process financial transactions in an accurate and timely manner to avoid the occurrence of an overdraft.
7. Monitor and analyse general ledger accounts in order to initiate and achieve corrective actions.
8. Compile data from the WFP database and systems in order to assist in generating and analysing financial reports on a monthly basis.
9. Allocate tasks to other support staff, provide guidance and on-the-job training in the management of financial resources (e.g. managing the petty cash\/sub-imprest account, review and analyse vendor and balance sheet accounts confirmation, etc.), to ensure services are delivered consistently and to the required standards.
10. Any other tasks that may be required to support the finance function. <\/p>\n

STANDARD MINIMUM QUALIFICATIONS<\/h2>\n

Education:<\/p>\n

• Completion of secondary school education. A post-secondary certificate in a related functional area such as Finance, Business Administration, Accounting, or related fields. <\/li>\n<\/ul>\n

  Experience:<\/p>\n

  \n
  • Six years of relevant experience in Finance, Business Administration, Accounting, or related fields. <\/li>\n<\/ul>\n

    Knowledge & Skills:<\/p>\n

    \u2022 Detailed knowledge of WFP policies, rules, regulations, and procedures.
    \u2022 Ability to develop and maintain effective work relationships with different stakeholders in the office and externally.
    \u2022 Previous experience working with Finance or similar functions in the humanitarian sector is desirable, especially in the emergency context.
    \u2022 Excellent written and oral communication skills in English.<\/p>\n

    Language:<\/p>\n

    • Fluency (level C) in the English language. Fluency in both oral and written communication in Dari and Pashto.<\/li>\n<\/ul>\n
