Our strategic directions focus on promoting strong communities and governance, peace<br \/>and social cohesion, and environmentally sustainable and inclusive economic growth.<\/p>\n<p><strong>The Program \/ Department \/ Team (Program \/ Department Summary)<\/strong><br \/>The USAID Livelihoods Advancement Activity (Iqlaa \u0639) is a five-year USAID-funded program that aims to<br \/>support Jordan\u2019s formal and informal home-based businesses (HBBs) and Micro and Small Enterprises<br \/>(MSEs) to grow, transform, and become resilient to future challenges, placing them on a path to recovery,<br \/>stabilization, and growth through capacity-building strengthening, informed decision-making, and<br \/>enhanced access to finance, focusing on four critical sectors: agriculture, tourism, manufacturing, and<br \/>services, with special attention to technology development and implementation.<br \/>Mercy Corps\u2019 approach to Iqlaa \u0639 integrates direct assistance with market systems development (MSD)<br \/>interventions to support MSEs along the full journey from recovery to growth and resilience. Grounded in<br \/>evidence-based, adaptive, and inclusive support, Jordan\u2019s MSEs can emerge from the COVID-19 crisis<br \/>stronger and more resilient, transformed through new ways of doing business and improved access to<br \/>finance, markets, and services. Understanding that women, youth, and people living with disabilities<br \/>(PLWD) face unique constraints to starting up and leading resilient MSEs, Mercy Corps design will infuse<br \/>a Gender, Youth, and Social Inclusion (GYSI) lens throughout all interventions. Mercy Corps\u2019 approach<br \/>is committed to supporting MSEs build back, formalize, and grow, emphasizing systems-level change,<br \/>equitable opportunities, and a dignified work environment for all women, men, and youth, and PLWD in<br \/>Jordan.<\/p>\n<p><strong>The Position (General Position Summary)<\/strong><br \/>The Outreach and Coordination Coordinator supports the Outreach and Coordination Lead and as<br \/>delegated, the Specialist, in managing Iqlaa \u0639\u2019s satellite office in the south of Jordan mainly, and other<br \/>areas when needed. S\/he will help the Outreach and Coordination Lead and Specialist to implement<br \/>the outreach workplan with the officers at the south office and follow up closely on this plan while<br \/>keeping it updated based on the needs and challenges that might arise, in coordination with different<br \/>Iqlaa \u0639 components and consortium partners. S\/he will manage the south office\u2019s operations and team,<br \/>with constant feedback to the Outreach and Coordination Lead. S\/He will work closely with the<br \/>Outreach and Coordination Officers in the south area in overseeing the outreach activities, in<br \/>collaboration with local service providers and with Iqlaa \u0639\u2019s consortium partners to outreach to the target<br \/>number of HBBs\/MSEs supported through Iqlaa \u0639\u2019s activities and will assure these MSEs receive the<br \/>technical and financial support they need per Iqlaa \u0639\u2019s work plan and approach. The Outreach and<br \/>Coordination Coordinator will also support the recruitment of Iqlaa \u0639\u2019s south office\u2019s team members and<br \/>contribute to the reporting requirements of USAID (including but not limited to weekly, monthly,<br \/>quarterly, and annual reports) in addition to all other Iqlaa \u0639 reporting needs (including M&amp;E).<\/p>\n<p><strong>Essential Responsibilities<\/strong><br \/>Development and implementation of the outreach strategy &amp; plan<br \/>\u25cf In close collaboration with the Outreach and Coordination Lead and Specialist, and other<br \/>Iqlaa \u0639 components\u2019 team members, implement the outreach workplan for the south area, and<br \/>other areas when needed, and ensure this plan reflects the outreach strategy in terms of<br \/>identification, vetting, and onboarding of the target number of HBBs and MSEs under Iqlaa \u0639\u2019s<br \/>support activities, as well as potential market actors across the governorates.<br \/>\u25cf Work closely with the Outreach and Coordination Officers in the south office to keep the<br \/>workplans updated based on all emerging challenges and needs during the implementation<br \/>phase.<br \/>Iqlaa \u0639 \u2019s Coordination Offices Management and Leadership<br \/>\u25cf As guided by the Outreach and Coordination Lead, lead Iqlaa \u0639\u2019s south office\u2019s team and<br \/>coordinate with consortium partners and local service providers, to outreach and register the<br \/>target number of MSEs\/HBBs under Iqlaa \u0639\u2019s MSEs support activities.<br \/>\u25cf Support the Outreach and Coordination Lead and Specialist to successfully implement all the<br \/>activities of Iqlaa \u0639\u2019s south office.<br \/>\u25cf Identify market actors, suppliers, etc. within the region and surrounding communities as<br \/>relevant to the Iqlaa \u0639 work plans.<br \/>\u25cf Support the Outreach and Coordination Lead to furnish, set up, and operationalize Iqlaa \u0639\u2019s<br \/>south office (this includes the timely development and continuous update of the procurement<br \/>plan).<br \/>\u25cf In close coordination with the relevant component leads, ensure that Iqlaa \u0639\u2019s MSEs in the<br \/>south area receive the financial and technical support they need, across all Iqlaa \u0639\u2019s<br \/>components.<br \/>\u25cf Work seamlessly with other components and teams including the research, innovation, PQL,<br \/>GYSI, and MSEs Support to maximize synergies within Iqlaa \u0639 components for optimized<br \/>results and targets.<br \/>\u25cf Lead the implementation of Iqlaa \u0639\u2019s south office\u2019s workplans, focused on key outputs and<br \/>outcomes.<br \/>\u25cf Ensure all programming and Iqlaa \u0639\u2019s south office\u2019s activities follow Mercy Corps\u2019 internal<br \/>systems and procedures, including Iqlaa \u0639 specific requirements (such as USAID marking and<br \/>branding requirements, environmental compliance requirements, etc.).<br \/>\u25cf Ensure implementation of Iqlaa \u0639\u2019s south office\u2019s activities is on time, within targets, and<br \/>budget, using effective M&amp;E systems to reach desired impacts.<br \/>\u25cf Ensure adherence to Mercy Corps PM@MC minimum standards, including Community<br \/>Accountability Reporting Mechanism (CARM).<br \/>\u25cf Ensure implementation and modeling of safeguarding policies and procedures in all<br \/>interactions with team members, partners, and component participants.<br \/>\u25cf Integrate gender, youth, and social inclusion, ensuring Iqlaa \u0639 is sensitive and responsive to<br \/>different opportunities and barriers faced by women, youth, and people living with disabilities<br \/>(PLWDs).<br \/>\u25cf Ensure that outreach targets MSEs\/HBBs including those owned by women, youth, and<br \/>PLWDs, as well as working closely with the Inclusion Lead to ensure that all implemented<br \/>activities are complying with inclusion standards for women, youth and PLWDs.<br \/>\u25cf Support the MSE Support team in overseeing the successful implementation of grants and<br \/>activities across the southern governorates, while ensuring their compliance with USAID<br \/>regulations.<br \/>\u25cf Oversee and participate in conducting focus group discussions and support awareness<br \/>campaigns by the south office\u2019s team in coordination with Iqlaa \u0639\u2019s teams, including the PQL<br \/>as well as consortium partners, in different southern governorates when needed.<br \/>\u25cf Build networks with different market actors and stakeholders in the south area of Jordan that<br \/>would support Iqlaa \u0639 team in the outreach process and register them per Iqlaa \u0639\u2019s established<br \/>process, in close coordination with Outreach and Coordination Lead.<br \/>\u25cf Provide the needed guidance to the Outreach and Coordination officers in the south office in<br \/>building networks in their areas.<br \/>\u25cf Manage the relationships with the micro and small enterprises (MSEs) and home-based<br \/>businesses (HBBs) in the south area.<br \/>\u25cf Oversee the vetting and outreach plan in the south area, per the established tools and<br \/>procedures, ensuring the process works effectively, accurately, and in a timely manner.<br \/>\u25cf Troubleshoot any challenges and issues that might arise during the outreach process and<br \/>while the MSEs and HBBs are receiving the services, through implementing a feedback<br \/>reporting channel to the relevant component leads to keep them aware of MSEs\u2019 performance<br \/>and flagged issues.<br \/>\u25cf Provide support to other outreach activities across regions beyond the south region, as<br \/>needed.<br \/>\u25cf Identify potential success stories and other communications-worthy achievements to convey<br \/>to the Communications team.<br \/>\u25cf Keep an eye on any potential trends in any of the regions that would affect Iqlaa \u0639<br \/>interventions.<br \/>\u25cf Support the research team in conducting the needed outreach for needed respondents for<br \/>different research activities.<br \/>\u25cf Supporting MSEs and HBBs in their reporting, technically and financially.<br \/>\u25cf Support the MSE Support team in events, workshops, and any relevant meetings.<br \/>Personnel Management<br \/>\u25cf Support the recruitment of a strong team of capable officers in the south office, orient and<br \/>supervise them, and build their development.<\/p>\n<p><strong>Monitoring, Evaluation, and Reporting<\/strong><br \/>\u25cf Oversee the monitoring and evaluation of the component activities in close coordination with<br \/>the M&amp;E team and consortium partners, including monitoring, data collection, analysis, and<br \/>report writing in line with the M&amp;E standard procedures as set by the Iqlaa \u0639 PQL team.<br \/>\u25cf Coordinate with the outreach team at the south office to provide regular progress reports that<br \/>would feed into donor reports.<br \/>\u25cf Train the Outreach Officers and consortium partners when needed, alongside the MSE<br \/>Support team, on Iqlaa \u0639\u2019s Assessment &amp; Segmentation Tool and any other tools that will be<br \/>used with the MSEs\/HBBs.<br \/>Financial and Compliance Management<br \/>\u25cf Support the Outreach and Coordination Specialist in setting the budget projections for the south<br \/>office and review them before submission to the Outreach and Coordination lead.<br \/>\u25cf Ensure compliance with USAID and Mercy Corps regulations.<\/p>\n<p><strong>Supervisory Responsibility<\/strong><br \/>Outreach and Coordination Officers of the south office.<\/p>\n<p><strong>Accountability<\/strong><br \/>Reports Directly To: Outreach and Coordination Lead<br \/>Works Directly With: North office Outreach and Coordination Coordinator, Outreach and<br \/>Coordination Specialist, Iqlaa \u0639 team under different components, COP, DCOP\/Programs,<br \/>DCOP\/Operations &amp; Finance.<\/p>\n<p><strong>Accountability to Participants and Stakeholders<\/strong><br \/>Mercy Corps team members are expected to support all efforts toward accountability, specifically to our<br \/>program participants, community partners, other stakeholders, and to international standards guiding<br \/>international relief and development work. We are committed to actively engaging communities as<br \/>equal partners in the design, monitoring and evaluation of our field projects.<\/p>\n<p><strong>Minimum Qualification &amp; Transferable Skills<\/strong><br \/>\u2022 BA\/S or equivalent experience in economics, social or political science, management or public<br \/>administration, international development, or other relevant fields to economic growth<br \/>programming. Applicants with other academic track records who bring a strong track record of<br \/>work (including at least 2 years of relevant economic growth programming experience) may also<br \/>be considered.<br \/>\u2022 A minimum of 4 years of overall experience in medium to large donor-funded programs with<br \/>Jordan-specific experience.<br \/>\u2022 Technical experience in economic development integrating gender\/youth\/social inclusion,<br \/>focusing on home-based businesses, micro and small enterprise development, market systems<br \/>approaches, and entrepreneurship preferred.<br \/>\u2022 Evidence of progressive responsibilities in implementing donor-funded technical assistance<br \/>programs, with a strong preference for past USAID-funded projects, this includes experience in<br \/>(sub) grants management, and procurement, among others.<br \/>\u2022 Knowledge of the Jordanian context in general, southern region in particular, and key Jordanian<br \/>stakeholders, as well as work experience in the Jordanian context.<br \/>\u2022 Demonstrated ability to build and maintain relationships with multiple stakeholders (including<br \/>public sector, private sector at both grass-root and corporate levels, and civil society), and<br \/>program participants.<br \/>\u2022 Demonstrated ability to implement outreach plans for MSEs\/HBBs, market actors, among many<br \/>other potential stakeholders.<br \/>\u2022 Fluent verbal and written communication skills in Arabic and professional working proficiency in<br \/>verbal and written English is required.<\/p>\n<p><strong>Success Factors<\/strong><br \/>A successful candidate will have a demonstrated ability to lead and communicate effectively with team<br \/>members and other stakeholders of varied work styles and cultures, follow procedures, and meet<br \/>deadlines with flexibility and creativity in planning and problem-solving.
