Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities. <\/p>\n<p><strong>POSITION DESCRIPTION  <\/strong><\/p>\n<p>Working closely with the DCOP-Operations , the\u202fHuman Resources\/Operations Manager\u202fshall be responsible for\u202fensuring smooth\u202ffunctioning of the\u202fproject\u2019s human resource function,\u202fassist\u202fin supervision of\u202fsome\u202fadministrative staff, and ensure compliance with USAID regulations and local labor laws.\u202fKey\u202ftasks\u202finclude but are not limited to:\u202foffice\u202ffacilities management\u202fand\u202fsecurity,\u202fhuman resource duties as required\u202fbelow, and assisting the DCOP-Operations\u202fwith various administrative\u202fand operations\u202ftasks.\u202f<\/p>\n<p><strong>DETAILED RESPONSIBILITIES<\/strong><\/p>\n<p>Human Resources Support:<\/p>\n<ul>\n<li>Implement the recruitment and staffing needs of ERA in compliance with\u202fChemonics\u202fand USAID guidelines.\u202f<\/li>\n<li>Draft approval requests in compliance with USAID guidelines.<\/li>\n<li>Develop and maintain\u202fconfidential personnel files for all\u202fCCN\/local\u202fstaff in electronic and hard-copy format including but not limited to\u202femployment agreements and modifications, policy manuals, personnel trackers\u202ffor all CCN staff;\u202f<\/li>\n<li>Schedule interviews and lead interview panels;\u202fprovide\u202ffeedback to all interviewed candidates and prepare the interview evaluation sheet.<\/li>\n<li>Ensure project compliance with local labor laws by conducting regular audits, and keeping updated on local labor laws and HR best practices.<\/li>\n<li>Manager verification of biodata forms, preparation of offer letters and submission of approval documents to the PMU\u202fas required;\u202fensure all recruitment documents are properly maintained in the project\u2019s hard copy and electronic files.\u202f<\/li>\n<li>Lead monthly timesheet submission for all staff with relevant backup documents\u202fand submit to Finance for payroll processing.\u202f<\/li>\n<li>Manage annual assessment process and ensure procedures are communicated and followed, from the initial performance reviews, to ensuring periodic supervisor-supervisee conversations are happening to the formal annual performance evaluations process. \u202f<\/li>\n<li>Serve as subject-matter expert in HR management and advise on HR actions to mitigate risk and protect the project and Chemonics.<\/li>\n<li>Manage the periodic analysis and improvement in human resources strategies, policies, and practices to support a dynamic team. <\/li>\n<li>Experience assessing staff capacity and identify training needs for continual professional development of junior staff preferred.<\/li>\n<li>Experience developing professional development and training programs preferred.<\/li>\n<li>Other HR-related tasks\u202fas\u202fassigned by his\/her supervisor.\u202f<\/li>\n<\/ul>\n<p>Operations Support:<\/p>\n<ul>\n<li>Assist the Finance team with\u202fthe monitoring of\u202ffield\u202factivities according to established procedures and calendars, as needed.\u202f\u202f\u202f<\/li>\n<li>Oversee\u202fthe schedule of\u202fdrivers to ensure appropriate and available transportation coverage including management of the selected vehicle hire service.\u202f<\/li>\n<li>Monitor office equipment service contracts, and other relationships with outside vendors that are related to office facilities, services or equipment.
