BACKGROUND AND PURPOSE OF THE ASSIGNMENT: <\/p>\n
The United Nations World Food Programme (WFP) works in more than 80 countries around the world, feeding people caught in conflict and disasters, and changing lives for millions through sustainable development. WFP\u2019s focus on strengthening country capacities is based on the recognition that national systems are a critical vehicle for achieving Sustainable Development Goal 2 (SDG 2) on ending hunger. Supporting governments and stakeholders across the whole of society provides tremendous opportunities for scale, impact and sustainability of results. <\/p>\n
In June 2022, WFP\u2019s Executive Board approved a Country Capacity Strengthening (CCS) Policy Update which defines CCS as "activities structured around engagement with national and subnational stakeholder institutions and organizations with the intention of improving the sustainable functioning of systems and programmes that support populations with regard to their food security, nutrition and associated essential needs". <\/p>\n
In addition to the Policy Update, corporate evaluation and audit exercises have identified CCS-related operational recommendations, which informed the CCS implementation plan including the need to develop key materials related to the CCS policy update implementation, including position papers for systems strengthening and programmatic integration with key thematic areas and sectors. <\/p>\n
The consultant will support the operationalisation of the CCS policy update\u2019s workstream on policy roll-out, positioning and institutional coherence, which aims to support the successful implementation of the policy update through reinforcing the conceptual foundation for CCS, supporting the other workstreams and enabling WFP to align around a common understanding of the organization\u2019s purpose in CCS as set out in the policy update. The consultant will provide critical support to the project management of different workstreams, assisting with project administration, financial reporting, relationship management, internal communications and organization as needed. <\/p>\n
ACCOUNTABILITIES\/RESPONSIBILITIES: <\/p>\n
The Consultant, reporting to the CCS Unit\u2019s Policy and Strategy Lead, is expected to: <\/p>\n
– Support the setting of a clear definition of WFP\u2019s value proposition and approach to CCS outlining the scope, boundaries and comparative advantages of WFP\u2019s work. <\/p>\n
– Participate in the development and project management of a flagship publication on CCS for WFP to support national systems and country capacity strengthening (including project administration, financing, reporting, and support to management of Long-Term Agreement). <\/p>\n
– Contribute to the rolling out of the CCS Policy Update costed implementation e.g. support to the development of costed regional roadmaps for implementing the policy. <\/p>\n
– Assist in coordinating team efforts for the integration of the policy update across WFP functional and programmatic areas (e.g. coordinating and consolidating team feedback on corporate policies and strategic documents). <\/p>\n
– Support with analyzing and summarizing critical inputs relevant to the CCS policy update\u2019s implementation and positioning. <\/p>\n
– Support in identifying and managing relations with external research partners and entities as required. <\/p>\n
\u2022 Other activities <\/p>\n
– Support with developing key messages, talking points, presentations, briefs and other materials for various internal and external CCS representations to position the CCS Policy update. <\/p>\n
– Support the Policy Strategy Lead and\/or Head of Unit with other related activities as required. <\/p>\n
QUALIFICATIONS & EXPERIENCE REQUIRED: <\/p>\n
Education: <\/p>\n
University degree in governance, social policy, economics, or other field relevant to international development <\/p>\n
Experience: <\/p>\n
At least 2 years of progressively responsible relevant national and\/or international work experience that demonstrates increasing responsibility and growth. Experience in capacity development and\/or change management is beneficial. <\/p>\n
Knowledge and Skills: <\/p>\n
Strong organization, time and project management skills with the ability to plan ahead; anticipate requirements, problems and obstacles; juggle competing priorities successfully; manage administrative tasks, and work to meet tight deadlines. <\/p>\n
