BACKGROUND AND PURPOSE OF THE ROLE:<\/h2>\n

The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies, and working with communities in more than 100 countries to improve nutrition and build resilience. To support this mission, WFP Fleet Centre in Dubai, UAE, is mandated to centrally manage WFP\u2019s light and armoured vehicle fleet leasing, fleet management and systems support, insurance cover, vehicle disposal, and advanced driver training services, to enable effective, safe and efficient fleets in all WFP offices globally.<\/p>\n

The position is responsible for providing technical fleet management support to WFP Offices. This support will be provided both in country (through missions) and remotely from Dubai. This support will focus on fleet assessments, the development and implementation of CO Fleet Plans and ongoing fleet management support to CO Fleet Teams.
Light Vehicle Fleet Specialist will also be deployed to Emergency Operations to independently set up and manage fleet operations.<\/p>\n

KEY ACCOUNTABILITIES (not all-inclusive)<\/h2>\n

Conducting CO Fleet Assessments
\u2022 Data analysis from FMS on current fleet size, profile, utilisation, performance and costs
\u2022 In country assessment of fleet size, profile, and operational performance
\u2022 Define fleet requirements based on operational need \u2013 size, profile, vehicle models, locations, etc.
\u2022 Review staff requirements including roles and responsibilities
\u2022 Process & procedure gap analysis
\u2022 Define optimal maintenance solution
\u2022 Complete risk assessment: safety, environmental and financial<\/p>\n

Developing CO Fleet Plans
\u2022 Support CO Fleet Teams in the development of their Fleet Plan
\u2022 Transition plan to achieve optimal fleet
\u2022 Maintenance, Fuel, Drivers, and Fleet Staff plan as necessary
\u2022 Fleet Systems Data quality and effective use improvement plan <\/p>\n

Supporting the implementation of CO Fleet Plans
\u2022 Providing remote and in-country support to CO Fleet Teams throughout the implementation process from preparation, change management to process development and training
\u2022 Coordinate with the Regional Bureau administration team to follow up the fleet plan's implementation and to ensure it is incorporated in the administration oversight mission<\/p>\n

Ongoing Fleet Management Support to CO
\u2022 Periodic analysis and review of CO fleet metrics in FMS reports
\u2022 Identify areas for intervention and improvement. Advise and guide CO Fleet Teams on key actions \/ activities
\u2022 Regular contact with CO Fleet Teams to review and support activities that improve fleet performance<\/p>\n

Fleet Management Support to Emergency Operations
\u2022 Deploy to Emergency Operation
\u2022 Manage and conduct needs assessment \u2013 define fleet size & profile required
\u2022 Identify sourcing options: FC v local (rent, lease, local purchase,)
\u2022 Importation & Registration \u2013 confirm\/map process, identify challenges,
\u2022 Identify maintenance and fuel supplier options
\u2022 Technical support to procurement process for vendor selection
\u2022 Support vendor selection, contract set up and management
\u2022 Develop an exit plan
\u2022 Manage and\/or carry out complex data analysis to prepare various reports for management and clients with the accurate information used towards efficient planning and decision-making<\/p>\n

Perform other related duties as assigned.<\/p>\n

STANDARD MINIMUM QUALIFICATIONS<\/h2>\n

Experience:
\u2022 Minimum 5 years\u2019 experience in managing \/ operating humanitarian light vehicle fleets
\u2022 Minimum 3 years\u2019 experience in using Fleet Management Software
\u2022 Working knowledge of Vehicle Tracking Systems<\/p>\n

Academic Qualifications \/ Licenses:
\u2022 University degree in business administration, logistics, engineering, computer science, statistics or economics (preferably transport economics), or equivalent professional experience or extensive relevant logistics experience.<\/p>\n

Knowledge & Skills:
\u2022 Ability to analyse data using MS Suite tools and to prepare summary reports
\u2022 Excellent communication skills (written and verbal)<\/p>\n

Languages:
\u2022 Working knowledge (proficiency\/Level C) of English is required. <\/p>\n
