Founded in 1957 and currently working in 22 countries worldwide with an annual budget of approximately $45 million dollars, WUSC works towards a world where young people can grow up in safe, secure, supportive environments, where they can learn, work, and play a vital role in their community and country\u2019s development. Our internationally recognized programs support youth, women, and other marginalized populations, focusing on three thematic areas of education, employment, and engagement. Globally, WUSC works with a network of higher education institutions, civil society organizations, private sector partners, professionals, students, volunteers, faculty, and community leaders that can be leveraged to support our work.<br \/>WUSC and its consortium partner the Canadian Leaders in International Consulting (CLIC) are implementing the Women\u2019s Economic Linkages and Employment Development (WE LEAD) project in Jordan. WE LEAD, a project funded by Global Affairs Canada, aims to increase women\u2019s empowerment for sustainable economic growth; this will be achieved through activities focusing on women\u2019s employment by businesses and the reduction of gender specific barriers to women entering into and remaining in the workforce. The project will be implemented over a period of Seven years, from March 7, 2017 to March 31, 2024 in three governorates (East Amman, Irbid, and Zarqa) in Jordan.<br \/>The Monitoring, Evaluation &amp; Learning Officer is responsible for providing monitoring and evaluation strategic direction and developing appropriate tools in collaboration with the project team and the partners. The Monitoring, Evaluation &amp; Learning Officer will provide training on the use of monitoring and evaluation (M&amp;E) tools, and integration of lessons learned into WE LEAD interventions, and providing qualitative and quantitative information for reporting.<br \/>Nature and Scope:<br \/>The Monitoring, Evaluation, and Learning Officer is responsible for the monitoring, evaluation and learning activities for WE LEAD in Jordan. Under the Country Director\u2019s direction, his\/her roles and responsibilities include: \u2022 Coordinate, supervise and assure quality of monitoring and evaluation activities among staff, partners, consultants and volunteers involved in the project; \u2022 Develop and maintain the monitoring and evaluation system, including the processes for data collection, cleaning and processing, and use of data ; \u2022 Develop data collection tools based on rigorous methodologies and appropriate to context; \u2022 Produce monitoring checklists and conduct quarterly joint field process monitoring, quality assessment and data validation, and provide feedbacks and recommendations for timely improvement; \u2022 Facilitate annual review sessions, data interpretation sessions and lessons learned; \u2022 In collaboration with a consultant (or consulting firm) lead and coordinate the baseline, the mid-term and end line studies, and the tracer studies; \u2022 Implement a database of all outputs and results of the project and maintain it; \u2022 Support reporting of results using results-based management (RBM) approaches; \u2022 Provide technical support to partners and volunteers in monitoring and evaluation; \u2022 Work in collaboration with M&amp;E Advisor at CLIC Canada; \u2022 Participate in all steps of the project to ensure quality integration of monitoring, evaluation and learning; \u2022 Lead capacity assessments of stakeholders and develop capacity strengthening plans in M&amp;E; \u2022 Co-ordinate and undertake capacity building activities and training workshops in M&amp;E; \u2022 Serve as focal person for the mainstreaming and making sure that cross cutting issues are implemented and reflected in reporting such as gender, governance and environment in the project activities; \u2022 Undertake monitoring visits to partner institutions including private sector partners and training institutions; \u2022 Undertake regular visits to field locations to support monitoring and evaluation processes and, develop and implement accountability processes related to WE LEAD Project; \u2022 Undertake any other tasks assigned by the Country Director.<br \/>Qualifications and Competencies:<br \/>Education<br \/>\u2022 A Master\u2019s degree in social sciences, statistics, or related field, or equivalent education and experience.<br \/>Experience and Competencies<br \/>\u2022 A minimum of five years of experience in coordinating monitoring and evaluation system; \u2022 Very good knowledge of Results Based Management (RBM) approaches; \u2022 Experience in quantitative and qualitative methodologies for data collection, particularly in difficult contexts; \u2022 Knowledge in sampling strategies and data analysis; \u2022 Experience in the development of data collection tools, both quantitative and qualitative; \u2022 Demonstrated experience in the development of data collection systems or databases and use of data analysis software such as Excel, SPSS or other relevant software; \u2022 Demonstrated experience in providing technical support and capacity building with local organizations and colleagues; \u2022 Proven experience of adaptability to a challenging and constantly changing environment requiring iterative planning on a regular basis; \u2022 Proven knowledge of and commitment to the concepts of gender equality; \u2022 Experience in capacity building with local partner organizations and a commitment to a participatory partnership approach to development; \u2022 Excellent communication skills, particularly interpersonal skills in working with partners and other stakeholders; \u2022 Attention to details; \u2022 Ability to multi-task competing priorities; \u2022 Ability to work independently and as a team player; \u2022 Excellent ability to communicate, facilitate and transfer technical knowledge to non-monitoring and evaluation colleagues; \u2022 Ability to think analytically and take initiative to solve challenges as it related to M&amp;E.<br \/>Language<br \/>\u2022 Superior oral and written skills required in English and Arabic.<br \/>How to apply<br \/>Please submit your Resume to Jordan@wusc.ca not later than October 1st 2022.
