1. PROJECT BACKGROUND
The Municipal Support Program (MSP) is a five-year, USAID-funded program implemented by DAI. MSP aims to strengthen municipal-sector service delivery and promote local economic development in Jordan. MSP will strengthen municipal-sector service delivery by supporting improved governance and organizational culture through a focus on three interventions: key policy and service delivery reforms, municipal sector public financial management, and community engagement. Improved municipal service delivery will ensure that municipalities can respond effectively to citizens\u2019 needs and create the conditions for investment and inclusive economic growth. MSP will also increase capital investment in the municipal sector. This investment is intended to catalyze local economic opportunities and further strengthen service delivery by supporting improved development planning, facilitating investor partnerships, increasing access to finance, and supporting renovation and construction of fixed assets including the provision of material resources. Across all interventions, MSP will increase the participation of marginalized groups, including women, youth, and persons with disabilities in municipal-sector decision-making. Participatory planning will improve marginalized groups\u2019 access to public services and increase their economic opportunities. MSP will work across all of Jordan\u2019s governates.
2. POSITION DESCRIPTION
The Subcontracts and Procurement Director will provide support to two functional areas of the Project; Subcontracts and Procurement. S\/He will lead in the creation and the implementation of the MSP procurement plan. The position will supervise the Subcontracts and Grants Officer and the Procurement Officer and report to the Director of Finance and Operations.
3. KEY DUTIES AND RESPONSIBILITIES<\/p>\n

Manage subcontracts and procurement for MSP in compliance with DAI and USAID rules and regulations. <\/p>\n

Provide day-to-day supervision, mentoring, and performance monitoring to the subcontract, grants, and procurement team members. <\/p>\n

Contribute to weekly, quarterly, and annual reports and success stories. <\/p>\n

Working to support the technical team and under the supervision of the Director of Finance and Operations, the incumbent will advise on the most appropriate and effective implementation mechanism for achieving programmatic results that meet workplan objectives and remain fully compliant to USAID regulations. <\/p>\n

Work with the team to ensure that all technical and administrative critical path actions necessary to meet schedules, deadlines and deliverables are identified, programmed and acted upon, such as document preparation, TAMIS data input, and USAID approvals. <\/p>\n

Participate in grantee and procurement selection committees and processes. <\/p>\n

Review all grant activities for compliance against USAID regulations, including negotiating terms and conditions. <\/p>\n

Assist with training on procedures for standardized analysis and recording of grant and subcontract budget estimates for allowability, allocability, reasonableness and consistency. <\/p>\n

Coordinate with the MEL team to monitor grant implementation, milestone reporting and site visits. <\/p>\n

Assist in the overall management and inventory tracking for project property, including its allocation to staff, grantees, safekeeping and program implementation. <\/p>\n

Ensure that internal controls, project systems, and reporting workflows are being followed.
4. QUALIFICATIONS<\/p>\n

Bachelor\u2019s Degree in economics, business, or related field; Master\u2019s Degree preferred <\/p>\n

10 years of experience in operations and compliance, preferably supporting internationally funded engagements in grants and procurement. <\/p>\n

Highly organized and detail-oriented <\/p>\n

High level of interpersonal and diplomatic skills required <\/p>\n

Excellent written and verbal skills in both English and Arabic
