Monitoring & Evaluation Officer – Consultant – Sana’a, Yemen

ABOUT WFP

The United Nations World Food Programme (WFP) is the 2020 Nobel Peace Prize Laureate. WFP’s emergency response in Yemen is the agency’s largest anywhere in the world, and is the largest sustained emergency operation in history, providing lifesaving monthly food assistance to 10.5 million people most in need. WFP also provides nutrition support to 1.7 million children and mothers, and delivers school meals to 850,000 children each day.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in one of the following fields: social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

Experience: Minimum of five years of relevant professional work experience including in international development or humanitarian work Minimum of two years of experience in monitoring and/or evaluation, including strong experience using a variety of quantitative and qualitative analytical tools and methods.

Language: Fluency (level C) in the English language. Intermediate knowledge (level B) of Arabic is an added advantage.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Monitoring & Evaluation (M&E) Officer will be part of the M&E team based in Sana’a. S/he will be primarily responsible for managing all aspects of analysis and reporting functions within the M&E team, to generate quality evidence on the implementation and result of WFP’s interventions on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes establishing systems to track monitoring findings and ensuring appropriate action is taken, reviewing and updating data collection and data management systems to align to WFP corporate standards and CO requirements, and leading the development and timely preparation of internal and external reporting products and donor reporting requirements. The M&E Officer will be working directly under the general supervision the Head of M&E Unit based in the Country Office.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Contribute to (or lead when requested) the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements.
  • Ensure that CO monitoring systems and tools are in place and compliant with corporate standards, including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate result framework (CRF).
  • Contribute to development, review and update of monitoring data collection toolkit for various programme activities, ensuring that tools are aligned with corporate requirements and adapted to reflect context-specific elements.
  • Coordinate and oversee the recording, tracking and follow up of monitoring findings in the dedicated data management platform, including ensuring all processes are in line with the Standard Operating Procedures (SOPs), performing regular spot-checks on data entry and corrective actions, regularly analysing trends and develop monthly and quarterly process dashboards.
  • Advise and support evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products for internal and external use, including quarterly external monitoring reports, monthly internal monitoring reports for management, monitoring inputs for OIM products (sitreps), monthly issue tracking reports, monitoring infographics, dashboards, management briefs and other products as needed.
  • Lead and supervise the preparation of all donor-related monitoring inputs for funding proposals and performance reports, ensuring alignment between the iCSP logframe and individual donor proposals results frameworks, developing standard reporting formats, tracking tools and SOPs.
  • In coordination with VAM and other technical units, contribute to the analysis of process and outcome data collected through different channels including on-site process monitoring visits, face-to-face PDM interviews and remote monitoring exercises; to demonstrate programme results and inform programme design and implementation.
  • Manage the Yemen-based call centre (Beneficiary Verification Mechanism), including reviewing and updating the strategy, methodology, tools and objectives in line with the overarching Yemen M&E strategy.
  • Contribute to the planning and implementation of donor TPM exercises, including coordinating with relevant counterparts at design, planning, implementation and reporting stages, and actively providing support and feedback on the exercise’s results and findings.
  • Support management of contractual and strategic aspects of the collaboration with WFP’s Third-Party Monitoring companies, including supporting the development of the Scope of Work and contract agreements and supporting the launch of tenders to identify new service providers.
  • Support the development and update of strategic and operational guidance related to the M&E framework including the M&E Strategy, SOPs, tools, as well as any concept notes for studies, assessments and reviews.
  • Serve as a co-focal point for ACR and ACR Task Force to ensure that all country outcomes indicators are analyzed and reported according to the ACR guidelines.
  • Build M&E capacity of WFP staff and partners through design and delivery of training on data collection and management as well reporting, as well as through information sharing.
  • When required, represent WFP at national/inter-agency meetings to contribute to technical discussions, exchange of best practices, identify opportunities for strengthening national monitoring and evaluation capacity and develop strategic partnerships.
  • Of the above responsibilities, manage and supervise staff members within the dedicated functions, providing guidance as required to enable and ensure high performance.
  • Support the operational continuity of the unit including serving as Officer in Charge when required.
  • Other tasks as needed.
