Through the Country Strategic Plan 2019-23 (CSP), WFP Cambodia is contributing to achieving Zero Hunger through a combination of direct implementation and systems capacity strengthening at national and sub-national levels. Through the CSP, WFP promotes access to nutritious diets through home grown school feeding and improving climate smart food production and transformation capacities of small holder farming communities, whilst strengthening standards and guidelines for food transformation to satisfy the increasing demand for nutritious processed and convenient foods. WFP supports national and subnational disaster and climate change risk management and the national strategic direction and coordination on food security, nutrition and social protection through enhanced information systems, knowledge management, and public-private and south-south partnerships. WFP also responds to the acute food security and early recovery needs of vulnerable women, men, girls and boys impacted by recurrent disasters.

The CSP aims to contribute to six Strategic Outcomes that are aligned to four corporate Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). These are

BACKGROUND AND PURPOSE OF ASSIGNMENT

WFP is seeking to recruit a dynamic and experienced Programme Assistant to support the National School Feeding Programme. This position will be based in WFP’s Country Office (CO) as part of WFP’s school feeding team – whilst working across units including programme, monitoring and evaluation, nutrition, reporting and communications – as well as engaging regularly with WFP’s government and NGO partners. To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.

Under overall supervision of the Head of School Feeding, this position will report directly to the Programme Policy Officer (School Feeding).

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Support the implementation of the transition strategy of the national Home-Grown School Feeding programme, providing administrative support and tracking progress.
  2. Perform specialized and/or standardised processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.
  3. Provide project management and/or general office support following established targets and WFP’s policies and procedures.
  4. Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.
  5. Perform accurate, timely recording of data within the specific technical area of work (e.g. food security and vulnerability assessments) following corporate standards and guidelines.
  6. Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  7. Support communication and activities with local partners, agencies, NGOs and government institutions.
  8. Act as a point of contact for resolution of general operational queries requesting assistance where necessary.
  9. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

OTHER SPECIFIC JOB REQUIREMENTS

  1. Support the documentation of the government’s Home-Grown School Feeding (HGSF) transition process and track progress of recommendations, actions and milestones.
  2. Assist in the preparation, execution and follow up of meetings, workshop and missions relevant to the national HGSF development.
  3. Work with MoEYS/WFP to update or develop training tools and disseminate to relevant stakeholders on HGSF programme, including contributing to HGSF operational guidance, tools and systems; school environment components including WASH, food safety and nutrition activities; and ensuring these are incorporated in the handover implementation package on the ground for both WFP and national programme.
  4. Participate in operational learning activities through field visits and back to office reports, including engaging in joint discussions, and supporting taking forward key lessons learnt from the field operations to assist in national programme implementation and management.
  5. In collaboration with relevant WFP and MoEYS staff, prepare and disseminate advocacy and communications publications (posters, leaflets, briefs, factsheets, etc.) to support school feeding implementation and strategy.
  6. Ensure gender is considered throughout all areas of work under the post.
  7. Perform other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Language: Fluency in both oral and written communication in English language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has a minimum of five years in the field of education, social protection or development sectors including project management.
  • Has experience utilizing computers, including Microsoft Office package (e.g. Word, Excel) and other standard software packages and systems
  • Has familiarity working with programme monitoring and evaluation processes.
  • Has experience working with different types of external stakeholders at national and sub-national levels.
  • Knowledge of the UN rules, procedures and regulations would be an asset.
