BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

These jobs are found in Headquarters’ Emergency Operations

Division (EME) and upon deployment, to the Regional Bureaux (RBs) and Country Offices (COs). Job holders report to a Senior Programme Officer in HQ and to the relevant head of unit if in the RB or CO during preparations for and response to current and future emergencies.

The EME Division contributes to WFP’s strategic goal of achieving Zero Hunger by 2030 through the management of an emergency preparedness and response portfolio. It provides a field focused, service oriented, steering and convening role focusing on forward looking preparedness and support to emergencies to ensure a swift, coordinated, and integrated response. Within the Division EME, the Operational Support unit assists WFP’s Regional Bureaus and Country Offices in preparing and responding to current and future emergencies. The Operational Support team plays a key role in ensuring integration and collaboration between HQ and RB units/divisions/stakeholders, with the aim of achieving optimal preparedness and response at the field level.

The Unit is organized by regional desks, each of them held by a senior Programme Officer and supported by a junior one.

The incumbent will join the EME Operational Support unit as a Desk support officer for one or more of the six regional bureaus (typically two), and support any field requests at the onset of and during an emergency, including surge deployment, under the supervision of the senior desk officer. The post holder will also support the Director of Emergencies and EME management, contributing to the development of key documents and the co-ordination of operational information management. Lastly, the post holder may be requested to act as senior desk officer if/when needed.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the supervision of the Senior Desk Officer:

  1. Contribute to providing emergency advice and backstopping to Regional Bureaux and Country Offices:
  1. Act as a focal point for Regional Bureaus, providing a holistic common operating picture and reliable technical support through coordination with other HQ units;
  2. Provide guidance and support to RBs/COson corporate emergency processes and tools (Emergency Activation Protocol, IRA, etc.);
  3. Provide inputs to key regional and country documents, ie CSPs, CONOPs, Budget Revisions, etc..
  1. Provide essential guidance and support to EME Management:
  1. Monitor evolving risks and preparedness/response gaps in collaboration with the senior desk officer;
  2. Contribute to the development of corporate emergency guidance and documentation;
  3. Contribute to key EME reports, documents and guidance, including the Corporate Alert System, Global Operational Response Plan, Hunger Hotspots Report, Emergency Field Operations Pocketbook, etc..
  1. Maintain operational knowledge of RB/CO activities, issues and challenges, and contribute to co-ordination of key operational reporting and Information Management:
  1. Keep abreast of activities, operational issues and challenges faced by COs and RB, including emerging risks that need to be highlighted to EME management;
  2. Contribute to information sharing within EME through weekly regional desk calls, and with other divisions through Weekly Analytical and Coordination meetings;
  3. Contribute to information management for the region/s covered, including inputs to documents such as the CAS, DOB, OTF Talking Points, Emergency Dashboards, Hunger Hotspots, etc., and liaison with the OPSCEN secretariat on updates to regional and country pages.
  1. Deploy to support COs/RBs to enhance readiness, emergency response and/or operational information management
  2. Any other business as required

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

Advanced University degree in food security, economics, humanitarian assistance or human development

Experience:

At least 6 years of professional experience in public sector management and/or emergency assistance. Proven ability to conceptualize, plan and manage projects.

Languages:

Fluent in English, with excellent writing skills, and working knowledge. Good working knowledge (level B) of a second UN language, preferably French, Spanish or Arabic is desirable.

Knowledge and Skills:

o Excellent writing and communication skills, able to write clear and concise documents, briefs, and concept papers;

o Excellent cognitive capacity, skilled at making decisions based on thorough analysis;

o Good understanding of the programme lifecycle and capacity in design, implementation, and evaluation of programmes;

o Ability to prioritize work and handle multiple tasks under tight deadlines;

o Knowledge of IRM (Integrated Road Map) processes and experience in CSP development;

o Excellent teamwork and advocacy skills to maintain effective work relationships with members within and outside the organization.

o Strong knowledge of current political events; advanced, region-specific knowledge is an advantage.

o Strong ability to use standard office software (MS Office).

o Knowledge of design or graphic software is an advantage.

o Knowledge of data visualisation and/or base management is an advantage.
