Lead of Procurement Expediting
Job Description
Our client, major LNG Operator in Qatar, is hiring for Lead of Procurement Expediting to work for Onshore Mega LNG Project. This is a 2 years residential contract to be based in Qatar.
Job Purpose:
Responsibility to execute expediting administration processes and coordinate interfaces internally and with the EPC-1 Contractor for all expediting matters from Award to Close-out, as set out in the Key Results areas below.

Key Result Areas:
Duties include, but are not limited to:
Ensuring timely issue of all expediting reports by EPC Contractor and distribute internally:
- Review reports submissions from EPC1 Contractor, sub-contractors and vendors for completeness and expedite outstanding information.
- Ensure awards and deliveries support the Project schedule.
- Report any areas of concern to PMT.
- Monitoring purchasing activities of all EPC Contractor Sub-contractors:
- Timely award of sub-contract Purchase Orders in line with the sub-contract schedule.
- Ensure correctness of Sub-contractors Purchasing Status Reports (PSR).
- Work with Contractor to ensure early identification of potential issues.
- Sub-contractors submission of Recommended Spare Parts Lists (RSPLs).
- Monitoring and provision of support for in country delivery, customs clearance and logistics matters:
- Receive and prepare and route all requests for Letters of Authorisation for importation of materials, dangerous goods, temporary importations, in accordance with EPC Contractors instructions.
- Utilise and manage inputs into systems to secure Single Window Authorisations, Vehicle Escorts approvals and other associate in country logistics approvals.
Communicating with PMT on overall progress and issues:
- Maintain close liaison with appropriate members of PMT (Procurement, Contracts, Engineering, Construction, Quality, HSE) during execution.
- Participate in weekly / monthly progress meetings.
- Provision of expediting support to the Procurement team for Recommended Spare Parts Lists (RSPLs) submission:
- Monitor submissions and completeness of RSPL submissions, working with Procurement and Document Control Departments.
- Maintain a register of all approved RSPLs and advise on areas of concern.

Minimum Requirements
Qualifications
BSc / BA (or equivalent higher education).
Knowledge and/or Experience
- Ten (10) years of project procurement experience.
- Exposure to EPC projects (engineering home office and field construction sites) beneficial.
- Experience working in multicultural environments desirable.
Technical and Business Skills
- Strong analytical skills. Experience of contract interpretation and administration beneficial.
- Excellent interpersonal, communication, negotiation, and persuasion skills.
- Strong written and oral communication skills.
