CARE International in Jordan has a vacancy for the post of Head of People&Culture :
CARE International accomplishes its mission through the combined efforts of its most important asset, staff, whose work is guided by CARE's program principles. The Head of People and Culture will adequately oversee the delivery of human resources functions including organizational change and development, staff development and performance management, recruitment, benefits administration and staff wellbeing. The Head of People and Culture will play a leadership role on the Senior Management Team, to advance CARE International in Jordan goals and objectives with special focus given to talent management and gender equality and diversity and this includes making sure that policies and systems are aligned with CARE International global gender policy. The Head of People and Culture will also work with SMT to build systems that ensure talent management, staff development and succession planning. All CARE employees are expected to exemplify CARE's core values of Respect, Integrity, and Commitment to Service, Excellence and Diversity. In that, the Head of People and Culture has a special obligation to ensure that this is role modeled in the SMT and throughout the organization demonstrating these values. In addition to the professional qualification required for the position the incumbent will be a pro-active problem solver, able to initiate action, able to work with others to achieve results, and manage the performance to success, and have exceptional critical human relations skills. The Head of People and Culture will be based in CARE Jordan, Amman and will report to the Programs Support Director.
JOB RESPONSIBILITY 1: Management and Strategic Leadership
Lead the development and implementation of the CARE Jordan CO & HR strategy, ensuring its alignment with overall country and regional objectives; Contribute to the overall management of the program as a senior member of the Strategic management team, providing HR and Organizational development support Play a major role in change management and organizational development; driving learning and development through the management line within the CO; Lead on and ensure talent management/ succession planning is included in the SMT priorities and provide support and guidance to processes meant to achieve it; Develop good networks with Human Resources functions with other INGOs Provide professional advice and support to the SMT and managers on all HR procedures and processes, ensuring consistency with CAREs policies and procedures and global HR minimum standards and best practices. Ensure HR issues are addressed and prioritized during program planning and implementation (long-term and emergency responses).
JOB RESPONSIBILITY 2: People and Culture Management
Contributing to build an open and positive culture in collaboration with management &leadership to ensure that staff are given an opportunity to make their collective views known to management and to discuss the terms and conditions of their employment; Consult with staff and oversee development of CARE International in Jordan staff association as mechanism for staff feedback and input to decision making processes. Provide management for People and Culture staff with sound and effective advice on all HR issues, and guide them on day to day tasks and responsibilities As necessary plan and implement training and capacity building for People and Culture team. Undertake comprehensive review/update of HR manual annually. Coordinate the periodic review of compensation packages to ensure that salary and benefits are reviewed against market rates and that realistic recommendations are made and justified. Ensure HR policies are understood and adhered to by all concerned, and that staff are kept abreast of the latest changes in the HR Policies and Procedures.
JOB RESPONSIBILITY 3: Recruitment and Staff Retention
Supervise CARE International in Jordan recruitment processes. Ensure minimum requirements and CARE policies for recruitment are met or exceeded; Ensure there is quality control of job profiles and recruitment documentation; Ensure SMT and recruitment managers follow all relevant processes for recruitment Review and sign National staff contracts, ensuring consistency and fairness Ensure that new employees are fully inducted into the organization utilizing induction materials and policies. Assist the SMT and managers in workforce planning and accurate forecasting in the budget process S/he arranges for new employee to receive a comprehensive orientation to CARE. Foster a culture aligned to Organization core values in which people are supported to excel and are recognized for their achievements Ensuring proper and efficient workforce planning and efficient resourcing strategy, Ensure all recruitment processes are in line with CARE safeguarding policies and safe recruitment approaches. Ensure efficient on boarding process and partnering with managers to ensure staff are well on boarded.
JOB RESPONSIBILITY 4: Learning and Development
Develop a staff learning and development plan incorporating coordination of staff learning opportunities as well as succession planning. Provide support and advice on performance development plans and career advice. Ensure that staff and managers have the knowledge and abilities to carry out their performance management roles Prepare and roll out an effective induction package Provide tailored training on People and Culture procedures to teams (including managers and partner staff) upon request or as necessary. Lead regular training sessions to raise staff awareness regarding CARE code of conduct, GED and PSHEA (including staff and partners), and raise awareness regarding reporting and complaints handling procedures in line with the CARE's organizational policy.
JOB RESPONSIBILITY 5: Staff welfare & Safety
Work closely with the Safety and Security Senior officer and SMT to ensure that the welfare and both physical and mental health needs of staff are met Ensure that potential health risks are identified and pro-actively dealt with in a timely basis. Arrange for psychosocial support as possible and appropriate for staff and consultants. Act as focal point on SEA prevention and investigate any alleged incidences of SEA or other forms of abuse in CAREs program Conduct yearly internal staff satisfaction and provide recommendations to senior management team.
JOB RESPONSIBILITY 6: Other Responsibilities as assigned by direct supervisor
Qualifications (Know How)
Education/Training
Required:
Bachelor's degree in Human Resources, Management, Business Administration or equivalent combination of education and work experience.
Desired:
Masters degree in Human Resources, Management, Business Administration or equivalent combination of education and work experience.
Experience/Technical Skills
Required:
At least 10 years total experience in the field of Human Resources or relevant roles. At least 5 years of experience directly managing HR teams. Experience in developing or refining HR Policies and Procedures Experience in Jordan context Experience in mentoring and coaching national staff.
Desired:
Experience working in a complex, fast-paced work environment Previous experience in NGO sector.
