STANDARD MINIMUM QUALIFICATIONS

Education:

  • A Bachelor Degree or equivalent in Business Administration, Economics, Engineering, Accounting, Commerce, Supply Chain, Logistics, Finance or other closely related fields .

Experience:

  • At least six (6) or more years of progressively responsible support work experience in data management, logistics management or other related field

Skills:

  • Strong communications skills (both written and verbal) at a level appropriate for representation.
  • Good knowledge of Supply chain management and optimization,
  • Market analysis, contract management and operational execution
  • Warehouse and inventory management
  • Technical assistance and coordination
  • High level of integrity, good character, transparency and rigor in management. Ability to work as part of a team.

Languages:

  • Fluency in both oral and written French and intermediate knowledge (level B) in English.

ORGANIZATIONAL CONTEXT

WFP’s strategy in Benin for the period of 2019–2023 is aligned with the 2030 Agenda for Sustainable Development, the Government’s national development plan for 2018–2025 and the United Nations Sustainable Development Cooperation Framework (UNSDCF) for Benin for 2019–2023. It’s based on the 2018 zero hunger strategic review recommendations, evaluations and lessons learned from previous programmes.

WFP use an integrated approach, institutional capacity strengthening and partnerships to support the Government in addressing food insecurity at the household, community and individual levels, focusing on four axes:

  • school feeding under an integrated nutrition-sensitive, multisectoral approach (with linkages to social protection, education, health, agriculture, hygiene and sanitation);
  • nutrition assistance, with an emphasis on the prevention of malnutrition, including micronutrient deficiencies among children and pregnant and lactating women and girls;
  • institutional capacity strengthening, with home-grown school feeding as an entry point for promoting local food production, particularly in support of smallholder farmers, especially women;
  • assistance to populations affected by crises in Benin during and after crises.

WFP works with government, other UN agencies, NGOs, private sector companies and others to mobilize resources, find innovative solutions and reach vulnerable communities in Benin.

JOB PURPOSE

Under the general supervision of the Head of Supply Chain and the direct supervision of the Logistics Officer, the Logistics Associate will be responsible for the analysis and production of reports in order to maximize the efficiency of the management and quality of data in the Logistics Execution Support System (LESS), and their reliability in order to guarantee better managerial decision-making.

He/she will be responsible for providing expert / specialist support to sub-office focal points or any other user of the system, ensuring that procedures are followed by all to enable efficient delivery of food aid

At this level, job holder demonstrate responsibility and initiative to respond independently to queries with only general guidance for all assistance modalities for both WFP and logistics common services. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders typically manage a small team, supervising and coaching staff.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Maintain regular monitoring of quality and integrity of food accounting data, implementation of processes and procedures through communication and direct/field missions. Take corrective action on systematic irregularities. Ensure accuracy of records in LESS, including identification of discrepancies to ensure immediate and accurate reporting of stock movements, in line with organizational requirements.
2. Continuously monitor and report the real-time recording of goods movements and losses, in accordance with IPSAS (International Public Sector Accounting Standards), in order to reduce delays.
3. Collect data from the system and perform analysis to produce comprehensive formalized reports (financial close reports, physical inventory, …) or ad hoc reports (including visual documents / Dashboard) providing information and recommendations that enable informed decision-making and clearly highlight areas requiring attention and corrective action or opportunities for improvement and effective operationalization of the supply chain.
4. Actively contribute to the compilation of information, reconciliations and ACR reporting (annual office report) through regular reconciliation in COMET and LESS software.
5. Monitor real-time use of LESS Last Mile, ensure that LESS data is aligned with COMET data, and perform regular reconciliation of delivery information to Partners/Schools in LESS with distribution reports in COMET.
6. Ensure that physical inventories are carried out monthly in all food storage warehouses, reconciled and entered into the system before the deadline, guarantee full compliance of logistics operations with International Public Sector Accounting Standards.
7. Follow-up regularly with field offices to ensure that all standard management documents are in place and in use, that data entry is carried out in real time, and that standard food management procedures are followed throughout the country with feedback to the supervisor. This also includes monitoring the food destruction process.
8. Assist field offices with LESS and food management queries by responding to a variety of questions/requests for assistance according to standard processes, to ensure prompt and accurate resolution of all LESS and food management queries with a high level of customer service mindset.
9. Coordinate with head office, regional office and sub-offices for technical support using the GSM ticketing system and, where appropriate, forward support requests to head office for advice on problem resolution.
10. Carry out regular reviews of existing processes and propose general LESS improvement measures and innovative solutions that ensure the smooth operational functioning of LESS without compromising the quality and efficiency of the operation.
11. Identify training needs and organize refresher sessions for LESS users.
12. In coordination with other units, identify causes/challenges/bottlenecks in food management monitoring and propose solutions;
13. Ensure that all lending and borrowing instructions issued by the pipeline section have been correctly implemented by warehouses and recorded in LESS with appropriate documentation.
14. Perform other relevant duties as requested by supervisor.
