Project Background:
USAID Public Financial Management and Administration (PFMA) aims to work in partnership with USAID/Jordan and the Government of Jordan (GOJ) to improve Jordan’s revenue system and enhance their budget management process. PFMA will build the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance—including making it easier for taxpayers to comply with tax obligations—upgrade public procurement management, and improve budget planning, preparation, and execution. Key objectives include: 1) improving the revenue raising system; 2) streamlining the budget management process; 3) optimizing public expenditure management; and 4) implementing crosscutting Public Financial Management reforms such as interventions to address COVID-19. Through a combination of technical assistance, capacity building, and facilitation, tangible and measurable results are expected during the anticipated five-year duration of the activity.
To these ends, sustainability is fundamental to our proposed technical approach and DAI is committed to implementing activities that support durable reform. In its pursual for a formal change management approach that leads from behind, DAI will ensure GOJ reform champions are identified and empowered to own, lead, and implement reforms. As the list of identified champions in GBD are identified, this task comes to ensure that they are well equipped and skillful enough to address the tasks they are supposed to perform.
Objective:
To contribute to Objective 2: Streamline Efficient Budget Management Process, PFMA is seeking to engage the services of a Short-Term Consultant to facilitate a workshop for the GBD budget analysts, sector leads and institutional performance unit.
The consultant will work closely with the PFMA Objective 2 team to conduct 2 future foresight tools workshops, which will provide the participants with knowledge, skills and attitude that will enable them use the future foresight tools in strategic planning, policies and selecting the budget projects and the current decision making in light of the expected future changes, and to focus on the areas where the strategic planning and budget priorities will take into consideration the future changes that will impact the results of the budget programs and projects.
Key Duties and Responsibilities:
The consultant will perform the following tasks:
- Develop the required workshop curricula, agenda per day for the 4 training days if each workshop.
- Develop the theoretical material with real life examples in which using the future foresight tools will help budgeting and management of financial resources to meet the modern technologies and service delivery in future.
- Prepare the required handouts, kits, activities necessary to cover the 4 days of training in each workshop including specifying the time of each session and the breaks (A total of 8 training days: 2 groups of different participants in 2 workshops using the same agenda and training material), and inform PFMA staff members with all requirements one week before the date of the workshop.
- Conduct the workshops and train the participants on the future foresight tools knowledge, skills and attitude, using applied and simple examples in future foresight for the GoJ expenditure and GBD’s performance in such a way to predict the required public services and avoid the obsolete projects that will cause un-necessary expenditures.
- Provide the participants with future foresight tools, mechanisms and templates to institutionalize the practical use of future foresight tools in GBD.

REPORTING:
The Consultant will report to the PFMA Objective 2 Team Lead.
Qualifications:
- Education degree or professional certificates in a relevant field (such as strategic planning, performance excellence, training, etc.).
- Minimum of 3 training programs or workshops in the area of future foresight tools presented to public sector entities.
- Minimum 3 years of experience in cooperation or presenting training programs with donors and international clients.
- Fluency in both English and Arabic.
