JOB PURPOSE

Programme Policy Officer (PPO); Gender, Protection, Inclusion, and Community Engagement is responsible for supporting WFP Iraq to design and implement programmes and strategies that are inclusive and reach those most in need. Under the supervision of the Head of The Programme Enabling Unit, the PPO; Gender, Protection, Inclusion, and Community Engagement will coordinate and provide technical support for the Country Office’s efforts to integrate cross-cutting themes into its country strategic plan (CSP), programmes and strategies. This includes providing strategic and technical support for the adoption and implementation of WFP’s relevant corporate policies. Such cross-cutting themes include gender, protection, prevention from sexual exploitation and abuse (PSEA), disability inclusion, conflict sensitivity (CS), community engagement, community feedback mechanisms (CFM) and accountability to affected populations (AAP).

KEY ACCOUNTABILITIES (not all-inclusive)

  • Programme support to integrate cross-cutting themes.
  • Provide strategic and technical support for the mainstreaming of cross-cutting themes, including gender, protection, AAP and conflict sensitivity, across WFP operations in Iraq.
  • Support country office colleagues to adopt the principles of relevant WFP policies, such as WFP’s Gender Policy 2022, and ensure that the programming goals, objectives, processes, and activities are sensitive to these policies to best meet the needs and priorities of women, men, girls and boys of all diversities.
  • Lead and regularly update relevant contextual analysis, including gender analysis, protection risk analysis, diversity mapping and conflict sensitivity risk analysis at national and sub-national levels.
  • Advise Country Office colleagues and relevant partners on the adoption of mitigation measures to ensure inclusion of most vulnerable and at-risk groups in a conflict sensitive way.
  • Support Country Office colleagues and relevant partners to integrate cross-cutting themes, such as conflict sensitivity, gender and protection, in assessments, monitoring, implementation, evaluation and reporting tools, as well as develop these tools as required.
  • Support Country Office colleagues and relevant partners to implement good practice in data protection and privacy and ensure these align to WFP’s minimum corporate standards.
  • Support Country Office colleagues on matters related to humanitarian access in full compliance with the principled humanitarian action.
  • Lead on the development of cross-cutting components of strategic documents, including for the country strategic plan, budget revisions, and annual country reports.
  • Lead the development and implementation of the PSEA action plan for the Country Office and provide trainings as required to relevant team members and cooperating partners (CPs).
  • Contribute to the design and implementation of standard operating procedures (SOPs) to ensure effective, accessible, conflict and gender-sensitive community consultations and feedback mechanisms are available.
  • Support Country Office colleagues to draft key messages for conflict sensitive community engagement, outreach, and crisis communications and ensure these are developed in a way which is non-exclusionary of certain groups. This includes consulting with affected populations on their preferred communication channels.
  • Ensure affected populations receive information on programme objectives, their rights, and entitlements.
  • Assist in the effective management of community feedback mechanisms, ensuring these are accessible and functional, and that follow up resolution processes are followed.
  • Ensure protection issues are captured through feedback mechanisms and are addressed appropriately by trained team members who understand case management principles.
  • Contribute to strengthening existing referral pathways and develop new ones with relevant international agencies and local partners based on identified gender and protection issues including but limited to GBV.

Capacity strengthening

•Develop and implement a needs-based capacity building strategy for WFP staff and relevant partners on a range of cross-cutting issues, including gender, protection, AAP, inclusion, conflict sensitivity and community engagement.

•Provide mentoring and support to staff in relevant functional areas.

•Document lessons learned and best practices in risk analysis, mitigation and integration related to cross-cutting issues.

•Disseminate WFP corporate guidance on cross-cutting issues, including gender, protection, inclusion, AAP, conflict sensitivity and gender.

Partnerships and interagency collaboration

•Represent WFP in interagency for a relevant to cross-cutting issues, including conflict sensitivity, gender, protection, PSEA, and AAP.

•Promote partnership with, and cross-learning from, partners on integrating cross-cutting themes and inclusion in food security activities.

•Liaise with relevant partners on analysis, capacity development, referral procedures and pathways.

Coordinate with internal focal points on cross-cutting issues to ensure that policy and practice updates adopted globally are absorbed into Country Office practices.

•The PPO will also address other tasks referring to Programme duties as required by the Country Office

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in one of the following disciplines: social sciences, international development, political sciences, law or related field; Or First University degree with additional years of related work experience and/or training/courses; must have specialization in gender, protection and/or human rights related fields.

Experience: As a minimum 5 years or more of solid, responsible, and relevant work experience in humanitarian organizations and operational implementation of gender/protection programming and gender/protection integration in other humanitarian sectors, with a strong focus on protection risk reduction, including related to access to humanitarian assistance, conflict sensitivity, gender in humanitarian operations, community engagement, and inclusion.

Language: Fluency (level C) in English language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Strong analytical, writing and communication skills.
  • Sound knowledge and skills in training and facilitation.
  • Knowledge of UN system policies and functions pertaining to promotion of cross-cutting issues including gender, protection, accountability, and inclusion risk mitigation.
  • Previous experience in mainstreaming conflict sensitivity in the humanitarian sector and working with cross-functional units to create tailored mitigation strategies.
  • Strong capacity in establishing and sustaining relationships with diverse stakeholders.
  • Capacity to innovate solutions for conflict sensitivity, gender, protection, accountability, and inclusion relevant to social, cultural, and political norms at local and national levels.
  • Previous experience in coordinating the functioning of beneficiary complaints and feedback mechanisms, and case management systems.
  • Hands-on engagement in
  • designing and delivering training modules on the cross-cutting technical areas relevant to this role.
  • Experience in community engagement activities, focusing on beneficiary feedback mechanisms.

KNOWLEDGE AND SKILLS

•In-depth knowledge and operations experience in risk identification and operationalization of mitigation measures, gender, gender-based violence (GBV), protection, humanitarian principles, access, conflict sensitivity and other humanitarian policy issues, and their linkages to humanitarian assistance

•Demonstrated field experience working on cross-cutting themes covered in the scope of this role, including gender, protection, conflict sensitivity, human rights and accountability to affected populations.

•Understanding of food security programming, previous experience with WFP or any of its CPs is a strong asset.

•Demonstrated skills in diplomacy, access, and community engagement.

•Innovative and self-driven with strong commitment to results.

TERMS AND CONDITIONS

Position Title: Programme Policy Officer Gender, Protection, Inclusion, and Community Engagement

Grade: NOA

Contract: Fixed-Term

Duty Station: Baghdad, Iraq

Salary: USD 44,890 net per annum

Medical Plan: International valid medical plan for the staff member, spouse, and dependents children under 18 years

Annual leave: 30 working days per annum
