DIVISION PURPOSE: To reduce public health risks and contribute to a life with dignity for Syrian refugees in Jordan through the engineering aspects of water, sanitation, hygiene and solid waste management at Za’atari

JOB PURPOSE: To work in a team of innovative Public Health Engineers (PHE’s), ensuring that all contracted works are completed to the agreed specifications and within the agreed project timeframes. Ensure maintenance of infrastructure for the duration of the contract. Participate in further assessments as required and contribute to emergency water, sanitation and hygiene facilities, work on innovative ideas and new proposals.

KEY RESPONSIBILITIES

Technical

  1. To conduct daily quality and quantity checks and record all work in the appropriate forms provided by the WASH team.
  2. To work on the implementation of grey water systems inside Zaatari camp and Al-Mafraq.
  3. To work on the implementation of innovative pilot projects inside Zaatari Camp.
  4. Entry or work done information into relevant spreadsheets for work and progress tracking.
  5. To support on all procurement of construction materials, specification, and quality control.
  6. To assess emergency needs, as requested, especially taking the broader perspective of Public Health into account.
  7. The work will include management and administrative duties and co-ordination with other members of the project and with staff of other organizations.
  8. Liaise with the community Engagement team and Solid Waste management team on related PHE activities.
  9. Report regularly, verbally and in writing to the Public Health Engineering Senior Officer.
  10. To order equipment from Oxfam’s Purchasing Department as required. Occasionally to organize local purchasing and to keep accounts.
  11. To provide capacity building of community workers in the field of grey water system installation.
  12. Be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (. InterAction Field Co-operation Protocol).
  13. Identify and supervise technical resources and tools needed to complete the assigned scope of work. Review work done, quality, and ensure the project stays within assigned schedule and cost targets.
  14. Liaise with skilled workers & small enterprises and their selected suppliers, ensuring all items are designed, manufactured, assembled and commissioned in line with agreed project specifications and fit for purpose.
  15. Ensure that daily site work is in line with agreed specifications and method statements, with comprehensive documentation of repair / rehabilitation activities.
  16. Participate in assessments of existing water, sanitation and hygiene facilities in other host community areas, provide technical recommendations for repair or rehabilitation works and develop respective BOQ

Leadership

  • The work will include management and administrative duties and co-ordination with other members of the project and with CFW IBVs.
  • Ensure that all programmes take gender issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision making around public health engineering issues (for example training of women on water filter installation).
  • Ensure that women, girls, and people with disabilities are included in PHE work.

Management

  • Identify, train, deploy and assess community workers required to deliver activities such as household technical assessment, pipe repair & rehabilitation works monitoring.
  • With the support of the procurement team, identify, select, and manage skilled workers and small enterprises.
  • Report regularly, verbally and in writing to the Public Health Engineering Senior officer and to represent Oxfam to other NGO’s, agencies and Government authorities where requested.
  • Ensure that health and safety monitoring is incorporated into all daily site supervision activities.
  • Develop and maintain a good relationship with WASH stakeholders in Za’atari Camp.

Experience, Knowledge & Competencies

Essentials

For this role, you will need to model Oxfam’s feminist leadership approach so we have selected the most relevant feminist leadership practices which we will use for assessment purposes (which you can read more about here):

Education:

  • BA degree from a university in Engineering (Civil engineering, environmental engineering) or equivalent experience.

Experience:

  • At least 2 years of experience in an NGO or the humanitarian sector.
  • Experience/ background in civil construction activities – preferable experience related to Water, Sanitation and Hygiene, and grey water system.
  • Experience in managing construction team on site.
  • A working level of written and spoken English.
  • Working level of spoken Arabic.

Key Attributes:

  • At ease working with Syrian refugee communities and being based in Za’atari Refugee camp.
  • Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.
  • Ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women’s rights, and diversity for all aspects of development work.
  • Commitment to Oxfam’s safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible.
  • Previous experience in cash for work programs.

Desirable

Education:

  • Post-graduate degree from a recognised university in Engineering or another subject related to the role.

Experience:
