ORGANIZATIONAL CONTEXT:
The conflict in Syria has entered its 11th year, taking a devastating toll on the lives of the Syrian people. Soaring food and fuel prices, stagnant salaries, loss of livelihoods, depletion of livelihood assets, and reduced food production have led to widespread food insecurity across the country. According to the latest Humanitarian Needs Overview, there are over 12 million people unable to meet their basic food needs and close to a further 2 million people at risk of falling into food insecurity. In recognition of the varying needs of the population, WFP has consistently diversified its portfolio of interventions over the past 2 years and expanded activities with a medium/longer-term objective, aiming to mitigate the longer-term impacts of the crisis, including the erosion of livelihoods and household resilience. WFP Syria's resilience strategy includes three main pillars: (i) community-based asset rehabilitation, complemented by food for asset activities following an area-based approach (ii) restoration and enhancement of food value chains, in particular the bread value chain (iii) technical assistance to the national social protection system. WFP's resilience strategy in Syria is aligned with the Humanitarian Response Plan (HRP) and the UN Strategic Framework (UNSF). The strategy is also informed by needs identified by various ministries, including the Ministry of Agriculture and Agrarian Reform (MAAR); the Ministry of Water Resources (MoWR); the Ministry of Internal Trade and Consumer Protection (MoITCP) and the Ministry of Social Affairs and Labor (MoSAL).The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.
JOB PURPOSE
The selected candidate will be reporting to the Bread Value Chain and Social Safety Nets Program Policy Officer and work under the overall guidance of the Resilience, Livelihoods and Social Safety net Unit Team Lead. He/she will support the roll out of a wide range of interventions oriented towards the restoration of the farm-to-bread value chain and food system in Syria. She/he will support the identification and analysis of potential value chains, and potential entry/intervention points. He/She will support the overall work of the unit including policy research and development and supporting various program activities.
KEY ACCOUNTABILITIES (not all-inclusive)
- Lead/Contribute to the development of value chain studies and initiatives for a range of food commodities, in coordination with internal and external stakeholders.
- Contribute to the design and implementation of programs and projects related to agribusiness, value chain development, and agricultural and rural development.
- Design and implement value chain analyzes of target food commodities, work on stakeholder engagement and provide detailed recommendations on how and what can be done (potential interventions) to address key value chain bottlenecks and imbalances. This might include performing different activities related to agribusiness, market access, nutrition, gender, climate, social protection/social safety, food value chain and food system development.
- Contribute towards the development of bread value chain projects, plans and processes, ensuring alignment with wider program policies at CO and corporate level.
- Developing and reviewing information materials, technical papers and guidelines on topics, such as market and policy analysis, business enabling environment, institutional strengthening; inclusive business models, entrepreneurship; contract farming, digital solutions/technologies, marketing, value chain finance, business support services; public-private platforms and partnerships.
- Provide technical inputs on Food Systems, value chains and support the integration of food systems concepts within the framework of the Livelihoods Strategy and overall strategic plans of WFP Syria.
- Provide support to coordination and implementation of projects, internally and externally.
- Ensure a coordinated approach with wider programs and liaise with other units: Engineering, Procurement, M&E, Finance etc.
- Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
- Ensure extensive support and guidance to Field Offices in the selection, design, implementation, and monitoring of resilience and livelihood projects, especially those related to value chain development.
- Research and develop a range of programmes, policies and activities as needed.
- Contribute to the preparation of accurate and timely reporting on programs and activities that enable informed decision making and consistency of information presented to stakeholders.
- Liaise with internal/external counterparts to ensure effective collaboration, monitor ongoing projects.
- Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
- Support the capacity building of WFP staff, partners and national government to prepare for and respond to needs.
- Others as required.

Extensive travelling and field presence is expected.
STANDARD MINIMUM QUALIFICATIONS
Experience:
One (1) year of experience in value chains analysis, programme/project management with focus on the following:
- Has experience in value chain programming and/or more in general in livelihoods and resilience activities.
- Has Program/Project management experience.
- Has expertise in technical analysis and value chain assessments, market analysis and other related data collection and analysis.
- Has worked in the humanitarian-development nexus within government, NGOs, iNGOs or UN and is able to demonstrate required skills.
- Has experience in managing/dealing with people and teams.
Additional years of experience in the above areas will be considered an asset.
Education:
Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, Anthropology, Sociology or other field relevant to international development assistance, or First University
Degree with (two) additional years of related work experience and/or trainings/courses.
Language: Fluency in both oral and written communication in Arabic and in English.
