ORGANIZATIONAL CONTEXT
Assisting over 100 million people in around 83 countries each year, the World Food Programme (WFP) is the leading humanitarian organization delivering food assistance in emergencies and working with local communities to improve nutrition and build resilience.
Jordan hosts 654,000 registered Syrian refugees and 90,000 registered refugees from other nationalities. Since 2012, WFP assistance has significantly contributed to the collective response to the Syrian crisis by supporting around 500,000 vulnerable refugees to meet their food needs. WFP has been providing this unconditional food assistance to refugees for a decade and is now looking for more sustainable solutions to meet the needs of this population and foster their self-reliance.
In particular, the Country Office is working within the framework of a new Country Strategic Plan (CSP) that will aim at building an interagency two-way referral system as well as working in close collaboration with UNHCR and relevant stakeholders through a series of initiatives, including data collection of refugees vulnerabilities and skills, roll-out of management information system and referrals.
JOB PURPOSE
Particularly for this position, the Data Management and Analysis Officer will mainly focus on managing the management information system of vulnerability, skills and monitoring data and coordinating with UNHCR and other actors for data sharing / integration.
The selected candidate will report directly to the Head of RAM (Research, Assessment and Monitoring).
KEY ACCOUNTABILITIES (not all-inclusive)
With delegated authority of Head of RAM (Research, Assessment and Monitoring), the Data Management and Analysis Officer will be responsible for the following duties:
• Modify and technically troubleshoot the Joint RAM data management system of the Jordan Country Office.
• Extract the data and apply the data analysis codes on the stored tables.
• Reconcile data inconsistencies and ensure data integrity.
• Perform data mining, data cleansing, data manipulation, and data indexing.
• Support table indexing and query strategies, database objects maintenance, and addressing performance issues.
• Collect and perform data analysis to contribute to quality business information management.
• Create the needed queries to maintain the data flow and assure automated reports to meet business requirements.
• Closely work with Programme, CBT, AAP, Field Office and other relevant units to ensure all relevant input is solicited for query development.
• Respond to and run standard queries and provide timely and accurate guidance.
• Contributes to quality assurance of data by cleansing and consolidating via digital tools
• Coordinates with data partners on data flow and data management technology required for enhancements.
• Supporting the Unit in managing the new regulatory projects from planning, impact analysis, business requirements documentation, training, and solution design to track and report on the population.
• Develop custom data models and algorithms to apply to data sets.
• Responds to requests for data extraction, transformation and load and prepares design document and decision support for the creation of data pipelines and maintains data catalogue.
• Contributes to the development of other information management products, like data collection templates, maps, dashboards, and project briefs.
• Ensure data extraction and processing is in done in line with data protection and data privacy as well as to relevant interagency agreements and guidelines. Close coordinate and work with Data Protection/Privacy colleagues.
• Contribute to team effort by accomplishing related results timely and as needed.
• Other tasks as assigned.
STANDARD MINIMUM QUALIFICATIONS
Education: University Degree in any of the following: Information Technology, Information Systems, or Computer Science.
Experience: At least five (5) or more years of progressively professional working experience in Data management, query design and data visualization.
Languages: Fluency in oral and written English is required. Knowledge of Arabic or another official United Nations language is an advantage.

KNOWLEDGE & SKILLS
• Solid experience in data warehousing and business intelligence concepts.
• Solid experience in systems integration and managing enterprise solution.
• Familiarity with cloud-infrastructures, preferably AWS
• Advanced SQL skills.
• Ability to capture requirements, translate them into insights and adapt writing style to a variety of audiences.
• Knowledgeable in multi-dimensional and data mining techniques such as EDW, ODS, DM, ROLAP and MOLAP.
• Expertise in designing dashboards, queries, and building a query interface enabling colleagues from RAM, programme and other units to run queries.
• Knowledge of testing tools and techniques and executing test scripts to test performance of ETL procedures.
• Experience with ETL tools (Informatica, DataStage, SSIS, Talend, Pentaho, etc.)
• Experience with data visualization tools (Tableau, QlikView, Spotfire, MicroStrategy, etc.)
• Strong analytical and problem-solving skills
• Be service-oriented, coordinating multiple activities for both external and internal stakeholders.
• Pay excellent attention to detail and understand the implications and nuances of communications strategies and formats.
• Familiarity with cyber security concepts and data protection.
