The Program / Department / Team (Program / Department Summary)
The engineering Department is a support team providing Engineering leadership, technical support,
and construction supervision, in both humanitarian and development contexts. The engineering team
manages the quality, cost, and time of engineering projects that have been developed by programs.
This includes but is not limited to any scope related to construction, infrastructure works, water,
sanitation, and hygiene.
The Position (General Position Summary)
The Engineering Officer will support the Construction Manager and Engineering Department Manager
in coordination with the Senior Project Manager in their day-to-day activities to ensure smooth flow of
the department’s activity. S/he will be responsible for managing site activities for all infrastructure
projects allocated to him/her in compliance with Mercy Corps policies and interests.
Essential Responsibilities (Example Section Below – Adapt to Specific Role)
1. Implementation of all components of the project and full coordination with other staff
members in the Engineering Department
2. Conduct daily inspections for various construction projects at different locations as required.
3. Supervise infrastructure and construction works to ensure compliance and quality.
4. Quantity surveying and preparing assessment reports.

5. Fill in all necessary documents in relation to inspections, reports and reject any non-
conformant work.

6. Preparing reports on project progress.
7. Ensure the establishment and maintenance of good relationships with communities, village
councils, and local government.
8. Attend and actively participate in all staff and project meetings.
9. Work effectively with an ethnically diverse team in a sensitive environment.
10. Record daily activities in writing and report to Construction Manager in a timely manner.
11. Works with the Engineering team to develop timely and realistic plans.
12. Ensure that the project will be delivered with the best value for money and quality within the
deadline, taking into consideration programs requirements and commitments.
13. Review and check invoices submitted by contractors.
14. Ensures donor compliance.
15. Connects with Contractors as needed on technical engineering issues.

16. Works with the Engineering team to develop tender documents (SOW, designs, BOQ etc.)
17. Other duties as assigned.
Supervisory Responsibility
None
Accountability
Reports Directly To: Construction Manager.
Works Directly With: Engineering team, program team, finance, procurement, and logistics.

Minimum Qualification & Transferable Skills
• University Degree in Civil Engineering.
• 2 to 5 years of experience in the construction of building projects
• Experience in quantity surveying and engineering contracts is a plus.
• Have a good level of skills in using AutoCAD.
• Have a good level of skills in using MS project or other scheduling software.
• Familiarity with safety procedures and quality control for construction sites tools
• Proficiency in Microsoft Office applications including Excel and Word.
• Ability to work independently and as part of a team.
• Computer literate and strong organizational skills
• Excellent oral and written communication skills
• Good spoken and written English with ability to write reports in the English
language.

The position is based in Amman, including traveling to other governorates.
