Summary of main duties:
The Administration unit portfolio covering the Nouakchott main office and field offices includes:
Facilities, Assets, Fleet, Transport, Travel, Protocol, Accommodation, Procurement and Contracts, Space Utilization, Carpooling and Passenger Mobility, Environmental Sustainability, Engineering, Occupational Safety and Health/Duty of Care, UN Reform, Event Management, Internal Controls, Data Analysis and Visualization.
The incumbent is charge of implementing the corporate, regional, and country Administration strategies, ensuring effective and efficient delivery of administrative functions in line with WFP regulations, procedures and standards, and ensuring capacity building of staff in general and Administration in particular.
RESPONSIBILITIES:
- Develop and implement WFP regional/country plans, including administrative processes, aligned with regional and wider WFP strategies and policies to facilitate efficient and effective administration services.
- Develop annual plans, contribute to longer term strategies and improvements to policies, systems and procedures to ensure services provided support WFP strategic objectives and are in compliance with corporate policies, standards, regulations and processes.
- Manage and carry out complex data analysis to provide management and clients with the accurate information and reports for efficient planning and decision-making and review and enhance tools for tracking and reporting of admin activities and reports on fuel, travel, office consumables, office service provision, etc.
- Manage the existing resources in the area of responsibility (e.g. WFP managed facilities, assets and fuel and travel management, etc.) and estimate new requirements aiming at efficiency, cost effectiveness and timeliness of operations and services. Take the lead with support from HQ facilities with the re-modelling of the CO including seating arrangements, re-decorating and branding of the office.
- Facilitate the compliance of the services provided (e.g. WFP managed facilities, assets and travel management, etc.) with the corporate Occupational Safety and Health Policy and provide recommendations to the management on any improvements/changes, when required. Continue the work on the creation and review of SOPs for Admin
- Manage and motivate a multicultural team(s), provide coaching, training and guidance on FMS, BOS and other areas as required.
- Build productive partnerships with WFP stakeholders, other UN agencies and local government offices. Update/set up contracts for Admin services as required.
- Other as required.
DELIVERABLES AT THE END OF THE CONTRACT:
- Appropriate implementation of WFP Administration standards in the country office.
- Efficient supervision of team and activities is ensured.
- Reporting activities fully monitored and addressed in due time according to the rules and manuals.
- Office redecoration efficiently monitored and finalized
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced university degree in Business/Public Administration other relevant field, or First University (Undergraduate) degree with additional years of related work experience and/or training/courses. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University (Undergraduate) degree.
Experience:
Between three 3 and five (5) years of relevant international experience with demonstrated high level of proficiency in WFP administrative operating standards in day-to-day work.
Languages:
International Professional: Fluency (level C) in French language. Intermediate knowledge (level B) of English and Arabic would be an advantage.
