PHILIPPINES CONTEXT
In the Philippines, WFP focuses on crisis response and resilience building. Two of its strategic objectives are as follows: “Crisis-affected people in the Philippines are able to meet their food and nutrition needs during and immediately after an emergency” and “National and local government agencies have enhanced capabilities to reduce vulnerability to shocks”. Going forward, preparedness is core to WFP’s pillar on crisis response in the Country Strategic Plan (CSP) 2024-2028. These strategic objectives are framed within the context of the Philippines being one of the world’s most disaster-prone countries. It is an archipelago exposed to multiple hazards including intense typhoons, long-lasting floods, landslides, volcanic eruptions, and droughts. Disasters remain a leading cause of hunger, affecting all aspects of food security: economic and physical access to food, availability and stability of supplies, and nutrition.
BACKGROUND AND PURPOSE OF ASSIGNMENT
The World Food Programme (WFP) continues to enable the Government’s preparedness and response capacities in the Philippines. The Country Office will implement the Preparedness and Response Excellence in the Philippines (PREP) project through a series of support actions in partnership with or directed at relevant national agencies and local government units. Additionally, various minimum and advanced preparedness actions in emergencies will be undertaken internally. The Programme Policy Officer for Training will support the activities in the Emergency Preparedness and Response (EPR) Unit.
The job holder is responsible for the development and conduct of capacity strengthening and learning development interventions to build the capacity of regional agencies, provincial governments, and local government units to build capacities on disaster risk reduction and management including climate change adaptation activities at community level.
ORGANIZATIONAL CONTEXT
The Programme Policy Officer for Training will be supervised by an Programme Policy Officer (EPR) with overall guidance from the Emergency Coordinator.
The job holder is expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance; and able to exercise sound judgment in dealing with operational issues daily. The job holder is also expected to manage resources and coach and coordinate support staff.
JOB PURPOSE
The Programme Policy Officer (CCA/AA) will lead the implementation of WFP Philippines Country Office's (PHCO) Green Climate Fund (CGF) project as well as support the implementation of other CCA/ AA related programmes, under the supervision and technical guidance of the Team Leader Anticipatory Action and Climate Change Consultant.
Furthermore, in close collaboration with other functional units within the PHCO, the Regional Bureau and the Headquarters, the Programme Policy Officer will provide technical support to the Philippine government on AA and climate risk management and support the development of PHCO’s Climate Change strategy. The Programme Policy Officer will also support the resource mobilization and provide technical inputs for the design, review and submission of project proposals for PHCO to access climate financing through bilateral/multilateral sources.
With the technical oversight from the Team Leader Anticipatory Action and Climate Change Consultant and overall guidance from the Head of Programme, the Programme Policy Officer (CCA/AA) is expected to also develop and strengthen his/her capacity and competencies to effectively transition into leading PHCO’s AA and CCA portfolio.
KEY ACCOUNTABILITIES (not all-inclusive)
Within the assigned unit and delegated authority, the Programme Policy Officer for Training will be accountable and responsible for the following duties:
- Facilitate and conduct of capacity strengthening and training activities
- Support in the EPR activities and operations
- Ensure monitoring completion of training related activities
- Assist in the internal and external coordination of EPR concerns
- Ensure documentation of internal and external trainings conducted or facilitated by WFP
- Collect and compile data, produce and/or contribute to reports and ensure information accuracy of EPR reports
- Provide guidance to other support staff to help them complete tasks to agreed standards and deadlines.
- Supervise the emergency preparedness and response training strategy roll-out including the establishment of key partnerships and contractual arrangements;
- Conduct a Training Needs Assessment (TNA) to document existing deficiencies and gaps in emergency preparedness and response and draw up from general trends to establish roles and responsibilities of key staff involved in the government’s response structure to help refine the training curriculum;
- Prepare and facilitate curriculum review workshops of the existing corporate training package with government staff and training departments and adapt the generic training package to the Philippines context as applicable;
- Produce a concept note defining the scope and methodology for the proposed training modules, based on existing policies and capacity of government.
- Draw up minimum and specialized profiles of trainers and identify potential trainers from government and humanitarian organizations to be further involved in the training delivery,
- Work closely with key national institutions or government training institutes on the delivery and facilitation of Training of Trainer sessions and workshops;
- Work closely with other WFP units involved in the project to ensure coherence in the approach with counterparts and strong coordination among the project management team;
- Facilitate training events on a regular basis including the “standard modules” and ad hoc training courses when needed;
- Supervise convening the events and administrative and logistics support during training delivery;
- Establish, manage, and maintain the database of training materials, trainers, and events;
- Perform all necessary tasks to prepare and coordinate training events.
ESSENTIAL MINIMUM QUALIFICATIONS AND EXPERIENCE
- Education: Postgraduate degree (master’s degree or a doctorate) in the Social Sciences, Education, Disaster Risk Reduction and Management, or related fields; or bachelor's degree with additional years of related work experience and/or training/courses related to emergency preparedness and response.
- Experience: At least five (5) years’ experience in training and training management, including the conduct of training needs assessments, on emergency preparedness and response.
- Knowledge: Knowledge of DRRM in the Philippines and processes of humanitarian assistance.
- Language: Excellent spoken and written communication skills in English required. fluency in any regional language an advantage.
DESIRABLE KNOWLEDGE AND SKILLS:
- Experience in all aspects of training administration and management (training needs assessment, training program development and evaluation, profiling of trainers, module development, facilitation, report writing)
- Proven experience in adult learning methodologies.
- Familiarity and experience working with government agencies on capacity development, emergency preparedness, response, contingency planning, as well as inter-agency coordination
- Effective interpersonal communication and coordination skills
- Proven and demonstrable project management skills
- Proficiency in Windows (MS Word, MS Excel). Five years of professional experience is desirable.
- General knowledge of UN system policies, rules, regulations, and procedures governing administration.
- Ability to compile, maintain and analyze data, prepare reports, and draw initial conclusions in support of work of the Emergency Officer or delegated project manager;
- Ability to work in a team and maintain effective work relationships with EPR counterparts and staff within the country office.
- Flexibility in accepting work assignments outside normal desk description.

REMUNERATION PACKAGE
WFP offers a competitive salary package including an approximate monthly salary of PHP81,000.00, leave entitlements, and comprehensive medical insurance which can be extended to eligible dependents.
