CARE International in Jordan has a vacancy for the post ofProgram Manager – Economic Empowerment “:

The Economic Empowerment Program Manager is responsible for providing management and leadership for CARE Jordan's Economic Empowerment program, which includes (but are not limited to): Employment Readiness (facilitating linkages between job seekers, career counseling services, skills development institutions, and employment opportunities); Micro- and Social-Enterprise Development (supporting individuals to develop entrepreneurial competencies, access technical assistance and training, business plan development support, and coaching and mentoring services); and Financial Inclusion (increasing savings, financial education, digital literacy, providing and/or facilitating access to capital for establishing, expanding, and/or sustaining enterprises). Under the supervision of the CARE Jordan Assistant Country Director – Programs, the Economic Empowerment Program Manager is responsible for program implementation, technical support, management, and development ensuring that interventions are responsive to community needs and changing contexts. S/he is responsible for understanding the ecosystems and establishing strategic partnerships ensuring CARE Jordan takes a facilitative role whenever feasible, leveraging complementary institutional capacities within Jordan. S/he is responsible for developing annual implementation plans and budgets, allocating and overseeing resources to acheive plans, developing the technical abilities of program staff, monitoring progress, and adaptating interventions based on data. S/he establishes and maintains effective and productive working relationships with key government partners, private sector partners and NGOs working on economic empowerment. S/he should be a creative, critical thinker interested in learning and research with the goal of identifying innovative solutions to Jordan's complex economic and social challenges.

JOB RESPONSIBILITY 1: Program Management / Team Development (35%)

– Develop a solutions-oriented, responsive, technically skilled program team providing positive coaching and mentoring to staff;
– Create a positive, healthy, can-do, solutions-oriented culture within the program team, promoting creativity/innovation, communication, intervention impact, and much laughter;
– Continuously assess the context, assumptions and changes in the environment to ensure that the Program and intervention focus, strategies and activities remain relevant and to proposed adjustments when needed;
– In collaboration with team, analyze past experiences to systematize and incorporate lessons learned into the planning process;
– Adjust program targets, strategies, resources and delegation of responsibilities to ensure appropriate progress toward Program objectives;
– Share draft plans with program management team, staff and partners involved in the implementation and incorporate their input into the plan;
– Submit annual plans as per established schedules to all program stakeholders.

JOB RESPONSIBILITY 2: (30%)

– Identify key actors in ecosystem and assess strengths, weaknesses, and opportunities, and areas of collaboration;
– Develop close and productive working relationships with all program participants and stakeholders including internal stakeholders within the agency and externally with the private sector, governmental partners, donors and NGOs (national/international) to establish a shared vision of the program and achieve objectives;
– Coordinate with government agencies to provide updates on programming;
– Coordinate with other CARE Jordan programs to synchronize responses and identify areas for collaboration; and as needed, provide technical assistance to other program teams;
– Participate in working groups and other coordination bodies to influence discussions on economic empowerment;
– Contribute to new business development efforts related to economic development programming with a particular focus on vulnerable groups including women;

JOB RESPONSIBILITY 3: Knowledge Management, MERL and Reporting (25%)

– Seek out and understand latest research and evidence, and integrate into intervention designs;
– Apply development theory and best practices to the activities contributing to the CARE Jordan objectives;
– Integrate CARE program quality concepts: Programming Principles, Program Shift, DME, report writing and communications, as well as cross cutting themes of Gender Equity & Diversity, Climate Change/DRR, HIV, and Governance;
– Integrate relvant sectoral/technical best practices and technical assistance are integrated into Program activities;
– Support in the development of program log-frames, theory of change, and PMPs and research plans;
– Support Program Quality team to establish a monitoring system to collect baseline and periodic data for tracking Program performance and decision making;
– Plans and conducts quarterly and annual Program review meeting to assess progress, adjust plans, and draw/disseminate lessons learned;
– Draft monthly/quarterly/annual comprehensive and high-quality Program progress reports;

JOB RESPONSIBILITY 4: Emergency Response / Staff Security (5%)

– Take a lead role in facilitating timely, quality administrative support function delivery in the time of emergency response;
– Guide and support management on staff security concerns;
– Ensure security operational guidelines well established for the CO and field offices following CARE USA Security Guidelines, and all staff are aware (in coordination with the CD).

JOB RESPONSIBILITY 5: Others (5%)

– Fulfill CARE's Program Management Minimum Standards based on the organization-wide guide;
– Ensure activities promote gender equity, conflict sensitivity, and environmental awareness by applying Do No Harm and CARE's Gender Equity policy;
– Participate in internal office coordination and planning meetings and workshops;
– Conduct himself/herself both professionally and personally in such a manner as to bring credit to CARE and to not jeopardize its humanitarian mission;
– Ensure compliance with security procedures and policies as determined by country leadership;
– Proactively ensure that team members operate in a secure environment and are aware of policies;

Qualifications / Education/Training :

Required:

– BA or equivalent in business administration, social science, management, international development or other relevant field;
– At least 6 years of economic development experience;
– Sound understanding of the concepts behind and practical application economic empowerment programing;

Desired:

– MBA and/or MA preferred;
– Experience in implementing and/or designing financial inclusion programming

Experience/Technical Skills:

Required:

– A proven record of effective program management, including program planning and managing budgets;
– Proven skills in partnership building, influencing and negotiation with a range of local actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups;
– Strong written and oral communication skills in English and Arabic, including report development, writing and editing. Strong program management skills, including working with local partners;
– Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members;
– Willingness to learn, take risks, test new solutions, and transform the economic empowerment landscape.

Desired:

– Experience in engaging with economic empowerment actors.
