Shelter Coordinator Jordan Camps Area

NRC is implementing a SHELTER Programme in Azraq and Za’atari refugee Camps in Jordan, the project aim to support refugees in the camps to have improved coping strategies through the provision of adequate housing and support to their ability to meet their basic needs. The Shelter Coordinator will be responsible to plan, implement, and oversight NRC shelter programme in the camp. The Shelter Coordinator will coordinate actively all activities with relevant stakeholders. Shelter Coordinator will make sure team members operating well and according to NRC procedures and policies. Meeting deadlines and targets and develop with Team leaders and the teams proper planning of activities for his/her

team.

RESPONSIBILITIES

  1. Role and responsibilities

Generic responsibilities

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

  1. Line management of CC project field staff
  2. Adherence to NRC policies, guidance and procedures and awareness of NRC global and regional strategies
  3. Contribute to CC strategy development, project proposals and provide input on needs and gaps, considering where appropriate the role of Shelter construction and infrastructure interventions
  4. Manage and implement delegated portfolio of CC (X) projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality
  5. Provide regular progress reports to PM (AM and CCS if no PM)
  6. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  7. Promote and share ideas for improvement and necessary changes in the activities
  8. Ensure capacity building of project staff and transfer key skills
  9. Liaise and collaborate with relevant local authorities and other key stakeholders
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Identify implementation opportunities for T-Shelters and caravans interventions and support staff implement quality timely programmes
  • Contribute to creating an enabling environment for the implementation of construction and repairs interventions.
  • Directly responsible for the planning, implementation and monitoring of assigned activities in line with core competency strategy and country standards.
  • Represent NRC at camp level coordination forms and when delegated by the Project Manager.
  • Identify implementation challenges and opportunities and propose solutions for any potential bottlenecks in the process.
  • Supervise the budget lines for above activities and monitor expenditure. Meet on regular basis to review budget versus actual expenditure for all projects and donors funding activities.
  • Manage staff/engineers performance using NRC’s Performance Management system.
  • Provide technical guidance and oversight to the project team on relevant aspects of project activities.
  • In consultation with the Project Manager, manage daily relationship with stakeholders at the field level and represent NRC in field level meetings/coordination.
  • Ensuring project progress are documented, integrating sound M&E procedures in all aspects of the shelter project.
  • Other functions that might be assigned by the supervisor.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Relevant core competency implementation staff
  • Core Competency Specialists
  • Support teams, Finance, HR, Admin and Logistics
  • Communications staff
  • Protection staff
  • M&E department

Scale and scope of position

Staff:

Engineering unit and Workshop staff in camps

Stakeholders:

UNHCR, WFP, UNICEF, INGOs, SRAD, Vendors

Information:

QUALIFICATIONS

  1. Competencies

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

  • Experience from working within project implementation position in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Context related skills, knowledge and experience (shall be adapted to the specific position):

  • Bachelor degree in relevant engineering fields (civil, Architect and renewable energy)
  • 3 years’ experience working in a management position in a humanitarian/recovery context
  • Relevant work experience in a dynamic and results focused organizations.
  • Experience managing and coordinating teams.
