ABOUT WFP

In Syria, WFP provides food assistance to more than 4.6 million people each month. This includes families who require emergency assistance when affected by conflict and displacement and also those who need help to improve their nutrition and food security. WFP supports children across Syria with healthy meals and snacks at school, mothers with nutritious diets, and families and communities with sustainable livelihood projects.

STRATEGIC OBJECTIVE/ACTIVITY:

Enhance the quality of monitoring, evaluation, and learning activities to support evidence-based programming and design for WFP operation in Syria Country Office (SYCO). This entails system improvement, capacity building of national M&E team as well as the production of knowledge transfer products and data visualization tools to support management and program decision-making processes.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Under the direct supervision of the Head of M&E, the incumbent will be responsible to lead initiatives related to evidence generation both from routine monitoring data as well as additional learning activities to inform program design or provide insights on current performance of program in critical area of importance for management. This entails ensuring effective coverage for program monitoring, regular quality checks, advanced analysis of data, and developing data visualization tools to help management follow up on program performance and identify risk areas as well as successful implementation sites based on regular monitoring data.
In addition, the incumbent will be expected to identify information gaps that requires additional learning activities that provide in-depth operational insights by applying quantitative and or qualitative methodologies to targeted areas of program implementation.
This will require the incumbent to apply his/her skills in research design, sampling, data collection tools development, training, data analysis, and reporting into everyday job. Also, the incumbent in the process will support and coach the national staff both in the Country Office (CO) and Field Offices (FOs) to improve their capacity in different areas of monitoring and evaluation activities based on their capacity and role.
The incumbent will have direct managerial responsibilities for some of the CO team members as well as functional managerial responsibilities for FOs team members as applicable.

KEY ACCOUNTABILITIES (not all-inclusive)

Monitoring
• Contribute to the monitoring and evaluation strategy in line with the Corporate Results Framework and indicator compendium in collaboration with COMET (Country Office Tool for Managing program operations Effectively) focal point.

• Support COMET focal point in ensuring timely reporting and compliance with corporate reporting requirements.
• Working with COMET focal point to ensure regular update of targets on Corporate Results Framework (CRF) on annual basis and ensuring completion of other output planning on annual basis in collaboration with activity managers.
• Review and improve the quality of data collection tools and activities used for specific program areas primarily for On-site Monitoring (OSM) and supporting Post-Distribution Monitoring (PDM) team when needed.
• Prepare operational Project Monitoring Plan and sampling strategies for WFP monitoring activities in line with the Minimum Monitoring Requirements (MMR) and requirements of senior management or activity managers.
• Work closely with Syria CO area and FOs to ensure full implementation of process monitoring activities and solicit feedback needed to allow for continuous process improvement in line with the operational realities and requirements.
• Leading process M&E pillar to complete the ongoing development and updates of the Finding Tracking Mechanism (FTM) which records and reports operational issues and best practices as well as actions taken by program team to address these issues. This will include reviewing Standard Operational Procedures (SOPs) and guidance documents, improving the current data platform and data collection tools, capacity building of ME team as well as program team, providing quarterly feedback to management on key issues and actions needed to address current risks.
• Support M&E officer process monitoring in their work with activity managers to ensure proper reflection of different aspects of the operation in the monitoring tools and FTM guidance. This includes engaging FOs HoP to ensure adequate feedback loops and reduce gaps between guidance and field operation and address their issues and concerns.
• With support of process and output team, the incumbent will ensure timely completion of different reporting needs including the following: on monthly basis (Monthly Monitoring Report, 5Ws, COMET Status Report, Internal Monthly Beneficiaries Monitoring) quarterly reports (Process monitoring quarterly, beneficiaries MODA quarterly report) and Annual Country Report (ACR).
• In collaboration with line manager and M&E officer, outcome monitoring and reporting the incumbent will review and give technical feedback on monitoring and evaluation plans for new programs and budget revisions to ensure that plans are risk-based and focus on measuring results (e.g., checking monitoring and evaluation budgets are allocated and appropriate log-frame indicators and outcome targets are documented).
• Ensure timely submission of M&E and VAM (Vulnerability and Mapping) budget tool on an annual basis.
• Ensure and support development of knowledge transfer products including but not limited to, real time dashboards, infographics, briefs, presentations, and reports.
Capacity Building

.

• Design trainings for national and partner staff in appropriate monitoring and evaluation techniques, with a special focus on process monitoring and evaluation, to build capacity of staff, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results and utilization of evidence to support decision making.
• Work in close collaboration with internal counterparts and Third-Party Monitors (TPM) to strengthen the data quality, accuracy, and consistency to build credible performance evidence of gender-responsive monitoring activities across Syria.
• Work with outcome team in developing training material and delivering training to improve qualitative data collection capacity of field office M&E team.
Evaluations and Reviews
• Identify gaps in knowledge and conduct operational research activities to better inform program team based on consultation with activity managers and head of program.
• Design and conduct reviews as needed and recruit additional support for such reviews.
• Support ongoing evaluations with data-analysis, revision of questionnaires and suggestions for additional information sources.
Other
• Review Field Level Agreements (FLAs) for the M&E related sections or sections relevant to monitoring planning in key program areas as per head of M&E delegation.
• Coordinate TPM activities conducted by donors.
• With support of COMET focal point provide information needed for proposal writing requested by donor relations and coordinate the requests to ensure timely availability of information.
• Support Deputy Head of Programme in CSP development process as needed.
• Participate in data community of SYCO to improve data literacy among SYCO staff as well as provide and participate in advanced training delivered by the data community group in SYCO.
• Provide inputs to line manager regarding the development and implementation of national government and inter-agency monitoring, reporting and evaluation frameworks, including United Nations Development Assistance Framework (UNSF) aligned with nationally owned sustainable development goals.
• Act as Officer in Charge on behalf of Head of Unit when necessary.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in Sociology, Social Development, Social Studies, Statistics, Development Economics, Performance Management or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses.

Experience:

3 years or more post graduate relevant professional experience in development if holding a master’s degree, and 5 years post graduate relevant professional experience if holding a bachelor’s degree, including a minimum of two years of experience in monitoring and/or evaluation including strong experience using a variety of quantitative and qualitative analytical tools and methods.

• Willingness to undertake regular and extended field visits and interact with different stakeholders.
• Experienced with Qualitative data collection methods and analysis including the use of software (NVIVO)
• Experienced in developing reports, infographics, and presentation for external high-level audience e.g., donors, senior management.
• Ability to supervise and manage a team of three to four individuals.

• Medium to Advanced Database Knowledge (MySQL)

Language:

Fluency in both oral and written communication in Arabic and in English.
