ORGANIZATIONAL CONTEXT
The Corporate Finance Division (FIN) in the Resource Management Department has a role of a proactive, engaged and global partner with the ability to provide support and strategic advice to the operations. The General Accounts Branch (FING) promotes transparency and accountability by managing accounting, financial reporting and oversight. It prepares financial statements; develops and maintains financial policy, tools and guidance; prepares reports to Executive Board and senior management on financial matters and provides guidance on accounting and financial reporting topics to the field. Job holder will work under the general supervision and guidance of the Chief, General Accounts.
THE ROLE
To account for WFP’s resources through establishing sound accounting policies and systems, to provide reliable financial information, reports and financial analysis to internal and external stakeholders, and provide technical advice to enable effective management of funds, and ensure assistance to beneficiaries is undertaken in the most efficient and effective way possible. KEY ACCOUNTABILITIES (not all-inclusive)
- Supervision of a team of finance staff, establishing priorities and work plans, monitoring progress, and providing coaching, training and guidance to ensure appropriate development and enable high performance.
- Support the corporate finance and resource management strategies, through contributing to the development of strategically aligned policies, and embedding value for money in these initiatives through advice on financial assessment, reporting and accounting.
- Advise and support COs in implementing finance and resource management policies and plans in order to ensure transparent and efficient utilization of WFP’s financial resources. Conduct periodic trainings to global finance community related to pertinent topics.
- Developing accounting policies and procedures to guide International Public Sector Accounting Standards (IPSAS) compliance, financial management and adherence to financial rules and regulations.
- Deliver accurate financial reporting and analyses in accordance with IPSAS, ensuring accuracy, meeting deadlines and ensuring compliance with accounting processes and corporate governance requirements.
- Develop accounting models for new or changed business processes and propose improvement to existing accounting models to enhance IPSAS compliance.
- Identifying internal controls weaknesses and undertaking as appropriate periodic risk and internal control assessments to identify and improve areas which may present potential audit, compliance or financial risks.
- Monitor and analyse financial and accounting data, identifying and forecasting trends, anomalies or issues, and proposing solutions to management to rectify anomalies or improvement in processes.
- Perform accounting adjustment and other accounting transactions and monthly financial closures on a regular basis in accordance with corporate requirements.
- Support the work of external auditors by providing timely and accurate information and coordinating activities with related business units.
QUALIFICATIONS & KEY REQUIREMENTS
Education:
- Advanced University degree in Finance, Business Administration, Accounting or related fields, or First University degree in the same subject(s) with additional years of related work experience plus membership in an international recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent.
Experience:
- At least 5 years of postgraduate progressively responsible experience in accounting and/or financial roles.
- Knowledge and experience in implementing IPSAS/IFRS
- Knowledge of SAP or similar ERP system
Language:
- Proficiency in writing and verbal communication in English is required.
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (A WFP’s working language).

TERMS AND CONDITIONS
This is an International Professional position and is open to all nationalities.
Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
