ORGANIZATIONAL CONTEXT

The updated WFP Evaluation Policy was approved by the Executive Board in February 2022. It envisions that by 2030 the WFP contribution to achieving zero hunger will be strengthened by a culture of accountability and learning supported by evaluative thinking, behavior and systems. The policy reaffirms WFP’s commitment to benefitting fully from evaluation in its performance management, accountability and learning systems and to complying with United Nations evaluation principles, norms and standards. It sets out the purpose of the evaluation function; its conceptual and normative framework; and the roles, accountabilities, and standards for evaluation across WFP. It also outlines coverage norms, efforts to enhance the use of evaluation evidence and human and financial resource requirements. Aligned with the principles and aims of the United Nations, the policy supports WFP in achieving its mandate and strategic priorities. The vision for the evaluation function is that by 2030 the WFP contribution to achieving zero hunger will be strengthened by a culture of accountability and learning supported by evaluative thinking, behavior and systems.

We are seeking qualified candidates to join our team for the position of Deputy Director of Evaluation at D1 level, based at our Headquarters in Rome, Italy. The position reports to the Director of Evaluation and works closely with the other Deputy Director of Evaluation.

The purpose of the role is to provide leadership and management in support of the Director of Evaluation with implementing the corporate evaluation strategy, delivering the programme of work for centralized evaluations, strengthening the use of evaluation evidence across the organization and leading a highly performing team.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide leading technical advice to contribute to the implementation of the evaluation function normative framework set out in the Evaluation Policy, the corporate evaluation strategy and the Charter and their updates, as and when required.
  • Oversee the updates of the quality assurance systems (including guidance, process and technical notes) for the centralized evaluations such as strategic policy, corporate emergency, country strategic plan, syntheses, joint, system-wide, and inter-agency humanitarian evaluations, ensuring that these systems reflect latest international United Nations Evaluation Group (UNEG) norms and standards and other global developments as required.
  • Lead innovations in evaluation methods and approaches to strengthen centralized evaluations quality.
  • Lead the development of the centralized evaluation work plan (including potential updates in the coverage norms) in consultation with the Director of Evaluation, WFP Senior Management and the Executive Board.
  • Oversee the quality of centralized evaluation reports, approve them for publication and direct presentation to the Executive Board.
  • Promote the use of overall evaluation findings, lessons and recommendations throughout the organization and ensure that evaluation findings are accessible to staff and stakeholders and are built into the WFP knowledge-management systems, contribute to strategies for enhancing organizational learning, continuous improvement of WFP’s work and contribute to enterprise risk management.
  • Strengthen, in collaboration with the other Deputy Director, the availability of qualified resources for conducting centralized evaluations.
  • Proactively contribute to WFP’s engagement in the international evaluation system and professional networks to ensure evaluation in WFP reflects and contributes to international best practice.
  • Provide strategic inputs to the Director of Evaluation in advising the Executive Board, the Executive Director and Senior Management on developments in the evaluation of international development and humanitarian assistance in the United Nations.
  • Effectively manage human and financial resources, under delegated authority, fostering the ongoing growth of a unified and high-performing team to ensure achievement of set objectives.
  • Enhance WFP’s evaluation culture, capacity, and systems, in collaboration with WFP’s Senior Management, the Evaluation Function Steering Group, the Internal Oversight and Advisory Committee, the Oversight and Policy Committee, the Office of Evaluation Management Group, the Regional Evaluation Units and WFP’s evaluation community of practice. This collaborative effort aims to fortify and improve the evaluation practices within the organization.
  • Collaborate with the other Deputy Director on evaluation function reporting and performance monitoring requirements for areas of work responsible for.
  • Mainstream effectively cross-cutting issues (equity, gender, inclusion of persons with disability, human rights, humanitarian principles, protection, accountability to affected population) into WFP evaluation processes.
  • Accountable for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.
  • Perform other duties as required.

QUALIFICATIONS AND KEY REQUIREMENTS

Education:

  • Advanced university degree in Economics, International development, Social sciences or other relevant area, or first university degree with additional relevant experience and advanced training/courses.
  • Certification/accreditation in evaluation and membership in professional evaluation association is highly desirable.

Experience:

  • Minimum 13 years’ experience of postgraduate professional experience, ideally both in the field and in headquarters in international development or humanitarian work, evaluation and/or policy studies with progressively increasing responsibilities.
  • Minimum 10 years’ experience in managing and/or conducting highly complex evaluations in diverse humanitarian and/or development contexts.

Knowledge & Skills:

  • Broad knowledge of diverse humanitarian aid and development practices, with technical expertise in areas relevant to WFP’s mandate.
  • Proven ability to assimilate and analyze complex issues using independent judgment and anticipate potential strategic impact.
  • Excellent knowledge of international norms and standards for evaluation and ability to apply them appropriately, seeking advice where appropriate.
  • Excellent knowledge of evaluation ethics and ability to apply this knowledge in most evaluations; able to ensure that ethics are incorporated into evaluation processes; able to maintain independence and impartiality under pressure.
  • Solid knowledge of human rights and gender equality and ability to ensure that evaluation design, questions and analysis incorporate this knowledge into most settings.
  • Solid experience in managing, coaching and motivating diverse teams and delivering effectively through others to achieve results.
  • High calibre negotiation and motivational skills, to work in harmony with multiple cultures, government officials, heads of other UN agencies and multilateral institutions and with the ability to influence at senior levels within and beyond the organization.
  • Broad understanding of business principals and processes and the ability to quickly assimilate UN/WFP specific processes and systems.
  • Excellent research and analytical as well as writing and communication skills.

Language:

  • Fluency (level C) in English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish and/or WFP’s working language, Portuguese.
  • Fluency in French and/or Spanish is desirable.

TERMS AND CONDITIONS

Non-Rotational Nature

Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational.

The selected candidate will be employed on a fixed-term contract with a probationary period of one year.
