Education and Youth Advisor – (Education Policy Advisor)
The “Promotion of Quality in Inclusive Education (PROMISE)” project in Jordan is seeking an “Education and Youth Advisor – (Education Policy Advisor)” for full-time base employment as per the below job profile.
Qualifications and specialist knowledge
- University degree (Master’s or PhD) in an area that is related to the project objectives, such as political science, sociology, educational planning or has sufficient qualification through applied advanced training
- At least 7 years of professional experience in the Education Sector in Jordan and/or the region
- At least 5 years of professional experience in giving policy advice.
- In-depth knowledge of international debate around inclusive Education
- Experiences in managing grants contracts
- Fluency in Arabic and English (spoken, written)
- Very good networking skills
- Experience in facilitating dialogue session, coordinating stakeholders.
- Very good working knowledge of ICT and computer applications (MS Office/MS Teams and other applications)·
Main activities
- Advising the partner institution
- Identifies policy and capacity development gaps with regards to mainstreaming Inclusion in the Education Sector
- Provides technical advice to the MoE (including decentralized units Field Directorates) to strengthen and mainstream Inclusive Education in line with the Education Strategic Plan and the 10 years Strategy for Inclusive Education
- Supports the consolidation and implementation of the existing monitoring system of the 10-years Strategy for Inclusive education and its Action Plan
- Working closely with implementing partners who might be granted or sub-contracted to conduct activities and achieve results related to the policy and system strengthening component
- Supports different units within the MoE with targeted advise in the area of Inclusive Education
- Supports the project and Cluster Team with relevant information and tasks
- Supports and contributes to the implementation and achievement of the PROMISE indicators
- Working closely with other team members where close cooperation and interlinkages between activities is necessary
- Networking and cooperation
- Steers and monitors the set up and implementation of financial grants with implementing partners
- Develops and maintains contact with all important stakeholders (governmental, including the Higher Council for the Rights of Persons with Disabilities (HCD) and non-governmental)
- Communicates and interacts with government institutions, non-governmentals agendciest and participates in meetings
- Coordination tasks
- Assists with general project planning, result based monitoring and evaluation
- Compiles all relevant information for joint activities and assignements
- Knowledge management
- Summarizes and presents the activities’ progress and their impact while contributing to GIZ’s knowledge management database.
- Presents the results of the activities in relevant events for knowledge sharing.
- Other duties/additional tasks
- represents the interests and always acts on behalf of GIZ.
- conducts other relevant tasks upon the requests of the direct superior.
- regularly follows up on changes in GIZ Processes and Regulations Tool (P+R) in relation to project’s field of work.
Core tasks
In your role you are responsible for the technical, substantive and organisational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3, and ensure the quality of the commission’s outcomes.
In addition you contribute to the conceptual design of the project, in particular its modification or realignment.
You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.
In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarising themselves with and performing their tasks.
You perform the tasks assigned to you by your line manager, where required.
