JOB PURPOSE
Security Associate will perform tasks related to the implementation and assessment of security measures and maintenance of equipment with a view towards providing updates and recommendations to facilitate informed decision-making and secure WFP staff, facilities and programme operations. The Security Associate will assist in the smooth implementation of WFP activities in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to ensure the safety and security of WFP Staff.

KEY ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive, within delegated authority):
Under the direct supervision and guidance of the Head of Cotabato Field Office, the Security Associate will assist in the smooth implementation of WFP activities in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to ensure safety and security of WFP Staff.
Within the assigned unit and delegated authority, the Security Associate will be responsible for the following duties:
- Review security threats and risks in detail and compile accurate reports on trends and situations that could adversely impact WFP operations, in order to ensure information is accurately collated and timely reported to the Head of Field Office and to the Country Director to support reporting and decision making.
- Review security related information (e.g. security incidents and events, security support to daily activities, etc.) and use corporate or local information management tools to produce a range of analyses and in-depth reports, to ensure that information is readily available for relevant stakeholders/units/offices.
- Liaise and co-ordinate with local administration, security and law enforcement authorities, communities, UN/NGO security staff and other actors, to facilitate access for safe programme delivery and to mitigate potential risks against staff and other resources.
- Conduct field trips to support sub-offices or staff in the field at short notice whenever requested by management.
- Plan and co-ordinate staff activities during field missions and perform security assessments within the area of responsibility to support safe and effective programme delivery.
- Analyze security assessment reports following field missions and present detailed recommendations for risk mitigation to support security situation analysis and facilitate decision-making.
- Assist in advising the Country Director and Head of Field Office on security risk management matters and safety issues in compliance with the United Nations Security Management System (UNSMS).
- Support the implementation of risk management mitigation measures, including Minimum Operational Security Standards (MOSS) to ensure compliance.
- Support the maintenance and management of security equipment and make recommendations to strengthen technical capacity in line with business requirements.
- Monitor and ensure that all access control procedures are effective and stringently followed by all staff and visitors to maintain a safe and secure environment.
- Maintain and develop recommendations for improving emergency and contingency planning documentation, including physical preparations and procedures, to support preparedness for a crisis.
- Deliver security training to staff and review security training needs to develop measures to meet business requirements.
- Supervise and provide on-the-job training to other staff, supporting their development and high performance.
- Provide security briefing to the newly arrived WFP staff members and act as the direct focal point for security guards and supervisors in the area assigned.
- Be on a call 24/7 to support supervisor/staff, if required.
- Support supervisor in other security-related matters as requested.
- Perform other related duties and responsibilities as required.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- Excellent communication, and interpersonal skills, with the ability to work effectively in a multi-cultural and multi-disciplinary team;
- Resourcefulness, initiative, maturity of judgement and tact;
- Training and/or experience in security risk management and peace maker UN supported activities;
- Background in information gathering and/or political analysis is highly desirable;
- Ability to establish priorities and to plan, coordinate and monitor own work plan and those under supervision;
- Demonstrated ability to develop and maintain effective work relationships with counterparts and staff within the office, host government, donors, other UN agencies and NGOs;
- Experience in coordination on different security stakeholders (government security forces, rebel groups, NGO’s and CSO’s) is an asset;
- General knowledge of UN system policies, rules, regulations and procedures governing human resources administration.
REQUIRED QUALIFICATIONS AND EXPERIENCE:
- Education: Completion of secondary school education. A specialization or University degree, preferably in political/social science, international relations, law enforcement and/or business management, is preferred but not required.
- Experience: At least six (6) years or more of professional experience in a relevant field of work, preferably in Security Management, with a background and interest in international humanitarian development. Work experience in military services and the UN Agencies/international organizations is an asset.
- Technical Skills and Knowledge:
- Sound knowledge of security operations and technical processes.
- Experience in technical guidance and training to staff members within areas of expertise.
- Skills in research and data collection to feed into reports that inform security operations activities.
- Skills for utilizing computers including word processing, spreadsheet, and other software packages.
- Strong knowledge of political and security context in BARMM.
- Language: Excellent written and oral communication skills in English and Filipino. Working knowledge of any BARRM language is desirable.
