ORGANIZATIONAL CONTEXT

In Burkina Faso, WFP supports the government in implementing School Feeding Programme that consist of regular school feeding, emergency school feeding and home-grown school feeding. The Burkina Country Office is seeking to recruit Programme Policy Officer that will head the school Feeding Unit.

Burkina Faso continuous conflict deterioration have given rise to one of the fastest-growing internal displacement of population with over 1.8 million people displaced. Conflict, climate change and the socio-economic impact of COVID-19 are the main drivers of the growing food insecurity in Burkina Faso, with nearly 3.5 million food insecure people which is about 16 percent of the national population. Poor harvest and high food prices and the impact of the Ukraine Crisis added an additional layer of Burkina complexity to an already vulnerable population facing multiple shocks. Burkina Faso Country Strategic Plan (CSP 2019-2023), initially valued at USD 173 million, now stands at over USD 1.3 billion as the security situation continued to deteriorate. WFP emergency response includes assistance to internally displaced populations (IDPs), host families affected by the crisis, Malian refugees residing in the Sahel region, and food insecure people during the lean season. With its prioritization plan, WFP provides continued assistance to the most vulnerable population.

WFP Assisted School Feeding Programme

WFP School Feeding Programme is a components of WFP integrated resilience of the Country Strategy Programme that targets school-age children to have access to adequate and nutritious food all year-round, to save lives while contributing to maintaining basic education for children. The school meals programme aims to reduce immediate hunger among targeted students through the provision of daily breakfast and lunch to students in primary schools, kindergartens, and alternative education initiatives in targeted regions and to ensure the retention of targeted students and learners in school and in alternative education centres and protect the livelihoods of their parents.

Overall Objective of the programme is to promote the schooling of school-age children in the targeted areas, by contributing to the improvement of their food and nutritional needs while attending schools, promote access and attendance of students in targeted schools, especially girls in the last two classes (CM1 & CM2), improve the quality of school meals and household food security, promote the development of the local economy by improving the income of small agricultural producers, breeders and processors of local products and to strengthen national capacities in the management of school canteens.

WFP assisted school feeding programme covers 364,000 students and 1,488 school and consists of school feeding in emergencies, targeting 216,239 children in 741 schools in the regions of Sahel, East, Centre-North, North and Boucle du Mouhoun, as well as a non-emergency component targeting 44,737 students in 286 school in the Sahel. A Home-Grown School Feeding programme is currently in pilot phase in 7 municipalities: Dori (Sahel), Diabo (East), Boussouma and Korsimoro (Centre-Nord), Arbolle (Nord), Boromo (Boucle du Mouhoun) & Zorgho (Central Plateau) benefiting 103,000 students in 461 schools with UNICEF, FAO, WFP and the Ministry of Education as key partners.
Since its inception in 2018 the cumulative budget of the school feeding programme stands at 21 million dollars with average budget of 5 million per annum. The annual budget requirement is expected to rise during the next three years because of growing need and multi-year commitments from key donors.

THE ROLE

The school Feeding Unit is key component of the Programme Unit currently with a total of eight staff of which four staff are in the sub-offices of Kaya, Dori, Fada and Ouiaguiya. WFP Burkina Faso Country Office is looking for a dynamic individual who has a broad understanding of all aspects of the school feeding programme cycle and can build synergies across Programme activities linked to the integrated approach to school feeding.

Under the direct reporting line to the Head of Programme, under the overall supervision of the DCD/Operations and working in close collaboration with the other activity managers of the Country Strategic Plan (Nutrition, Social Protection and Capacity Strengthening, RAM, CBT, etc.), with strong coordination with the School Feeding team at the Dakar Regional Bureau, the Head of School Feeding will carry out the following duties:

KEY ACCOUNTABILITIES (not all-inclusive)

• Lead the overall implementation and scale-up of all school feeding activities including school feeding in emergencies, and home-grown school feeding in support of the Burkina Faso Presidential Initiative on school feeding in coordination with the programme division at Country Office and sub office level and with the support of Regional Bureau school feeding unit;
• Ensure the integration of complementary interventions such as school health and nutrition, WASH and promotion of sustainable energies with school feeding programmes.
• Promote the development and foster partnerships for the implementation of interventions aiming to increase girls’ education.
• Build a strong team and supervise,support and motivate the staff under your supervision to enable high performance.
• Build and maintain effective synergies and relations with other Programme units, resilience, SAMS, nutrition, RAM, CB, Social Protection, Food Security Analyses support, capacity strengthening and partnerships.
• Prepare the budget and ensure effective management of resources allocated to the school feeding scale-up plan.
• Produce regular updates on the implementation and financial situation of WFP’s school feeding scale-up and action plan in the priority regions (Est, Centre-Nord and Sahel);
• Provide technical advice on WFP programming and the integrated resilience, home grown school feeding, nutrition, and capacity building interventions and synergies with partners’ interventions in the priority regions.
• Ensure robust monitoring and ensure descriptive of progress in the use of programming tools and partnership efforts, particularly with FAO, UNICEF, DAMSSE and other key agencies.
• Contribute to the development of specific proposals for funding and promote support to initiatives that strengthen linkages between school feeding with gender, protection, nutrition, CBT, value chains (SAMS), Access, Security, and others.
• Identify possible bottlenecks and plan for contingency planning actions.
• Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
• Build partnership and collaboration with other school feeding actors
• Promote accountability and guide against all form of conflict of interest
• Provide technical assistance and capacity strengthening to school feeding stakeholders, including support to Government’s school feeding programme, and support the government of Burkina Faso in achieving the objectives of the Global School Meals Coalition to which it has subscribed.
• Ensure programmatic engagement with donors including Ministry of Education, international Financial institutions (AFD, ADB, ISMB,WB , AU, etc)
• Perform other related duties as required.

QUALIFICATIONS & KEY REQUIREMENTS

Education: You have

• Master’s degree, preferably in one or more of the following disciplines: Education, Economics, Project Management, International Affairs, Business Administration, Social Sciences, Development studies or other related fields, or First University degree with additional years of related work experience

Experience: At least 5 years of relevant work experience in Project Management, School Feeding, Nutrition, International Development, Social Protection, Food Security and/or Nutrition;

• Has worked with government agencies and gained experience across the policy cycle;
• Has direct experience working across various programme types (e.g. social protection, cash-transfer programmes, school feeding, support to small holder farmers);
• Has experience managing substantial components of a complex programme;
• Having experience in leading a substantive team is an advantage.
• Prior experience with WFP is an asset.
• Prior experience in Western Africa is an asset.
• Experience running a large-scale school feeding programme is an asset.

Languages: You have

Fluency in English (spoken & written) is required.
At least an intermediate knowledge (level B) of French is required.

TERMS AND CONDITIONS

• This is an International Professional position and candidates must be a national of a country other than the country of assignment.
• Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
