ORGANIZATIONAL CONTEXT
This role is localted in the Headquarters (HQ) in Rome, Italy, within the PRO-P Emergencies & Transition Service Division. Job holders report to the Division Director or the designate, and operate in complex programme environments. Such environments can be characterised by challenging political, operational or security situations, access restrictions, large and varied programme portfolios requiring a range of approaches, or cutting edge, globally reaching, high profile and strategically important policies and programmes requiring advanced technical, leadership and management skills.
THE ROLE
To lead the development and implementation of programmes that effectively meet food assistance needs in a complex context, or provide technical advice and oversight on the development and implementation of complex policies, strategies and operations.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Formulate WFP-wide programme policies and guidance in line with both organisational strategy and the practical realities of operating in the field; or translate WFP-wide programme policy into Regional/Country level practices and implementation modalities and operations, to ensure alignment between HQ and field operations enabling effective delivering of food assistance.
2. Provide advice and support to a large number of COs operating in a variety of contexts, to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.
3. Provide solid technical and managerial leadership on a broad range of strategically important and complex policy and programme issues (including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies) to support government efforts to reduce hunger and malnutrition.
4. Assist senior stakeholders of governments and other partners in identifying where food assistance can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of food assistance programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes at global, national and sub-national levels.
5. Identify, develop and nurture strategic and operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
6. Enhance WFP’s leadership status in different forums on subjects related to food security, nutrition, livelihoods, resilience, engagement in humanitarian, transition and development contexts and other related issues, through direct participation and/or through briefings, information products and other materials.
7. Monitor and oversee operational research and evidence building on issues relevant to food assistance to advocacy for WFP and to strengthen policy and programme formulation.
8. Monitor and oversee preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use to present a consistent picture to internal and external stakeholders and enable informed decision-making.
9. Advocate for resources for a broad portfolio of WFP projects, including clearly articulating the need for food assistance and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability.
10. Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partner to design and deliver effective food assistance programmes.
11. Lead, motivate and develop a large and complex team of professionals to enable high performance.
12. Ensure the best use of assigned financial resources for achievement of set objectives.
13. Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
14. Contribute to CO Emergency Preparedness i.e. early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs.

QUALIFICATIONS & KEY REQUIREMENTS
Education:
- Advanced University degree in International Humanitarian Law, International Human Rights Law, International Affairs, Economics, Social Sciences or other field relevant to this position or First University Degree with additional years of related work experience and/or trainings/courses.
Experience:
- At least eleven (11) years of progressively responsible professional post graduate experience relevant to the field is required.
- Understanding of the current and evolving policy debates on the political economy of conflict, its root causes, and future direction.
- Strong analytical, written, communication, and networking skills.
- Able to represent WFP in global academic and policy fora.
- Experience in existing relationships with humanitarian policy research institutes worldwide and in conducting policy research on humanitarian issues, is desired.
Language:
- Proficiency in writing and verbal communication in English is required.
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (A WFP’s working language).

TERMS AND CONDITIONS
This is an International Professional position and is open to all nationalities.
Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
