FIDIC Works Procurement Expert/Civil Engineer

Job Summary:

  • Responsible for drafting contracts or any other type of document that would be necessary in order to acquire goods/services from suppliers/contractors.
  • Administers large, complex contracts. Maintains a continuing review of the progress of each contract and provides management with information regarding any financial, legal or technical difficulties.
  • Ensure accuracy by reviewing bidding documents/tender specifications before conducting bids.

Executive & Technical Duties:

  • Coordinating the preparation of appropriate procurement plans
  • Interacting with technical teams to develop the procurement schedule for the allocated tenders.
  • Supervising the preparation of tender documentation for the sourcing of Works based on the agreed strategy and timeline.
  • Receive and analyze quotations and tenders and prepare reports.
  • Propose negotiation options.
  • Apply international best practices in the public procurement of FIDIC works contract, and contract management.
  • Provide support to help negotiate and manage the development of the major Project contracts such as EPC Contracts, Construction contracts through to contract signing.
  • Ensuring compliance with regulations, rules, and international best practice throughout the procurement cycle
  • Developing innovative solutions to foster participation in procurement processes to enhance competition and ensure transparency and accountability.
  • Developing and periodic updating of reporting tools
  • Prepare contractual agreements using current research methods and a knowledge of APC needs and ability to fulfill its requirements.
  • Monitor progress according to the schedule of completion to submit drafts and documents in a timely manner.
  • Review project's technical specifications and assure that the submitted specifications will lead to fair and transparent competition.
  • Assist the projects team in all aspects of contractual management of the project, including attending internal meetings, participating in negotiations regarding claims between contractor and the Owner or with subcontractors and suppliers.
  • Ensuring that contractual notices are issued in accordance with the conditions of contract.
  • Review all tender documents, project specifications & contractual terms and conditions before bidding.

Skills

  • in Civil Engineering with at least 10 years' experience in well-known companies.
  • FIDIC Certified – Contract Manager certification.
  • Good experience with project management.
  • Good experience with projects costing.
  • Preferred :15 years of experience in related field/MSc. Law or business administration.

  • The successful candidate must be a Non-Smoker.
