Job Function/ Description:
Under the direct supervision of the Project Manager, the Irrigation/Plantation Engineer will assume responsibility for the efficient implementation of the irrigation/planation intervention within the project, aimed at mitigating the adverse effects of landslides and soil erosion on water dams in Jordan. The ideal candidate will possess the ability to assess irrigation technical proposals from potential contractors, demonstrate familiarity with tendering procedures, and possess a proven track record of effectively engaging with contractors throughout the project lifecycle (including daily follow-up, inspection, handing over, taking over, and validating submittals in line with approved specifications). Additionally, the candidate will be responsible for delivering comprehensive progress reports on irrigation and plantation activities and reviewing/validating technical designs, drawings, and Bills of Quantities (BoQ) related to the irrigation/plantation intervention. The role will also encompass supervising and supporting C4W workers in providing practical technical solutions, techniques, and guidance. The Irrigation/Plantation Engineer will play a pivotal role in the successful and well-organized implementation of the irrigation/plantation intervention, adhering strictly to Blumont's regulations and policies.
Primary responsibilities include, but are not limited to the following:
- Take charge of the end-to-end management of irrigation and plantation projects, overseeing all phases from initial planning to final completion.
- Prepare, assess, and evaluate project tenders, including conducting comprehensive technical evaluations and administering bidding procedures.
- Collaborate closely with contractors, suppliers, and stakeholders to ensure seamless and timely project execution, maintaining strict adherence to project specifications.
- Supervise and manage C4W workers, providing guidance, training, and conducting performance evaluations to uphold optimal workforce productivity.
- Facilitate the smooth transition and takeover process from contractors, ensuring continuity and compliance with project specifications and requirements.
- Thoroughly examine and validate network designs and calculations, ensuring precision and adherence to approved specifications and industry standards.
- Rigorously review and validate submittals from contractors and suppliers, verifying their alignment with approved specifications, codes, and standards.
- Conduct regular on-site inspections and implement rigorous quality control measures to ensure the accurate installation and functioning of irrigation and plantation systems, in strict accordance with project requirements.
- Perform daily follow-up and supervision of the irrigation/plantation activities at the field level (King Talal and Karak dam).
- Foster effective collaboration with fellow engineers and industry professionals to identify and address technical challenges, proposing innovative and practical solutions.
- Develop and maintain meticulous project documentation, including progress reports, work schedules, and accurate cost estimates.
- Stay abreast of emerging industry trends, best practices, and technological advancements in the field of irrigation and plantation engineering.
- Responsible for the direct implementation of the irrigation/plantation intervention.
- Ensuring that the irrigation/plantation intervention is managed according to Blumont and donor specifications and meeting project schedules and deadlines.
- Control the efficiency of processes and develop pesticide control products and machinery.
- Perform other duties as assigned.
Required Skills & Experience:
- Bachelor's degree in Agricultural, Mechanical, Civil Engineering, or a related field.
- Proven track record of 5+ years of full-time technical & professional experience in irrigation/plantation engineering industry
- Extensive experience and knowledge of irrigation systems, plantation techniques, and industry-specific regulations and standards.
- Exceptional technical acumen, encompassing the ability to analyze and scrutinize network designs and calculations.
- Adeptness in meticulously validating and verifying submittals against approved specifications, meticulously ensuring compliance and adherence to prescribed standards.
- Demonstrated leadership aptitude, with the ability to effectively manage and motivate a diverse workforce, fostering a culture of collaboration and excellence.
- Time allocation: 90% field, 10% office
- Excellent irrigation/plantation engineering skills.
- Good Management and Coordination Skills
- Excellent knowledge of working with irrigation engineering software.
- Excellent oral and written English skills required.
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Blumont and to not jeopardize its humanitarian mission.
- Ability to work effectively with an ethnically diverse team in a sensitive environmental.
