JOB TITLE: Programme Policy Officer – Information Management (IM) and Data Analyst

DURATION: 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the frontline UN agency in the fight against hunger. Since its creation in 1963, WFP staff around the world have worked tirelessly to eradicate hunger. Each year, WFP feeds more than 90 million people in over 70 countries. Recently, WFP has been diversifying its portfolio along the humanitarian and development spectrum with preparedness and immediate response emergency operations; recovery and resilience activities, including the implementation of capacity strengthening for social safety nets, school meals, nutrition-sensitive activities as well as progressive local purchases; and the provision of emergency logistics, telecommunications, and aviation services.

Haiti’s Human Development Index (HDI) ranks 170 out of 189 countries in 2020. Rates of extreme poverty are high, and their cause is multi-dimensional. This poverty is manifested in particular by high illiteracy rates, a life expectancy of 63.7 years in 2018, high infant mortality, and significant gender inequalities. A large majority of the population does not have access to basic services such as drinking water, electricity, sanitation, and health coverage.

In addition, Haiti is vulnerable to natural disasters. It is considered the fifth most exposed country to natural disasters. The country has suffered, in less than ten years, more than four major disasters from which the country is still struggling to recover: the earthquake of 2010, tropical storm Isaac and hurricane Sandy in 2012, hurricane Matthew in 2016, hurricane Irma and Maria in 2017 and the earthquake of 2021. Therefore, The country is exposed to earthquakes, the passage of cyclones, and drought waves linked to the El Nino phenomenon (2018).

Beyond these factors, food insecurity is driven by the poor performance of the agricultural sector combined with the strong dependence on imports of food products (more than half of the food products present on the market) in particular for rice (83%). Product prices are largely influenced by logistical challenges, high production costs, precarious market structures, and high inflation rates in recent years.

According to the latest IPC analysis (September 2022 – February 2023) published in October 2022, approximately one in two households in Haiti is acutely food insecure, with more than 1.7 million people in the emergency phase (IPC4). This is an increase of about 500,000 people in IPC4 compared to the previous analysis. Similarly, 19,000 people are in IPC Phase 5 (Disaster), a first for Haiti and the Americas since the IPC began.

These worrying results are largely linked to [1] the political crisis that has taken hold in the country since July 2018 which has led it into an economic and social crisis, [2] to an agro-climatic crisis with significant pockets of drought in the country causing a significant decrease in agricultural production. In addition, the COVID-19 pandemic has contributed to the increase in food insecurity. The growing insecurity and the blocking of certain access points to the country, since June 2021 the road leading to the Great South, have worsened the indicators of food insecurity.

In Autumn 2022, the Country endured 2 months of heavy socio-economic turmoil and blockade of most imported goods, but especially fuel, leading to a de-facto paralysis of the entire Country with continued and protracted consequences on inflation, fuel, and food availability until today.

Thus, the World Food Programme in Haiti has defined its strategy to fight hunger in the Country Strategic Plan (CSP 2019-2023), which includes activities related to emergency food assistance to populations affected by a shock, the establishment of social nets oriented towards nutrition, capacity building, school feeding and livelihoods of small producers and their resilience to climate change, and capacity building of national and local actors for the fight against hunger. A new CSP exercise has been taking place to determine the 2024-2028 plan and since the Autumn events, WFP Haiti CO declared an L3 corporative scale-up and keeps growing its targets and operations.

The multiplication of operations entails an additional need for human resources, in particular, to guarantee good management of all the information useful to support the internal and external decision-making and communication processes at WFP.

The WFP Haiti Country Office then requires an information manager /data analyst to support the Program unit in its entirety.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Maintain a constant upkeep of the “information management” tools already in place at the WFP Haiti CO.
  2. Propose and implement appropriate tools/mechanisms to centralize all relevant information concerning the operations of the various WFP Haiti CO programme activities to communicate internally and externally and then to improve decision-making processes.
  3. Contribute and overview the establishment of an “information management” system for the management and sharing of the information fleet on social protection nets [PSARA Program] using SAP Hana.
  4. Set up a knowledge management group optimizing data management to reduce work duplication between Programme, M&E, Supply Chain, CBT, and SCOPE: commonly centralize data management decision-making and structure information sharing.
  1. Contribute to the development of dashboards and data dissemination products managed by Headquarters or the Regional Office for programme activities.
  2. Regularly (quarterly/monthly/ad-hoc) coordinate and consolidate for submission the data destined to the Food Security Sector and CBTWG comprised in the 3/4/5W tools.
  3. Support the information dissemination process internally and externally by producing maps, fact sheets, infographics, etc. covering programme activities.
  4. Support the Program unit through relevant data provision in the process of writing reports to donors weekly, interim, ad hoc, and end-of-project but also the development of project proposals in close coordination with the head of donor relations.
  5. Support the preparations for the weekly meetings of the Program and Resilience units through distribution data consolidation.
  6. Establish a clear archive and keep it up to date with key “IM” resources [e.g.: maps, state progress of the objectives of the interventions, infographic] that can be available at any time for the exploitation of colleagues and management.
  7. Carry out, at the request of their supervisor, all other tasks aimed at the smooth running of activities.

DELIVERABLES AT THE END OF THE CONTRACT:

  1. All Programme activity dashboards are running, and shared and the data they contain is well maintained.
  2. There is an ongoing development effort to raise the quality of local data gathering systems and a significant effort is being made to raise the use of corporate data gathering tools (DOTS, SAPHana, LESS)
  3. The tools for facilitating the collection of information, processing, and visualization are adjusted to the new means of distribution and properly used, including the mapping of sources and clients and defining roles and responsibilities.
  4. The Monthly Distribution plan and the Distribution reports are shared on time and necessary data is kept.
  5. Support is offered to sub-Offices to prepare their monthly coordination meetings with local authorities.
  6. Attractive reader-friendly visuals to increase the readability of the information shared by the program division are produced regularly with up to date data;
  7. The database for all reports is available and up to date.
  8. The inputs from the WFP Haiti Office at 3/4/5W of the Food Security Sector and CBTWG are regularly shared with relevant stakeholders.
  9. An up-to-date filing system with key “IM” resources is in place.
  10. Consolidation and dissemination within the Programme of evaluation, assessments, and studies results to build an evidence base for decision-making and allow different parts of the unit access to the accumulated knowledge.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Hold an advanced degree in social sciences, computer sciences, statistical sciences, data science, information management, or other relevant fields; or a first-level university degree with additional years of experience.

Experience:

At least two [2] years of relevant professional experience to the position in data analysis and information management.

Knowledge

& Skills:

Proven experience in data analysis using Tableau, SAPHana, MODA, and DOTS

Knowledge of food assistance distribution programmes is desirable

Sense of organization to manage a lot of information

Excellent knowledge of Excel

Excellent knowledge of Tableau

Strong motivation to perform required responsibilities

The habit of teamwork with national and international staff [multicultural environment]

Commitment to sometimes work outside regular office hours

Knowledge of cash transfer processes (CBT and SCOPE) is an asset

Languages:

French at mother tongue level
