ORGANIZATIONAL CONTEXT
These jobs are found in Country Offices (COs), Area Offices (AOs) or Field Offices (FOs) and report to the Aviation Officer or the designate.
Job holders typically specialize in either air transport or air movement and at this level they work under minimal supervision taking responsibility for the completion of a range of processes and activities requiring some interpretation of standard guidelines/practices. Job holders are able to recommend straightforward courses of action to staff and may allocate tasks and support other staff.
In mid-2020, a sharp deterioration of the humanitarian situation in northern Mozambique led to an estimated 1.3 million people needing emergency assistance. The Non-State Armed Groups (NSAGs) expanded their area's interventions, which resulted in the capture of several district capital cities and intensified violence. Following HC/RC's request, UNHAS Mozambique was established in December 2020 with one staff, operating one 19-seater Let-410 short take-off and landing aircraft to three main destinations. After March 2021, following the Palma attack, UNHAS gets one additional Let-420 Aircraft on the ADHOC contract to support the humanitarian community in responding to the people affected by the conflict.
JOB PURPOSE
To perform a range of coordination and administrative activities that contribute to the safe and effective air service to the humanitarian community.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in air traffic control, flight dispatch, aeronautical engineering, or a related field is essential for Air Operations roles, desirable for Air Movement roles.
Experience: At least (5) Five years of experience in a related field.
Language: Fluency in both oral and written communication in English and Portuguese.
KEY ACCOUNTABILITIES (not all-inclusive)
1. To receive and manage flight bookings from eligible agencies (UN, Diplomatic Missions, Media, and NGOs) for travelling with WFP AFO flights.
2. Communicate with the agencies regarding the UNHAS procedures and update them accordingly on new procedures.
3. Provide flight information, flight confirmation, via e-mail/phone to the concerned agencies.
4. Distribute tickets and Air waybills one day before the flight to the passengers and confirm the flight reporting and departure times.
5. Print the manifests and give complete information about the passengers’ payment and flying status to the staff to the checking desk at the airport.
6. Receive the airport checking manifests and updating the office database, specifying no shows and cancellations.
7. Prepare monthly and quarterly flight reports for the Air Operation Officers.
8. Record, process, compile and prepare daily, weekly and monthly reports on flying hours, aircraft status, passenger and cargo loads
9. Performing any other tasks as requested by the supervisor
