ORGANIZATIONAL The position will be based in Jakarta, CO Indonesia. The incumbent will report directly to the Country Director.
CONTEXT: The job will cover all aspects of finance, administration, procurement, and ICT. Job holders will operate with minimal supervision and provide guidance to various staff members leading their respective functions to ensure that operation and project objectives are achieved. They are heavily involved in day-to-day activities and analytical work, and provide advice on less complex issues, applying rules and regulations and expertise in making determinations and recommendations across a range of activities.
JOB PURPOSE: To support the stewardship of WFP’s resources, monitoring budgets, forecasting, analysing, reporting and providing core administrative support to enable effective management of funds, and ensure assistance to beneficiaries is undertaken in the most efficient and effective way possible.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
- Effectively manage the enabling services teams by leading, motivating and developing the teams and providing coaching, training and career guidance to staff to ensure transparent and efficient people management and the continued development of a high performing and cohesive team.
- Hold accountability for the effective leadership of the support services functions (including resource management, procurement, administration, ICT) to ensure timely and effective support to the Country Strategic Plan.
- Responsible for ensuring timely completion of corporate reporting in accordance with established standards incorporating all subunits.
- Contribute towards the development of country specific plans and processes to enhance enabling services unit in alignment with Regional and wider WFP strategy, policies and processes to meet the CSP objectives of the Country.
- Ensure the development, preparation, coordination, monitoring and reporting of strategies, work plans and budget for all enabling services functions.
- Identify and develop improvements to policies, systems, procedures, and tools in order to improve the efficiency and effectiveness of operations, minimize risk, and ensure support services activities are aligned with business objectives and corporate procedures and requirements.
- Ensure effective collaboration between enabling services and programme teams.
- Periodically monitor the management of risks in areas under responsibility and report on any action taken.
- Contribute to preparedness actions such as early warning, risk analysis and contingency planning and make recommendations.
- Represent support services at internal meetings, external meetings/committees/working groups and events with other UN agencies, banks and other financial institutions, or other partners and entities as required.
- Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
- Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
