STANDARD MINIMUM QUALIFICATIONS

Education:

  • A Bachelor degree in the following areas : Programme Management, Monitoring and Evaluation of Projects/Programs, Emergency and disaster management, Nutrition, Agriculture, Food Science, Social science, or First University degree with additional years of relevant work experience and/or training/courses.

Experience:

  • At least six (6) or more of postgraduate professional work experience in a similar position, within an NGO or the UN; Project management experience (essential).
  • Experience in coordination and the ability to work effectively with a range of stakeholders, including partners and governments.
  • Ability to analyze diverse information and develop recommendations.

Skills:

  • Teamwork skills, coordination skills, autonomy, leadership, adaptability, good communication and reporting skills
  • Mastery of the computer tools (MS Office, etc.)

Languages:

  • Fluency in both oral and written French and intermediate knowledge (level B) in English.

ORGANIZATIONAL CONTEXT

The Country Strategic Plan of the World Food Programme (WFP) in Benin for the period 2019 to 2023 includes four components:

i) Integrated school feeding based on local food production ;

ii) prevention and treatment of malnutrition ;

iii) Capacity building and

iv) Emergency preparedness and response.

Within the fourth component, WFP supports the Government of Benin to address humanitarian needs caused by natural or human-made disasters. Through this pillar, WFP undertakes emergency response and preparedness interventions to provide timely and effective assistance to the most vulnerable populations and strengthens the capacities of national and local authorities. WFP is currently setting up the emergency response in the North, including food assistance and nutritional support, as well as emergency preparedness actions.

JOB PURPOSE

The job holder will be based at WFP Field office in Natitingou and will report to the Head of Field Office and the EPR Officer based in Cotonou.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Ensure proper planning, implementation and monitoring of emergency activities including food assistance, distribution of cash-based transfers to vulnerable populations affected by the crisis. This includes among others:

  • Ensure food assistance activities run smoothly and prepare a daily Report of General Food Distribution ;
  • Share an update on distributions, targets and achievements monthly to the EPR Officer.
  • Ensure final reporting on distributions and any other emergency activities.
  • Set up efficient complaints and response mechanism to increase accountability and manage protection issues that may arise during project implementation.

2. Coordinate emergency assessments with other agencies and partners locally and context analysis with the support of the RAM team.
3. Support government in the coordination of the response efforts in Atacora.
4. Provide solutions to potential issues related to programme implementation and apply validated options agreed with the EPR Officer or Head of Field office.
5. Contribute to capacity strengthening activities of local government partners, as well as of WFP Cooperating partners, involved in Emergency preparedness and response activities, and more broadly partners involved in the emergency response.
6. Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.
7. Perform accurate, timely recording of data on food security, cash-based interventions and livelihoods following corporate standards and guidelines.
8. Work and exchange information with internal counterparts to support effective collaboration, implementation, and monitoring of ongoing project activities.
9. Ensure visibility of WFP’s support and Support communication
10. Support joint activities with local partners, agencies, NGOs, and government institutions.
11. Implement any other task as required by the Supervisor.
