BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The BER Government Partnership team is responsible for building and strengthening strategic relationships with government donor counterparts in Germany, Austria and Liechtenstein. The unit is responsible for negotiating contributions from the different government donor counterparts in support of WFP’s activities and for providing strategic guidance and donor intelligence to WFP Country Offices (COs), Regional Bureaus (RBs) and Headquarters (HQ), in order to enable robust fundraising for WFP operations.
The Junior Consultant will report to a more experienced Government Partnerships Officer to support the team with the development of new and existing partnerships with Germany, Austria and Liechtenstein government entities in order to advocate for the work of WFP and mobilise resources for WFP programmes.
ACCOUNTABITLITIES / RESPONSIBILITIES:
- Support with mobilizing multilateral, directed multilateral and bilateral resources from Germany, Austria and Liechtenstein;
- Maintain good and close relations with donor counterparts and ensure they are informed regarding important strategic and operational issues;
- Ensure an adequate follow-up on the impact of German contributions, especially for funding to corporate emergencies;
- Review and amend project proposals in a timely and efficient manner, respecting donor conditions and the operational resourcing priorities;
- Provide guidance to COs/RBs/HQ with regard to donors’ budgetary rules, donor preferences, and grant management aspects to ensure appropriate partnership mapping as well as proper contribution utilization according to donors’ earmarking and requirements;
- Draft briefings, prepare meetings, produce reports and correspondence on relevant issues as required;
- Assist in organising bilateral WFP-donor meetings between German government representatives and WFP experts or colleagues from field operations; this also includes the preparation of well-researched subject-related briefing material and talking points;
- Represent WFP at meetings at appropriate levels, in such a way that advances the government partnerships strategy and objectives, and builds support for WFP activities;
- Assist in the preparation of the mid-year Annual Performance Plan (APP) review for the Government Partnerships Unit at WFP Berlin;
- Perform any other duties as required.
QUALIFICATIONS AND EXPERIENCE REQUIRED:
Education: Advanced University degree in International Relations, Development Studies, Political Science, Social Studies or a similar subject, or First University degree with additional years of related work experience and/or training/courses.
Experience: Between 1 and 2 years of experience in the experience of postgraduate progressively responsible professional experience and a proven track record in donor relations and partnerships management.
Knowledge and Skills: Knowledge of German funding architecture and very good verbal and written German and English communication skills required.
