Deputy Procurement Section Head

Background:

The Syria Recovery Trust Fund (SRTF) was established for the financing of reconstruction activities to rebuild the country and alleviate the suffering of the Syrian people as a result of the on-going conflict. The SRTF was created to provide the international community with a vehicle to offer financial support to the National Coalition for responding to the needs of the Syrian people.

The Management Unit (MU) was established to manage the Fund and its allocations to projects addressing reconstruction, recovery, and stabilization to alleviate the suffering of the Syrian people.

Governing bodies of SRTF are:

  • The Steering Board (SB), with frequent meetings two times a year.
  • The Management Committee (MC), meeting every three months.
  • The Director General of SRTF (DG).

1. Key Responsibilities:

The Deputy Procurement Section Head shall assist the head of section and lead the team of professional staff of the Procurement Sector (PrS) and provide guidance, supervision and management and ensure quality and relevance of the needs for projects’ delivery for fulfilling its objectives. The key responsibilities of the Deputy Procurement Section Head include but are not limited to the following:

  • Maintain an effective organizational structure in the PrS for achieving a results-based operation and delivery of assigned tasks;
  • Improve on the work by each member of the PrS on preparation and implementation of the project bids collaboration with implementing partners (IPs) and local stakeholders (LSs);
  • Supervise and coordinate the staff of the PrS for timely preparation of bid documents for submission, discussion, approval, and publication;
  • On request by the Chief Operations Officer (COO), assist the PrS Head to further develop the required methodology and framework under which procurement actions shall be implemented, and recommend revisions as necessary for inclusion in the Procurement Guidelines;
  • Organize and supervise the establishment and maintenance of a database of potential markets and suppliers for goods and services;
  • Coordinate with the program and the finance sectors in the development of procedures for effective and timely implementation of approved projects;
  • Maintain adherence of bid procedures to Procurement Guidelines and Regulations;
  • Provide plans for capacity building and technology transfer on procurement to IPs and contribute to workshops for LSs in project cycle management, preparation of necessary documentation (BOQs, Specifications, bids, contracts, etc.);
  • Monitor ongoing procurement processes, and report to PrS Head and COO on corresponding challenges;
  • Contribute to the production of budgets, cash flow, procurement, and logistical needs
  • Supervise all Procurement Sector Staff and ensure that established procedures in the Guidelines are being followed, as directed by the COO;
  • Attend meetings in the absence of the PrS Head, as required, and contribute to the operational needs of projects workload through professional knowledge and a “problem-solving” approach;
  • In charge of the procurement section, in the absence of the section head.

2. Competencies:

General Competencies

  1. Practical knowledge and in-depth understanding of countries in-conflict environment;
  2. Demonstrate integrity through understanding and application of procurement values and mandate;
  3. Expertise in procurement of goods and services for infrastructure rehabilitation, reconstruction, and early recovery projects;
  4. Understanding and sound judgment in multi-cultural workspace;
  5. Versatile capacity to deal in situations of challenging physical environment;
  6. Good communication skills and ability to negotiate and report on procurement issues.

Management Competencies

7. Knowledge and understanding of risk factors associated with project implementation and procurement in a conflict environment, and capacity to identify solutions against or minimize the effect of such factors and events;

8. Ability to communicate, motivate, manage, and coordinate a multi-ethnic origin professional team to deliver quality work and meet tight schedules under stressful environments, and a varied cultural context;

9. Capacity to establish priorities, address project issues and needs of staff, and take a leading role in problem-solving when situation demands so;

10. Demonstrate trust and confidence in teamwork and provide timely responses to procurement needs;

11. Professional knowledge and capacity to manage procurement-related documentation with accurate standards and quality;

3. Reporting:

The Deputy, Procurement Section Head will:

  1. Prepare and submit progress reports on a weekly basis to PrS Head;
  2. Prepare and submit Procurement Section status and progress for quarterly reports;
  3. Adhere to the Management regulations on security and confidentiality.

4. Supervision and guidance received:

  1. The Deputy, Procurement Section Head shall work under the direct supervision and reports directly to the PrS Head and COO (when required).
  2. The Deputy, Procurement Section Head Section shall also collaborate with and coordinate on procurement issues with other Section Heads, as required, of the SRTF Management Unit.

Minimum Qualifications

  • Advanced university degree in related discipline (Business Administration with major field in Contract Management and Procurement, Engineering Economics, and/or Finance,);
  • Professional accreditation from renown procurement institution required, e.g. The Chartered Institute of Procurement and Supply (CIPS);
  • Minimum 10 years of professional experience in international reconstruction-development sectors, and solid experience in the management of procurement services in diversified assignments in fragile and/or post-conflict environments;
  • At least 5 years of work experience at senior procurement management level, or proven ability to lead a group of expert staff;
  • Expert with an international professional background obtained in long-term assignments outside his country and region of origin;
  • At least 5 years of experience in operating the procurement systems in major, donor-financed emergency aid and/or development funds with local partners in developing countries;
  • Good knowledge of EU- and UN sanctions rules;
  • Good knowledge of the local, regional, and international markets for goods and services for emergency aid;
  • Good communications skills and a keen sense of ethics and integrity in dealing with implementing partners, vendors, and service providers;
  • Ability and readiness to travel within the Middle East Region;
  • Excellent proficiency in English is required; Working knowledge of any of the languages spoken in the region, (Turkish, Arabic), is desirable.

Additional advantages

  • Knowledge of World Bank, United Nations, EU, KfW, or other major institutions procurement rules and procedures;
  • Past experience in working in Middle East Region Countries shall be positively considered;
  • Knowledge and experience in working environments of emergency response operations and donors and participation in multi-discipline project teams shall be positively evaluated;
  • Computer literacy in procurement software applications is highly desirable.

5. Reporting:

The Deputy, Procurement Section Head will be reporting to the PrS Head and COO (when required)
