In Syria, WFP provides food assistance to more than 4.6 million people each month. This includes families who require emergency assistance when affected by conflict and displacement and also those who need help to improve their nutrition and food security. WFP supports children across Syria with healthy meals and snacks at school, mothers with nutritious diets, and families and communities with sustainable livelihood projects.
ORGANIZATIONAL CONTEXT
The upsurge in violence since December 2019 as part of the north-western Syria offensive has caused a mass displacement of some 2.8 million people (Source: OCHA). Humanitarian assistance to these people has become a priority for humanitarian organizations, with WFP providing life-saving food assistance to almost 1.4 million people. The operation is conducted cross-border from Turkey under UN resolution #2533. Due to the ongoing insecurity in north-western Syria direct access to our beneficiaries remains difficult. This provides challenges to effectively target our food assistance and continuously assess and monitor the food security situation.
Objectives:
The VAM associate will assist in ensuring that WFP’s food assistance programme is well targeted. In addition, the incumbent will be working on validating the beneficiary data on a regular basis.
Supervision received:
The VAM associate will be working under the direct supervision of the Head of the Monitoring, VAM and Accountability Unit, and under the overall guidance of the Emergency Coordinator, and in close collaboration with the Programme Unit in Mersin Field Office and the Vulnerability Analysis and Mapping unit in the Damascus Country Office.
KEY ACCOUNTABILITIES
The VAM Associate will be responsible for the following duties:
Task 1: Enhance and Implement the Beneficiary Enhanced Selection Tool (BeST)
• Provide oversight and offer technical support and training to partners on the use of BeST.
• Manage beneficiary distribution lists, conduct enrolment verification, and authenticate beneficiary lists, specifically in relation to complaints received from individuals who have been removed or who are not receiving assistance.
• Compare and confirm the accuracy of beneficiary lists against the total caseload reported by partners for each food distribution point.
• Conduct a random sampling exercise of beneficiaries' signed lists to verify the correctness of lists supplied by partners.
• Consistently follow up with the CPs about distribution reports, and evaluate reports detailing planned, actual, and departed beneficiaries.
Task 2: Administer Beneficiary Data Collection and Database
• Assist and oversee the beneficiary data collection process carried out by cooperating partners (CPs).
• Cleanse the BeST database, identifying and removing any duplications and inconsistencies.
• Perform categorization of BeST data by executing the scorecard script on the database.
• Carry out a preliminary analysis of the BeST data and present the results using Tableau.
• Contribute to the design of electronic beneficiary targeting and monitoring tools using XLSForm.
Task 3: Support Programme with Beneficiary Targeting
• Contribute insights to the Food Security Cluster concerning the geographic targeting of WFP’s (World Food Program) food assistance.
• Participate in executing vulnerability and food needs assessments in accordance with guidelines provided by the Vulnerability Analysis and Mapping (VAM) unit in Damascus.
• When necessary, provide GIS (Geographic Information System) mapping support to the programme and the supply chain.
Task 4: Undertake Additional Duties as Required
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
o Experience using Python and SQL programming languages.
o Previous field experience in Northwest Syria (NWS).
o Willingness to undertake field visits and engage with different stakeholders.
STANDARD MINIMUM QUALIFICATIONS
Education:
Secondary School Certificate is required. University degree in Data Science, IT, computer engineering, or any other relevant field including social sciences, humanities is desired.
Experience Required:
o At least six years of progressively responsible work in targeting, vulnerability assessments, monitoring & evaluation, food security, statistics, or other related fields.
o Ability to work independently and as part of a team.
o Proficiency in Electronic Data Collection Software (e.g., ODK, KOBO).
o Proficiency in data visualization software (e.g., Python, R, Power Bi, Tableau).
Language: Fluent (level C) English and intermediate (level B) Turkish in oral communication. Knowledge of Arabic is an asset.
