BACKGROUND AND PURPOSE OF THE ASSIGNMENT
Currently, WFP has increased in the two years its fleet capacity to more than 500 WFP trucks inside Ethiopia to support with the transport requirements whenever and wherever commercial transporters are unable to operate. The fleet has indeed expanded in the past year where it counted around 250 trucks . Fleet will expand numbers of heavy-duty trucks with a target of 550. Mostly of these trucks are also being mobilized to support the Tigray, Afar, Amhara etc emergency operations through multiple corridors. With the increased number of trucks under the WFP Fleet, this will require additional staffing capacity to appropriately manage these trucks to ensure they are properly planned, managed, maintained, and mobilized to maximize their utilization. The incumbent, under the supervision of the Head of Fleet, will support the Fleet team in managing the administration, FMS data staff and to ensure that any information/data or reports requested are promptly carried out and expedited in an efficient manner.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Ensure that all data received or sent from various sources is properly monitored, analysed, and checked for accuracy and in turn produce the required reporting output in accordance with the policies/procedures & guidelines as set by WFP.
2. Ensure that any information/data or reports requested are promptly carried out and expedited in an efficient manner. To provide fleet utilization reports, fuel consumption reports, job cards report, spare parts consumption reports etc.
3. Perform software checking routines established and ensure that all the data downloaded into the system is accurate and take the necessary steps to resolve any irregularities.
4. Responsible to ensure that all data entered by Data Clerks in the system is accurate and always sent and received on a timely basis.
5. Consolidate all findings and to convert these conclusions reached into useful formats which can be interpreted by management.
6. Constantly collect and collate useful data which can be used to improve the general systems established and communicate this report any irregularities to immediate Supervisor. For appropriate action and decision making. information to immediate supervisor, such as, possible system constraints, common errors re-occurring, possible training needs.
7. Will perform daily reconciliation exercises of all records and transactions performed within the same day and ensure that data validation, integrity and accuracy of data are maintained. Share experiences gained with other staff members and strive towards creating good team building and harmonious atmosphere.
8. Will perform the duties of all subordinate staff or one level/grade up, in the event of any other FMS staff being absent from his or her duty.
9. To report and compile FMS stock data versus physical inventory, accounting and reporting of Fleet spare parts and equipment loss to immediate supervisor.
10. Assist in training of fleet staff on FMS when required.
11. Travel within the country as required.
12. To provide full support to Logistics/Fleet operational team for food deliver when required.
13. Perform any other duties as requested by immediate supervisor.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education: Advanced University degree or First University degree with additional years of related work experience and/or training/courses.
Experience: Minimum of 3 years of relevant postgraduate professional experience as a statistician/data analysis administrator or similar job.
- Experience in commercial or humanitarian transportation sectors.
- Experience working with corporate systems (databases, software).
- Experience in writing, preparing reports and presentations.
- Experience working in a Local Area Network environment & performing administrative duties related to network management considered an asset.
Knowledge & Skills:
- Good working knowledge and experience working with Microsoft MS Office Suite.
- Comprehensive understanding and good working knowledge with Microsoft Access (Relational Database Management System).
- Good working knowledge of MS Windows and Internet explorer.
- Good analytical skills, resourcefulness, initiative, tact and ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds.
Language: Fluency in both oral and written communication in English.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Good Understanding of WFP Supply Chain processes, systems and tools.
- Comprehensive understanding and good working knowledge with database management system for stock control/procurement software package.
- Extensive experience gained using a computerized Fleet Management System, preferable although not a requirement.
- Experience gained in logistics and fleet field considered an asset.
