About Tawazon – Promoting the Voice and Leadership of Women

Tawazon – The Promoting the Voice and Leadership of Women Activity is a five-year activity that will create transformational changes in gender relations at the family, community, and national levels to enhance gender equality and advance women’s leadership in Jordan. This will be achieved through: 1) strengthening the enabling environment and institutional capacity and addressing structural barriers for women to fully exercise their rights, express their agency and freely lead and participate in society without restrictions; 2) partnering with local stakeholders to counter prevailing prohibitive social norms that perpetuate gender inequality, undermine women’s agency to exercise their rights, and prevent transformative change in gender relations; and 3) advancing the inclusive and transparent leadership and decision-making participation of girls and women and 4) enriching collaboration amongst USAID’s Gender Community of Practice in order to strengthen coordination, scale innovative ideas, and promote accountability to gender equality among practitioners.

Background

The Inter-Ministerial Committee for Women Empowerment (IMC-W) was established by the Prime Minister in 2015 and is composed of 20 ministerial members from across the Government of Jordan (GoJ) with a goal of providing leadership, coordination, and accountability across the GoJ in achieving commitments and enhancing political will to adopt policies related to women’s empowerment and mainstreaming gender. This includes a review of practices that ensure equality and women’s empowerment, the adoption of planning mechanisms, and budgetary directives that aim at closing gaps between men and women. IMC-W has a significant impact across the ministries whose role is to enhance the GoJ’s efforts in the domain of women's empowerment through gender-sensitive legislation, policies, programs, and plans. Importantly, IMC-W supports its technical arm, the Jordan National Commission for Women (JNCW), in implementing the National Strategy for Women (NSW), particularly with Objective Four, which mainstreams gender in the public sector. IMC-W supports the execution of the GoJ Gender Mainstreaming Plan (GMP). It also supports the GoJ’s commitments to adhere to gender-friendly policies in its administrative performance, decision-making, service provision, and actions in supporting the establishment of gender units in ministries and public institutions.

Tawazon aims to strengthen and empower existing structures, processes, and capacities to reduce the barriers to women using their voice and agency and thus share areas of overlap between Tawazon’s and IMC-W’s objectives. IMC-W a core stakeholder and a strategic partner of Tawazon. Tawazon will provide support to IMC-W in developing a communications and media plan to shape awareness and mobilize public support for national efforts towards gender equality, women’s empowerment and combating violence against women. Tawazon will collaborate with IMC-W and the proposed consultant to identify resources for implementation of the communications and media plan beyond those under Tawazon.

Purpose and Project Description

The consultant is expected to perform their duties over a period of six months. The consultant will support the development and implementation of a communications and media plan for the Inter-Ministerial Committee for Women (IMC-W) in close collaboration with Tawazon. The consultant is required to develop a communications and media plan that includes a dissemination and broadcast plan to take place over a period of six months. The dissemination and broadcast plan should include but not limited to television and radio ads, interviews in television and radio stations, and short reports (three to five minute-long) that covers issues related to women’s empowerment and gender equality. The dissemination and broadcast plan should also include placements in online news and social media platforms. The consultant is required to advise Tawazon and IMC-W on best approaches and tools to utilize in implementing the communications and media plan to influence the largest share of the targeted population, maximizing existing resources to the extent possible.

SOW Objectives

  • Develop a communication and media plan. The communication plan should cover a variety of topics related to women’s empowerment and gender equality. The plan will be proactive in addressing a variety of gender issues to be discussed throughout the year, prioritization of topics will be agreed in consultation with IMC-W and Tawazon.
  • Draft a creative brief for television and radio ads.
  • Develop an interview placement plan.
  • Draft stories for reports.
  • Draft content for social media posts on different platforms.
  • Supervise implementation of the communications and media plan.
  • Conduct at least three meetings with key media representatives, journalists, editors-in-chief, columnists, and social media influencers to collaborate with them in implementing the communications and media plan.
  • Submit weekly progress reports on implementation of the communications and media plan.
  • Coordinate and collaborate with Tawazon and IMC-W in collecting information for the communications materials, and developing drafts.

Timeframe / Schedule

This contract will be implemented over a period of six months maximum with an estimated Level of Effort of 45 days, starting in June – July 2023. The contractor will be notified one month before the contract period ends to inform them if the contract will be renewed for another six months.

Required Experience & Skills

  • Bachelor’s degree in media, journalism, communications, or relevant field.
  • At minimum of 8 to 10 years of experience with media outlets, production, communications, or advertising.
  • Knowledge of Jordan media landscape.
  • knowledge of Jordan social media landscape and trends.
  • Knowledge of women’s empowerment and gender equality priorities in Jordan.
  • Fluency in written and spoken Arabic and English languages.
