ORGANIZATIONAL CONTEXT

Since 2021, WFP South Sudan has led a consortium of partners to implement a community violence reduction programme in Jonglei State and the Greater Pibor Administrative Area (GPAA). After a successful conclusion of the first phase (January 2021 – December 2022), the programme has now been approved for a second phase (April 2023 – March 2025).

To that end, WFP, in collaboration with Peace Canal, Nonviolent Peaceforce, Save the Children, VSF-Germany, IOM, UNHCR, and UNMISS have joined hands as a consortium under the name of Partnership for Peace [Door | Ganon | Mal]. The programme, which is based on lessons learned from the first phase, was launched in April 2023, and aims to strengthen the foundation for peaceful, stable, and resilient communities in the border areas between Jonglei State and the GPAA. WFP and partners have established an Area Reference Group (ARG) to identify, promote, and facilitate effective, coordinated, and strategically sequenced interventions by sharing information, coordinating technical and financial assistance, and creating vertical and horizontal linkages with government institutions and non-state actors.

WFP as the lead agency for the project as well as for the ARG, the Consultant will establish a project management team comprised of a Project Coordinator, an information management officer (IMO) and a monitoring, evaluation, analysis, and learning (MEAL) officer. The IMO and MEAL officers will report directly to the Project Coordinator, with technical reporting lines to relevant units, including Programme and MEAL, and will work collaboratively with all members of the consortium, and will support the effective management of the ARG.

JOB PURPOSE

To support the development and implementation of the Partnership for Peace [Door | Ganon| Mal] MEAL system and to generate quality evidence for project accountability, learning and effectiveness. This includes coordinating monitoring activities, supporting the development and management of M&E tools/processes, and contributing to results-based advocacy efforts.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Ensure that the project and partners have, implement and utilize a realistic and well prioritized MEAL plan to provide relevant and strategic information to manage the project, including tracking and assessing the project’s distinct contribution.
  2. Contribute to the establishment and management of the project M&E Technial Working Group (TWG).
  3. Ensure that Programme M&E technical working group (TWG) meetings are conducted as per the M&E operational workplan.
  4. Contribute to the development of monitoring tools and reporting templates at all levels of results (process, output, and outcome level) in alignment to the approved project workplan, TOC, Logical Framework and M&E plan.
  5. Ensure that project baseline details are established and reported; draft regular monitoring reports on the status of results and implementation progress and contribute to the data analysis.
  6. Liaise with and support the Bridge Network in the implementation of “Measuring Safety and Security (MSS)” assessments and analysis to regularly capture conflict sensitivity risks and opportunities.
  7. Support mid-term reviews, learning workshops and thematic reviews for internal learning, information sharing/exchange, and strategic and operational decision-making.
  8. Support the preparation and implementation of the project endline evaluation and other thematic evaluations for the project or as part of the WFP country strategic plan
  9. Contribute to increased use and uptake of monitoring, review and evaluations findings for evidence-based decision-making to support programme design and implementation by developing innovative, accessible, user-friendly and informative products.
  10. Ensure that community led project oversight teams and other project monitoring staff are trained in data collection methods and reporting through delivery of training and information sharing.
  11. Other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

University degree in statistics, development economics, performance management, evaluations or other field relevant to MEAL.

Experience:

Minimum of one year of postgraduate experience in managing monitoring and evaluation activities. Experience coordinating M&E tools across different programmes and/or partners.

Languages:

Working level of English (Level C); knowledge of spoken Arabic or a major indigenous language in Jonglei and GPAA is advantageous.

KNOWLEDGE AND SKILLS

  • Knowledge of quantitative and qualitative tools and methods including collection, analysis and reporting.
  • General knowledge of MEAL best practices, techniques, and processes.
  • Ability to demonstrate knowledge of conflict dynamics in Jonglei and the GPAA will be considered an advantage.

DELIVERABLES AT THE END OF THE CONTRACT:

  • M&E system/plan is developed and in place
  • M&E TWG established, and regular meetings conducted as per M&E operational plan.
  • M&E workplan developed.
  • M&E tools including data collection tools, reporting templates and training materials, all in alignment to the approved TOC, Logical Framework and M&E plan.
  • Baseline values for all indicators in the approved Logical framework/results framework established and progress towards results monitored and reported per the timelines agreed with the donor.
  • Community based monitoring systems established in alignment to the approved TOC, Logical Framework and M&E plan.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Cultivated sustainable relationships with local NGOs, government authorities, and other implementation partners.
• Has research experience using variety of analytical tools and methods for causality analysis, forecasting, and other data modeling needs.
