BACKGROUND

Despite positive economic growth and progress in poverty reduction, Tajikistan is still facing a challenging food security and nutrition situation. Recent economic challenges compounded by population growth have contributed to the reclassification of the country as low-income in 2018 while the COVID pandemic and the ongoing conflict in Ukraine has further increased household vulnerability. Malnutrition rates remain the highest in Central Asia, and the number of undernourished has remained stagnant. Tajikistan faces different environmental challenges, including environmental and soil degradation and poor natural resource management. Additionally, Tajikistan is extremely vulnerable to the impacts of climate change, which has further exacerbated food security and livelihoods of vulnerable communities. Given the above, the government has identified food security and access to quality nutrition as one of its development priorities.

WFP Tajikistan has commenced its Country Strategic Plan 2023 – 2026 in tandem with the UN Sustainable Development Cooperation Framework (UNSDCF) covering the same period. By means of the CSP, WFP is undertaking a strategic shift from direct implementation to enabling and strengthening capacities of national and subnational institutions to deliver on their food security and nutrition priorities. WFP activities support the achievement of Sustainable Development Goal 2 (Zero Hunger) and 17 (Partnerships for the Goals). The geographic scope of WFP Tajikistan operations encompasses the entirety of the country. In addition to the country office in Dushanbe, WFP has field offices located in Bokhtar, Gharm, Khorog, and Khujand to oversee operations in those specific regions.

To support evidence-based decision making through accountable and transparent means, WFP monitors its operations in Tajikistan through monthly process monitoring, biannual post distribution outcome surveys, and, as relevant, baseline surveys and specialized monitoring or surveys. Thematic reviews, end of project surveys and evaluations are also conducted. Monitoring will be inclusive of school-based programmes, nutrition, resilience, climate change adaptation, and emergency response.

JOB PURPOSE

To manage the development and implementation of routine process monitoring and reporting that is aligned to WFP corporate standards to generate quality evidence on the status of projects to inform programme design and implementation. This includes coordinating activities of an outsourced monitoring service provider and field-based monitoring staff.

KEY ACCOUNTABILITIES (not all-inclusive)

The position will report directly to the Monitoring and Evaluation (M&E) Officer, NOB, but will also closely interact with the greater research, assessments and monitoring (RAM) team within programme unit as well as the communications, advocacy and marketing unit and the field office staff. All responsibilities are under the general guidance of the head of RAM. The incumbent is expected to perform the following duties:

Monitoring
• Become conversant in global and WFP corporate guidance on monitoring;
• Develop/update a monitoring toolkit to standardize monitoring approaches across the field offices and/or through outsourced service provision that complies with corporate standards, including the minimum monitoring requirements, standard operating procedures, and corporate results framework;
• Provide inputs to the development of monitoring and review plans that will provide the most relevant and strategic information toward achieving expected results;
• Lead the integration of the databases for the community feedback mechanism and process monitoring;
• Contribute to the monitoring data analysis to detect emerging trends;
• Support in training and capacity development of all WFP field and partner staff and/or outsourced enumerators on monitoring theory, methods, and toolkits;
• Provide effective troubleshooting, suggest corrective measures, and arrange technical assistance to staff and partners based on results of monitoring, where necessary;
• Support the M&E Officer with managing reviews, outcome surveys and reporting, evaluations, and other aspects of the monitoring portfolio, as required;
• Support the Programme Associate for Outputs Management and Reporting with oversight of COMET (corporate programme data platform), standardizing outputs reporting from partners, and linking process and outputs reporting, as required;

Reporting
• Review reports submitted by WFP and outsourced field monitors and provide feedback to improve quality and timeliness;
• Prepare progress and monthly reports, including dashboards and infographics, regarding the status of results and implementation progress, highlighting trends and emerging issues;
• Ensure timely external reporting, verifying all data, and using appropriate templates;
• Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and reporting activities;
• Develop human-centred success stories, fact sheets, and other informational and advocacy material;

Cross-cutting
• Ensure monitoring and reporting reflects cross-cutting efforts and views, such as nutrition-sensitivity, gender and diversity inclusion, protection and accountability to ensure equal participation and consideration of women and men, boys and girls, and people living with specific needs and/or disabilities;
• Provide support to the RAM team as relevant to internal WFP processes and procedures in accordance with all deadlines (e.g., potential partner proposals, field level agreements, service provision processes and contracts; invoice/transfers clearances; corporate systems such as WINGS/COMET/SCOPE; expenditure planning and reporting; monthly deliverables such as mission plans, country brief inputs and bank forecast inputs; responding to official letters requesting support or information; serving as hiring manager; etc.);
• Any other business.

STANDARD MINIMUM QUALIFICATIONS

EXPERIENCE:

• Six years of progressive experience in supporting design, implementation, and capacity development for monitoring systems with UN agencies, government entities, or civil society;
• Knowledge of food security programming and multistakeholder processes;
• Experience in analysis and reporting of food security and nutrition programmes in both development and emergency responses;
• Experience with community-based participatory planning approaches.

KNOWLEDGE & SKILLS:

• Strong knowledge of project monitoring theory;
• Proficiency in Windows MS Office (Word, Excel, PowerPoint, Outlook, Publisher, etc.) and with data analysis and visualization software (SPSS, STATA, Tableau, etc.);
• Strong analytical skills and ability to prepare publications, technical reports, infographics/dashboards and other materials, especially related to food security activities;
• Behavioural competencies such as action management, client orientation, cognitive capacity, innovation, partnering and teamwork.

EDUCATION: Completion of secondary school education. A post-secondary certificate in the related functional area.

LANGUAGE:

• Fluency in oral and written English is required.
• Fluency in oral and written Russian or Tajik is required.

TRAVEL: Will travel regularly throughout the country to remote locations with potentially minimal services.
