ORGANIZATIONAL CONTEXT

The Government of the Philippines has an established School-based Feeding Programme (SBFP) and has signed on to the School Meals Coalition, being the first country in Asia-Pacific to do so. The SBFP aims to address undernutrition among Filipino children, where they are provided with nutritious meals for a period of not less than 120 days. The programme is implemented by the Department of Education (DepEd) and Ministry of Basic, Higher and Technical Education (MBHTE) in the Philippines and aims to provide hot, nutritious meals to school children in public elementary and secondary schools across the country.

In recent years, there have been efforts and interest by the Government to expand and improve school feeding programmes in the Philippines, including introduction of the home-grown school feeding model (HGSF). To support the Government’s vision and commitment to the School Meals Coalition in adopting the HGSF programme in the country, WFP is providing technical assistance through evidence generation and advocacy to amend policies, enhance programme design, and build capacity of partners. WFP jointly with the Government is planning to launch a five-year project aimed at further enhancing and elaborating a HGSF implementation model, generating evidence and establishing groundwork on how to create sustainable and scalable programmes.

JOB PURPOSE

The School Feeding Programme Policy Officer will provide technical leadership and strategic direction for the School Feeding programme, with particular focus on HGSM, in line with the World Food Programme's policies and goals. For this purpose, WFP is seeking to hire a committed, innovative, and dynamic individuals to join its Philippine Country Office. The incumbent will work under the supervision of the Social Protection and School Feeding Programme Officer, and with overall guidance of the Head of Programme.

KEY ACCOUNTABILITIES

  • Lead the development and implementation of a comprehensive, evidence-based implementation strategy for SBFP, with particular focus on the Home-Grown School Feeding, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  • Lead efforts to further nurture and maintain strong relations and collaboration with the Government.
  • Lead analysis and consolidation of existing opportunities and challenges along key capacity areas (policy, funding, institutional capacity and coordination, design and implementation, participation of non-state stakeholders), and provide – or mobilize – support and technical expertise for the design and delivery of suitable programmatic solutions. Based on the analysis lead design and implementation of capacity strengthening activities and their implementation.
  • Actively engage in and contribute to relevant policy dialogues on the development of the policy framework and an Advocacy Plan to support it.
  • Actively engage in discussions and contribute to coordination with respective technical units and experts within the Country Office to ensure overall interconnectedness and coherence of social protection and school feeding activities. Lead and guide the work of experts responsible for specific technical components within SBFP and HGSF.

KEY ACCOUNTABILITIES (Continued)

  • Lead evidence generation efforts for WFP-supported activities, contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  • Contribute to resource mobilization for School Feeding Programme through dialogue with donors and proposal development.
  • Responsible for managing the programme's budget and ensure that all expenditures comply with established guidelines and procedures.
  • Responsible for supervising and managing staff and consultants working on the programme, support their capacity development. Other as required.

KNOWLEDGE AND SKILLS

  • Demonstrated ability to analyse, consolidate and interpret quantitative and qualitative information from different sources
  • Excellent communication and interpersonal skills.
  • Strong leadership and management skills.
  • Proficient in using computer applications such as Microsoft Word, Excel, and PowerPoint.
  • Knowledge of development context in the Philippines and work in the field is desirable;
  • Excellent written and oral communication skills in English and Filipino.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least seven to ten years' experience in strategic planning, policy formulation and analysis, government budget formulation policy, project management and monitoring and evaluation systems as well as a high level of analytical, research capability and excellent interpersonal, writing, and oral presentation skills.
  • Experience in school feeding programmes or agriculture related programme is an asset
  • Demonstrated strategic thinking and planning skills.
  • Demonstrated experience in strategic policy engagement w/ Government

STANDARD MINIMUM QUALIFICATIONS

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance
