ABOUT WFP

The United Nations World Food Programme (WFP) is the 2020 Nobel Peace Prize Laureate. We are the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace and stability for populations impacted by conflict, disasters and climate change.

WFP’s emergency response in Yemen is one of the agency’s largest anywhere in the world, and this year aims to provide lifesaving food assistance to more than 13 million people in need. WFP also aims to provide nutrition support to more than 4 million children and women, school feeding to more than 3 million schoolchildren, and livelihoods support to 2 million people.

ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office. At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff

JOB PURPOSE

WFP Field Office in Mukalla covers operations in the four governorates in the eastern part of Yemen namely Al Maharah, Socotra, Hadhramaut, and Shabwah. Mukalla FO currently implements a wide range of Life saving and life changing activities such as GFD, CBT, School Feeding, FFA and nutrition.

In three of the four governorates covered by the FO (namely Socotra, Hadramaut and al Mahra) WFP has initiated a transition process from GFA to FFA and eventual self-reliance. This is being done by changing the operational systems around FFA from fund responsive to a multiyear planning approach and by increasing the focus of available FFA funds to these three governorates.

The transition will bring upon a significant change in how WFP operates in the three governorates, ensuring the communities affected are on board of such changes and securing their full participation in the decision making around targeting, design and implementation of assets as well as having a robust AAP system in place is key to the success of the programme.

Broadly, the Programme assistant will support the PPO (Livelihoods and resilience) and team in supporting a strong community engagement through the design, implementation and phase out of the described transition process.

KEY ACCOUNTABILITIES (not all-inclusive)

  • In consultation with the FFA team, develop a community engagement action plan to ensure the transition process is well understood by communities and their participation and ability to provide feedback is secured at all times.
  • Support the delivery of Community Based Participatory Planning (CBPP) training and SLP at the field level;
  • Supporting new partners and partners with less experience in conducting CBPP and translating CBPP into early programme roll out and asset creation commencement;
  • Ensuring that asset creation plans are developed based on the CBPP;
  • Supporting The FFA team in targetting criteria (for “graduating” beneficiaries from GFA to FFA as well as identification of new FFA beneficiaries) and communications strategy through the process.
  • Support the partners in ensuring the participation of multiple stakeholders in the planning and implementation of community engagement activities. An age, gender and diversity lens should be applied in respect to affected populations – particularly affected populations and marginalized groups.
  • Facilitate a harmonized approach to beneficiary communication across the activities/CPs, including but not limited to:
    • Map out and document information activities from WFP and partners;
    • Conduct communication and information needs assessments in close coordination with CPs on various milestones of the programme;
    • In collaboration with the FFA team, develop communication strategies for recurrent messages and campaigns targeted at WFP’s beneficiaries on specific topics (e.g. awareness raising around disabilities);
    • Map existing channels of beneficiary communication, evaluate their effectiveness and facilitate expansion to multiple, inclusive and innovative channels.
  • Support the FFA team in budgeting for and incorporating community engagement activities in partners’ contracts (FLAs) as well as service providers’ agreements (SLAs and LTAs).
  • Provide capacity strengthening to Mukalla WFP staff and partners on inclusive community engagement approaches.
  • In close liaison with the FFA team, M&E, gender, protection, and AAP focal points, establish entry points for community consultation and facilitate systematic collection and documentation of their views, as well as how these views influence programming and operations.
  • Facilitate enhancement of and support in assessing the effectiveness of communication and feedback mechanisms adopted by WFP Yemen
  • Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the following disciplines: economics, agriculture, development studies, or a field relevant to international development assistance is desirable.

Language: Working knowledge oral and written in English language. Arabic language is desirable and considered an asset.

Experience: Minimum Six years of relevant experience.

  • Knowledge of livelihood systems in Yemen, including in rural and urban settings.
