BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The World Food Programme (WFP) has stepped up its approach to broker South-South and Triangular Cooperation (SSTC) significantly over the past few years. WFP brokers SSTC to support national governments in achieving progress on food security and nutrition in line with country priorities as reflected in Country Strategic Plans. SSTC is increasingly important for WFP and its host governments, to access and mobilize the growing expertise, technologies and financial resources available in developing countries and the global South.
The WFP Programme (Humanitarian and Development) Division (PRO) coordinates the implementation of WFP’s SSTC Policy, which is currently being updated, and serves as a helpdesk for WFP Country Offices (COs) and Regional Bureaux (RBx) on SSTC. PRO assures normative guidance and provides technical support/coaching on SSTC to WFP RBx and COs while also engaging WFP’s Centres of Excellence (CoEs) in order to help them identify and realize SSTC opportunities as part of WFP’s programme of work. The Division also coordinates WFP’s SSTC engagement with other UN-partners and government partners and positions WFP on key SSTC issues relating to food security and nutrition in the context of the 2030 Agenda for Sustainable Development.
PRO is advertising a vacancy for a consultant to support the Division’s programmatic work on SSTC. He/she will support PRO's SSTC Unit's Chief to consolidate WFP's approach to generate evidence, monitor and evaluate results achieved through WFP-brokered SSTC, provide policy advice and technical guidance to WFP COs and RBs to reflect SSTC in corporate planning and reporting tools, and promote the roll-out of WFP's Task Force on South-South Cooperation to consolidate WFP's emerging approach to SSTC.
This position is based in Rome, Italy, and will be for a period of 11 months.
ACCOUNTABILITIES/RESPONSIBILITIES:
- Lead the development and roll out of the SSTC M&E toolkit to support WFP COs and CoEs to monitor, generate evidence and report on results of SSTC projects in compliance with WFP’s corporate monitoring and reporting requirements.
- Provide guidance to WFP RBx and COs with regards to the use of SSTC indicators and SSTC marker of the new WFP's Corporate Result Framework (CRF) and inclusion of SSTC results in corporate planning and reporting tools such as logical frameworks in Country Strategic Plans (CSP) and Annual Country Reports (ACRs).
- Engage in Programme Review and Approval Process (PRP) of WFP’s CSPs in collaboration with relevant HQ Division/units and RBs to ensure that SSTC is mainstreamed across CSPs' strategic outcomes and partnership strategies in line with corporate guidance.
- Conduct South-South reviews in close coordination with Country Capacity Strengthening (CCS) Unit in HQ and WFP RBs in order to support COs in reflecting SSTC opportunities in their CSPs and Partnership Action Plans (PAPs).
- Provide policy advice and technical guidance to WFP RBx and COs to develop regional and national SSTC strategies to enhance and further mainstream WFP’s SSTC engagement with host governments and partners in line with SSTC corporate strategic priorities.
- Support the coordination of WFP's Global Task Force on SSTC and preparation of the 3rd Global Meeting on SSTC in WFP.
- Support the implementation of the SSTC Policy Update ensuring close coordination with relevant HQ units/divisions, RBs and WFP CoEs.
- Contribute to scope, mobilize and manage partnerships for SSTC as required.
- Other duties, as required by the function.
DELIVERABLES AT THE END OF THE CONTRACT:
SSTC M&E toolkit has been developed and disseminated to WFP COs, RBs and CoEs to monitor and report on SSTC results.
WFP RBx and COs have received adequate backstopping support for monitoring and evaluation of SSTC initiatives on the ground, as well as for scoping new SSTC programme opportunities through "South-South Reviews".
Results and lessons learned from the SSTC initiatives have been captured, systematized and shared with relevant internal and external partners.
WFP's SSTC global Task Force has been rolled out and WFP's 3rd Global Meeting on SSTC has been organized.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced university degree in one of the following disciplines: social sciences, international development, development economics or another related field such as international relations, human rights or political science.
Experience: Between 8 to 10 years of solid and demonstrated experience in designing and managing development or technical assistance projects in a developing country setting. Experience in facilitating SSTC projects.
Knowledge & Skills: In-depth knowledge of international development issues. Understanding of food security programming, previous experience with WFP is a strong asset. Knowledge of South-South and Triangular Cooperation approaches, methodologies and key stakeholders. Demonstrated field experience working on project management and monitoring and capacity building. Demonstrated strong communication, writing and conceptual skills. Demonstrated skills in diplomacy, negotiation and facilitation. Demonstrated high performance and leadership capacity and excellent partnership building skills with external and internal stakeholders. Excellent teamwork, outreach and engagement skills. Proficiency in MsOffice (Word, Excel, Power Point).
Languages: Fluency in English language and intermediate knowledge of a second official UN language. Command of Spanish and Portuguese (working level) is an asset.
