CONTEXT

WFP’s multidimensional mandate brings strengths and capabilities to the United Nations system’s efforts to help countries respond to the urgent needs of those furthest behind and achieve the Sustainable Development Goals (SDG 2 – Zero Hunger and SDG 17 – Partnerships for the

Goals). WFP’s Corporate Strategic Plan 2022–25 reaffirms the organisation’s commitment to partnering with others to support displaced populations. Almost one third of WFP’s support goes towards displaced populations: IDPs, refugees, and returnees.

These positions are based in the Emergencies and Transitions Service in WFP’s Programme division. The posts will play a lead role to establish WFP’s normative positions on displacement issues (i.e. one or more of refugees, internal displacement and migration), coordinate with internal stakeholders and engage in inter-agency processes concerning these issues, and to manage corporate relationships with UNHCR and IOM.

The portfolio of activities may include formulation of substantial parts of WFP-wide policies and provision of technical advice at RB or HQ level. As such job holders will be expected to have an extensive breadth of programme and policy knowledge/experience including strong technical abilities in displacement and ability to credibly influence strategic, policy and operational discussions.

KEY ACCOUNTABILITIES (not all-inclusive)

The Programme Policy Officer (Displacement) will focus their efforts on the following key areas:

  1. Formulate substantial parts of WFP-wide displacement-related policies in line with both organisational strategy and the practical realities of operating in the field; translate WFP wide displacement related policies into Regional/Country level practices, programme guidance and implementation modalities and operations, to ensure a clear and strong connection between HQ and field operations.
  1. Provide technical advice or mobilise technical expertise, on displacement related programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce hunger and malnutrition.
  1. Develop operational partnerships and maintain established strategic partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
  1. Enhance WFP’s leadership status in different forums on subjects related to displacement issues through direct participation, briefings, information products and other materials.
  1. Pursue—and, where appropriate, lead—joint action with advocacy and operational partners on issues relating to the prevention and resolution of displacement, where WFP’s added value has been identified.
  1. Support WFP’s inter-agency engagement on displacement issues and foster corporate partnerships with UNHCR, IOM and other displacement related partners
  1. Manage or contribute to operational research and evidence building on issues relevant to displacement.
  1. Manage or oversee preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.
  1. Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

Previous policy and/or operational experience with displacement (including managing programmes for refugees and IDPs) as well as partnership or work experience with UNHCR, IOM, or other external stakeholders would be an advantage.

  • At least 8 years of experience in humanitarian and development contexts
  • Experience of working in refugee/displacement contexts
  • Experience in coordinating and building operational partnerships among UN partners
  • Experience in representing programme initiatives with donors, Government and partners

Language:

  • Fluency (level C) in English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
  • French is highly desirable.

SKILLS AND KNOWLEDGE

  • Good understanding of food security and nutrition programme design and implementation
  • Experience in strategic collaboration with WFP and UNHCR or IOM at country level on a variety of work streams including targeting of assistance, cash collaboration, data sharing, joint programming
  • Strong writing skills, with the ability to turn out high-quality documents on very short notice;
  • Strong communication skills;
  • Demonstrated ability to present findings of analytical and monitoring reports
  • Strong inter-personal skills;
  • Knowledge of WFP programmes and tools, highly desirable.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Proven capacity to build and foster inclusive and high performing teams in a multi-cultural environment;
  • Inter-agency experience;
  • Field experience within a range of contexts (emergency, conflict and transition);
  • Led a country/area office programme team or a substantial component of a complex programme;
  • Gained direct experience of different programme approaches;
  • Worked with government or international agencies and gained policy experience.
  • Led team in strategic discussions;
  • Worked in HQ or a Regional Bureau in an advisory function.
