JOB PURPOSE

In the period 2019-2023, through the Country Strategic Plan (CSP), WFP Cambodia will contribute to achieving Zero Hunger by promoting access to nutritious diets through home grown school feeding and improving climate smart food production and transformation capacities of small holder farming communities. WFP will help set standards and guidelines for food transformation to satisfy the increasing demand for nutritious processed and convenient foods. WFP will leverage its subnational presence and existing implementation relationships to build scalable models for replication nationally, and enable subnational counterparts’ hands-on learning in intervention planning, management and implementation.

WFP is seeking to recruit a dynamic and experienced National Programme Policy Officer – (Disaster Risk Management) to support national and subnational disaster and climate change risk management and assist national strategic direction and coordination on food security, nutrition and social protection through enhanced information systems, knowledge management, and public-private and south-south partnerships.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Lead project cycle management across WFP’s DRM programme portfolio through coordination with government counterparts, partners, WFP internal units and other relevant stakeholders
  2. Liaise with national partners, particularly the National Committee for Disaster Management (NCDM), to ensure WFP’s capacity-strengthening and systems-building initiatives are institutionalized and receive adequate buy-in and commitment from relevant line ministries at national and sub-national levels
  3. Prepare high-quality reports for external and internal recipients synthesizing programme information and ensuring they meet WFP and/or donor standards and contribute to generation of lessons learnt and best practices
  4. Coordinate closely with WFP’s Vulnerability, Assessments & Monitoring (VAM) unit on advancing risk analytics and vulnerability for informed DRM decision-making; in particular, lead on supporting NCDM in integrating PRISM and other tools across government systems at all levels
  5. Together with WFP’s M&E unit, design and roll out M&E frameworks, track implementation progress and milestones for projects in the DRM programming portfolio
  6. Support the Team Leader for DRM and Climate Resilience and coordinate with the Social Protection unit on designing, piloting and scaling approaches in emerging areas of work, including anticipatory action and shock-responsive social protection
  7. Assist Humanitarian Response Forum (HRF) secretariat with humanitarian coordination before, during and after hazard, and provide guidance and support in high-level engagement with NCDM and other line ministries for both disaster preparedness and response activities
  8. Support the Team Leader for DRM and Climate Resilience to prepare funding proposals
  9. Coordinate the work of implementing partners contracted by WFP
  10. Facilitate donor visits

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Rural Development, Disaster Management, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

WORK EXPERIENCE

  1. Minimum of 3 years of relevant postgraduate professional experience.
  2. Experience providing technical assistance to government entities relevant to DRM, in particular NCDM, MoWRAM, MAFF, MoE or others
  3. Experience taking on leadership and program management roles in ODA-funded projects, preferably focusing on building capacities of national systems
  4. Experience applying innovative and tech-based solutions in designing and implementing development and/or humanitarian interventions

LANGUAGE

  • Proficiency in both oral and written communication skills in English and Khmer
