Finance Controller
Job Purpose
The Finance Controller is a key member of the finance team at capital level. The Finance Controller is part of the Cash, Control and Accountancy sub-department within the Finance Department in Capital. Under the direct supervision of the Finance Manager – CCA unit, he/she is responsible of controlling all procurement processes and documentation of the regional mission, the monthly accruals report CFU-DFU, in addition to be the monthly cash request.

Duties and Responsibilities:
1. Procurement Control
- Proceed with adequate control checks on each procurement process and documentation for Procurement Scenario managed by the capital office to ensure full compliance with ACTED procedures and donor guidelines including:
- Ensure respect of project duration and liquidation period
- Check budget availability/Program Forecast and allocation accuracy
- Ensure that the terms of payment are fair and applicable
- Ensure that the procurement process is in line with ACTED internal procedure
1.2. Is responsible for his/her zone contracts follow up/CFU update and accurate for submission to the Senior finance controller for validation and consolidation.
1.3. Is capable of understanding the different project procurement cycles and priories contract review etc. in close collaboration with the logistics and program departments to avoid backlog and bottleneck
1.4. Provide key check lists and feedbacks to the logistics team on a monthly basis to improve documentation quality
1.5. Proactively follow up on comments and feedbacks between the two departments to ensure the signature process is smooth and as per the initial plans
1.6. Attend the tenders opening of his/her zone to ensure the eligibility
2.Cash Request :
- In liaison with the logistic relying on the most updated CFU, prepare the cash projection for the month
- Ensure suffecient funds requested and maintain high accuracy
- Adhere to the deadlines
3.Other Tasks :
- Cover the absence of the assistants or the other controller/s
- Any other task assigned by the HoD
Key Performance Indicators
- Timeline of validating the procurement, ideally same day
- Adherence to the tenders’ opening
- Monthly adherence to the CR deadline and accuracy of figures
· Monthly adherence to the CFU deadline and accuracy of figures
- Volume of support to the payment team

Skills
QUALIFICATIONS
- Bachelor in finance or any related field.
- Fluent English and Arabic (written and spoken).
- Excellent writing and communication skills.
- At least 2 years’ work experience Preferrable with an INGO in an emergency and/or development setting.
- Ability to work under pressure in a high-pace environment.
- Good organisational and prioritisation skills.
- Proficiency in Microsoft Office, Microsoft Excel, and Publisher.
- Strong interpersonal skills
- Strong analytical skills
